Corporate Profile of Textile Industries
•
In 1972 , Textile Industries Corporation was established.
•
In 1989, the name of Textile Industries Corporation was changed into
Myanmaｒ Textile Industries.
•
In 2012, the name of Myanma Textile Industries was changed into Textile
Industries (TI).
•
To control the quality of the textile products, there has been a Development
Centre for Textile Technology (DCTT).

Corporate Profile of Paper and Home Utilities Industries
• In 1972, Paper & Chemical Industries Corporation was established.
• In 1989, the name of Paper & Chemical Industries Corporation was changed
into Myanmaｒ Paper and Chemical Industries (MPCI).
• In 1993, Myanma ｒ General and Maintenance Industries (MGMI) was
established.
• In 2011, the name of Myanma General and Maintenance Industries (MGMI)
was changed into Home Utility Industries.
• In 2012, Myanmaｒ Paper and Chemical Industries (MPCI) is combined with
Home Utility Industries and formed as Paper and Home Utility Industries
(PHUI).


In 2015, Textile Industries (TI) is combined with Paper and
Home Utility Industries (PHUI) and today it is formed as No.(3)
Heavy Industries Enterprise (HIE (3)).

HIE (3) is headed by a Managing Director and Board of
Directors represent in administration and management,
engineering and design, contractors and suppliers.

The total workforce of HIE (3) is over 16000.

To encourage the private sector in Myanmar, HIE (3) move
forward to achieve the commercialization and cooperation with
local and foreign reliable partners.

Challenges for HIE (3) factories
For Textile Factories
 We need to get more effective technology for cotton plantation in our
country because the staple length of raw cotton is unstable.
 The machines installed in the textile factories under HIE (3) were
imported from Japan, Germany and China. Mostly, these machines
have been used more than (40) years. Thus, these machines cannot
operate in full capacity. So, we need to promote textile factories by
installation of modernized machineries and replace for the existing
old machineries.
 We also need to arrange many training programs for the workers to
become expert labors who can manipulate the high-tech machines.

 In the market, our products need to improve the quality control mana
gement.

Challenges for HIE (3) factories
For High Grade Paper Mills and Home Utilities Factories
 Raw materials management Plan and Energy management Plan are
the most important for regular operation of Pulp and paper Mills.
 Due to the unstable supply of raw materials and energy, Pulp &
Paper Mills cannot operate regularly and economically.
 On the other hand, maintenance cost will also become higher and
higher.
 That's why, we cannot achieve regular customers built marketing
system and get chance of the current market price for selling
products.
 The other one thing that is the location of the mill which may be
effective by logistic cost on products.

Textile Clusters in No. (1) Textile Factory (Shwe Daung)
 According to the purpose of transferring a product or service from supplier to
customer quickly and smoothly, supply chain mechanism for the textile factories
will be established.

As a pilot plant, marking the land
into plots is completely finished.
 The infrastructure and machineries
for the waste water treatment,
energy and electricity consumption
are being processed.
 The investors who are interested to
manufacture the textiles products
are warmly invited to cooperate in this project.

Upgrading No.(3) Textile Factory (Sagaing)
 Currently, the factory is producing yarns, fabrics, gauze, bandages and bed-sheets
according to the local standards.
 As to improve the quality of textile products,
this factory will be upgraded to meet
the export quality.
 Electricity, water and buildings are
ready to use.
 The investors who are interested to
manufacture the textiles products
are warmly invited to cooperate in this project.

Dyeing Cluster at No.(7) Textile Factory Branch (Wundwin)
 Wundwin is a township where local people are doing business in traditional dyeing
and weaving. It is needed to raise the awareness of Environmental conservation.
 An advanced weaving training center will be established there to improve
the quality of textile products.
 At this factory, waste water treatment
system will be developed according to
the international standards to conserve
the Environment and it is under
negotiation with a japanese company.
 Yarn dyeing cluster will be established
in Wundwin.
 The investors who are interested to
manufacture the textiles products
are warmly invited to cooperate in this project.

Step Forwards for Upstream and Down Stream Products
EoI for High Grade Paper Mill (Thabaung)
 By announcing to submit the Expression of Interest (EoI), we are now
inviting the investors who are interested to cooperate in the following (4)
Sectors at High Grade Paper Mill (Thabaung).
(a) To upgrade the Capacity of the existing High Grade Paper Mill.
(b) Plantation the Paper Tree and Power Tree to use as raw materials.
(c) Manufacturing the Value Added Products related to the Pulp and
Paper Production.
(d) Establishment of Biomass Power Plant which can provide the
necessary Electricity, Water and Steam for the whole industrial
complex.

Nature and Implementation Procedures for HIE (3) Factories
 Mostly, those factories are labor, water & energy incentive nature.
 We need to corporate with supporting for fulfilness of energy, power
and raw materials etc.
 After planning above concerned, we need to manage and organize for
the purpose of regular production.
 If we can, we will achieve good relationship between regular
customer.
 We may step forward for upstream & downstream products.

• Currently, according to the industrial development policy of the
State, State-Owned Enterprises have to be reduced and the
development of Private Sector have to be encouraged. Thus,
HIE (3) has been leasing it’s State-Owned factories to privates
companies for short or long terms to develop
the
private
industrial sector.
• The local/foreign reliable partners are welcomed to cooperate
with us through the following ways:
 Public Private Partnership(PPP)
 CMP or FOB Base Garment Manufacturing
 Setting Up New Factories
 Textile cluster in existing factories areas
 Joint Venture
