STRATEGY
of ANO “The Agency of Investment Development
of the Republic of Mari El” in 2014-2016
The Strategy of ANO “The Agency of Investment Development of the
Republic of Mari El” (hereinafter – the Strategy) is a plan which defines core
tasks and expects results of ANO “The Agency of Investment Development
of the Republic of Mari El” (hereinafter – the Agency) for the mid-term
period.
The Strategy was developed in accordance with the Strategy of longterm social-economic development of the Republic of Mari El (till 2025)
which is approved by the decree of the Government of the Republic of Mari
El dated August 31, 2007 No.214, the Investment strategy of the Republic of
Mari El till 2020 approved by the decree of the Government of the Republic
of Mari El dated October 10, 2013 No.313 and also the investment address of
the Head of the Republic of Mari El “Investment climate and investment
policy of the Republic of Mari El”.
The Ministry of economic development and trade of the Republic of
Mari El is a coordinator of the Strategy’s realization and the Agency’s action.
The Agency is one of active parts of infrastructure of support for
investment and foreign economic activity of the Republic of Mari El. The
Agency is a coordinator between the executive authorities of the Republic of
Mari El, the territorial bodies of the federal bodies of executive authority in
the Republic of Mari El, development institutes and enterprises, institutions
and organizations regardless their legal corporate form and departmental
subordination.
The Agency is created to render services of complex support for
investment projects, attracting investments and creating favorable investment
climate in the Republic of Mari El, assistance in realization of investment
projects, supply of services to investors, administrative support for projects
using the mode “one stop-shop service”, and also support for infrastructural
investment projects and development of foreign economic activity.
The Agency supplies the following services:
selection of land plots and partners for realization of projects in the
territory of the Republic of Mari El:
establishment of contacts with executive authorities of the Republic of
Mari El and local governmental bodies in the Republic of Mari El and
organizations; support in administrative problem solution;
“one stop shop service” for investors in coordination with executive
authorities of the Republic of Mari El;

support for creation of project teams for support and realization of
particular investment projects on a turnkey basis;
support for coordination with investment and venture capital funds,
banks, foreign state investment agencies, specialized financial organizations,
russian and international development institutions to use their opportunities
for financing and support for investments in the territory of the Republic of
Mari El;
delivery of actual and true analytic and helpful information about the
Republic of Mari El;
organization and promotion of negotiations and visits;
support for execution and agreement of land and judicial, basic and
approval documentation;
reduction of terms of necessary procedures and execution of
documents;
services for investors for realization of investment projects (execution
of legal entities, registration with a tax authority, temporary legal address
until opening of a constant office and other consulting services);
support for execution of land plot provision documents, execution of
basic and approval documentation (selection of production spaces and land
plots, formation of land plots, holding of engineer-geological research and
cadastral works, execution of constitutive documents for land plots, land
rezoning and another operation focused on permission documentation);
construction (functions of a customer, project management,
construction management, geodesic support for construction and installation
operations, selection of general contracting and contracting organizations and
another operation);
outsourcing and functions of personnel selection for investors (selection
of labor resources on inquiry, development of regulatory documents,
bookkeeping operation)
marketing of the region and exhibition-congress activity (development
of regional brands, brand-strategies and brand-measures, anchor projects for
development of the region, organization of exhibitions, fairs, forums,
conferences, other public assemblies focused on awareness and strengthening
image of the region, support for participation of the region in public
assemblies of interregional, federal and international levels, advertising
information activity and another operation);
representation of interests of the Republic of Mari El in projects of
public private partnership;
The Agency on the whole and also the specialists of the Agency have
operational efficiency indicators which are annually approved by the
Supervisory council of the Agency.
In its operations the Agency aims at the most successful world
experience and experience of russian regions in interaction with foreign and
russian investors. The forms of interaction in this sphere are signing of
agreements and declaration of intents to invest, and also interaction of

involved parties in formulation and realization of investment projects in the
territory of the Republic of Mari El, support for investment projects to place
production and companies in the territory of the Republic of Mari El.
Annually the Agency together with executive authorities of the
Republic of Mari El forms a list of investment projects to attract investments
of potential investors. This list will be presented for review by international
and russian investment companies and credit organizations, also meetings of
potential investors and project initiators will be organized.
Within the frames of the Agency’s activity address work with foreign
industrial companies, project initiators, russian and international financial
institutions and investment funds is planned to be carried out to coordinate
operations of all involved parties in planning and realization of investment
projects in the territory of the republic. Active interaction with trade
representatives of the Russian Federation in foreign countries is planned to be
carried out.
On the side of the Agency active support for investment projects
realized in the territory of the Republic of Mari El is planned. Core forms of
support:
interaction with executive authorities to reduce decision lead time;
attraction of private investments, venture financing;
interaction with executive authorities to reduce decision lead time;
expertise of business ideas, consulting, expert review;
maintenance of state support in the executive authorities of the
Republic of Mari El;
creation of mechanisms of interaction with state development
institutions;
informative support for projects and initiatives;
organization of channels of marketing of ready production (works and
services);
presentation of supported investment projects in the meetings of the
Investment council of the Republic of Mari El, in the meetings of
Interdepartmental commission on investments and economy restructuring
affiliated to the Government of the Republic of Mari El, and also in the
meetings of commissions and other negotiating bodies;
development of partnership with high schools and scientific
organizations of the Republic of Mari El, parties of investment infrastructure
and support infrastructure, development of foreign economic activity and
other.
