Under the effects of the crisis, the possible responses from Social Security are:
In the crisis, non-registered employment in the informal economy relatively increases (autonomous
and non-salaried). This complicates the no-global coverage of Social Security in Latin America and the
Caribbean. However, in the nineties, the size of the informal economy in Latin America already
required public responses that never surfaced.

Now, under the crisis: more democracy: reclaim and participate in instances of tripartite dialogue to
confront the crisis.
Defense of Collective Bargaining: compliance of collective conventions and of foreseen salary
adjustments, in cases where it is not possible, employers must justify it by providing all the necessary
information.
Do not permit a lack of unawareness of unilateral conventions.
If it is confirmed that there are difficulties in any sector of activity, alternatives must be consensual.
Unemployment benefits:
Promote legislation to protect Social Security to workers who lose their jobs in countries where there
is no benefit. (Convention 102, Part IV, Convention 168 and Resolution 176).
Active policies of employment:
For example: promoting vocational training programs for unemployed, in order to reintegrate them
into the labor market in the same branch or other activities that need workers.
With participation from workers, employers and governments in the management of said
programmes.
With active participation from all stakeholders to define a set of measures to protect sectors that are
hardest hit by the crisis. Participating and promoting proposals. (ILO, CSA Coordinators Centers
(Mercosur, Andean and Caribbean Group), trade unions in each country, governments and businesses.
