Minutes for the BofD Meeting: Monday, May 2, 2016 : Hintonburg Community Centre

3: Treasurer's Report
 Net income for 2016: $4,969.39 (Revenue: $8,205.86; Expenses: $3,236.47)
 Collected last year's sponsorship money from Global Pet Foods. Hintonburger is still
outstanding.
 Sending the HRA the full amount that we have been holding on their behalf.

 $26.98 to Matt Whitehead for street hockey balls.
 $124.23 to Pat O'Brien for environmental cleanup supplies.
 $219.60 to Parkdale Food Centre as proceeds from hockey tournament.

4: Items arising from March
a: 25th Anniversary celebrations
Pat, Cheryl and Carol are working together on the 25th anniversary celebration.
Carol presented a proposal for two events.
 Reception downstairs at the HCC after a shortened AGM (September 20th). Speeches
and recognizing individuals through presentations/awards.
 Outdoor family celebration later the same week. Behind the HCC from 11am-2pm with
bouncy castle, etc.
Discussion:
 Don't want to shorten AGM as it is helpful for residents to hear about the activities of
the various committees, engage those new to the HCA, potentially include short
features of other community groups this next year. Also, can't control the length of the
open forum if there is a hot issue at the time of the AGM.
 Could this be combined with 150 celebration? Not favored.
 No to alcohol – too complicated.
 Who decides on who gets what awards? (Founding members recognized at 20 th.)
Agreed:

AGM to be held Tuesday, September 20th.

Presentations as part of the AGM. No separate evening event.

Outdoor family celebration as outlined sounds great.
o Will approve budget once have more details.
o The HCA has a credit that can use for the park.
o Don't need an event permit.
o Won't do a rain date, instead use the Wellington room in case of rain.
b: Bus Detour
Buses will come out at Tunneys Pasture about June 20. The 95 bus stopping at
Bayview/Scott is well used. The path beside Tom Brown is really well used.
C: 150 celebrations –Felix/Paulette/Katie
 Still waiting to hear about the Heritage Grant (news expected this week).
 Once Arts Park is done, will focus on the plan for the 150 celebration (Felix, Katie, Pat)
d: Website renewal
Slow going but the plan is to do build the website this next month.
e: Sponsorship follow-up - Matt
 Will follow up again with the Hintonburger about this past year's sponsorship.

Global Pet Foods is on for next year.
WWBIA is looking at Arts Park this week. James will be meeting with Zack on Thursday
to figure out this next year.
 The next two weeks is crunch time for finding sponsors. Will tweet about the
sponsorships.
 Currently no new sponsors.
 Escape Room seem to have a marketing budget.
 Will stick with our current sponsorship levels until the sponsorship committee has time
to look at options.
f: Scanning of Docs
Docs have been scanned and sent to all.
g: Health Dept consultation on Hookah smoking
 Cheryl sent a letter. The Health Dept is to send a letter to the Province asking them to
include it in their revisions to the Smoke Free Ont. Act. If the Province won't then staff
are to bring back some draft by-law to include it in Ottawa.
 Cheryl sent a letter to Yasir Naqvi - chatted briefly with him Sat but will make an
appointment with him.
 Chatted with Catherine McKenney about it and she is supportive.
h: 155 Spadina - claim for compensation
Claim has been submitted for over $19,000 at an hourly rate of $20. Do not know how long
it will take for any adjudication.
i: Planning ambassador for community members
 Following up on the developer concierge project, the city has created Community
Association Liaisons. As with the developer program, this is a volunteer role for staff.
 Our contact is Joshua White – [email protected]. Josh wants one contact for
each community association. Linda will be our contact with Jay as the backup.
 The goal is to better support community associations (as the community leaders) re
development/planning. Also to learn how the city can better improve their internal
working around planning. Josh 'wants to hear from us' and 'is here to support us'.

Ongoing electronic committee – hasn't met yet.
k: READ
 Consultation sessions are complete. The consultant is current writing the report that
will be presented by Jeff at the June OPL meeting.
 READ will be working on developing its position.
 Met with Catherine McKenna last week to discuss infrastructure funding.
 James suggested READ talk to the MP's office about using the parliament librarians to
identify funding options.
 It would be great to get as many individuals to the Central Library consultation as
possible.
l: Commercial Zoning (study group)
No update.

n: X-country Ski
 NCC excited about the community led initiative. Seems to be coming together. The key
is to get the money all lined up for the fall.

JAMES will try to find out the timeline.
 James talked to Councillor Leiper. Jeff said to start similar to READ and then he'll get on
board. Dave Allston of Wellington is interested.
 Cheryl suggested Ecology Ottawa – Graham Saul.
 There is money for an EA but not the actual construction. The LRT contactors only have
to leave the road as they found it, not as a complete street.
p: Street Hockey
 Nicole said the tournament went very well. Lots of media. Equipment all good. One
broken window but the building is tear down so the realtor was fine with it.
 $219 from registration fees. 10 teams, 90 participants. She would have liked more
teams.
Nicole met with Zack. The WWBIA is interested in a fall version as part of Taste of
Wellington. Question: Could the HCA still be recognized as part of that?

 Members couldn't remember the HCA had taken a position on this in the past. There

How the program would be implemented, managed and evaluated on an ongoing basis
is key to whether there would be impact for the local communities (e.g., police no-go

 Interested in exploring criteria for locations ---> both the current needle exchange
criteria (that the HCA helped develop) as well as what Sandy Hill CHC found out through
their consultation.
 There are some locations (e.g., Health Department on Clarence, Rideau Street) that are
appropriate for such services.
 Historical note: In terms of needles found, Hintonburg had the highest finds in the city
in the late 1990s. You could find needles everywhere, you didn't have to go looking.
There were only a couple of finds last year but they still sweep once a week.
No decision yet.
b: Photo Radar – Bayswater
MATT to draft letter.
 Michael Powell at the Dalhousie CA is help lead the initiative to ask the province for the
ability to use photo radar in Ottawa. They are looking for support from community
associations. Livable Bayswater also pushing this.
 At the Kitchissippi forum, Jeff said he supported it for traffic calming.
 Discussed the idea of it being revenue neutral and/or revenue going back into other
traffic safety initiatives.
Motion that we write a letter in support of photo radar for traffic calming measures.

7: Committee Reports
a: Arts

 Meeting right now.
 It was noted that the SEAT application has been made more rigorous.
b: Security
Community Policing
 There is potential for communities to lose their community police offices/officers.
 At the last Police Services board meeting, board members seem surprised by the variety
of groups and number of people who came to speak. The board members didn't ask any
questions and the report was received.
 There will be consultation in May. Cheryl is sending suggestions for the consultation
process.
New activity:
 5 new active locations right now – they are spread throughout the neighbourhood.
Crack houses, frisky people, and a gang house.
 Cheryl will be meeting with Dawn on Wednesday to form a strategy.
 Cheryl will circulate a draft letter she is working on for the owners of the property
where the gang activity is occurring.
c: Zoning
JAY to attend coach house bylaw meeting
 Letter sent to CofA for 107 Armstrong re not opposing. Brief discussion on concern for on May 17th.

e: Environment
 Cleanup this weekend. Email blast today.
f: Heritage
 Paulette and Linda will be giving a heritage walk in September. New tour to the east.
g: Membership
 Sent updated list.
h: Schools
 Devonshire renovation photos include a fireplace that was found and restored.
I: Communications
 Carol will be doing two more newsletters and then stepping down. Sarah Dorion from
Ottawa West Community Support will be taking up.
J: Traffic
 Hintonburg 40 continues - a number of streets are near completion - I am averaging 10
signatures in favour of reducing to 40 an hour . When people are home or answer the
door they generally are in agreement . They seem pleased when they realize it is not
another sales person. More volunteers would be welcome - I will prepare a list of
streets requiring volunteers for email blast - with number of homes where possible. City
of Ottawa remains helpful.
8: Announcements/ Upcoming Meetings
 Parkdale United Church thanked the HCA for the donation.
 Kitchissippi Forum was well done although not well attended. Weather had a lot to do with that.
