S E C T I O N –A (INTRODUCTION)
CPO in his opening address welcomed Shri W.A.Yadwad, Zonal
President, Shri A.M.D’Cruz, General Secretary and other office bearers of
SWRMU and Officers and Officials present for the 25th PNM with SWRMU and
mentioned that this is the 3rd PNM during the current year and hoped that another
Review meeting will also be conducted before December-2014.
CPO also mentioned that PNM is existing on Indian Railways since 1953
where the administration and the organized labour maintain contact to resolve
the disputes which may arise between the administration and the organized
labour. He mentioned that SWRMU became the only recognized union on South
Western Railway during Secret Ballot Elections held in last year.
CPO mentioned that the administration is having a very cordial
relationship and has made sincere attempts to resolve many of the issues. Some
of the issues have been solved to the satisfaction of the union and some more
are pending and may take a little time to resolve them.
Then, CPO requested Shri A.M.D’Cruz, GS/SWRMU to address the
forum.
2.0 Shri A.M. D’Cruz, General Secretary, SWRMU welcomed Shri
K.Harikrishnan, CPO, Shri C.K.Kutty, Dy.CPO/IR, Shri Yadwad,
President/SWRMU and other esteemed office bearers and his
colleagues to this 25th PNM.
2.1 GS mentioned that the last PNM was held on 9 th & 10th of July, 2014 and
this is the historical 3rd PNM meeting being conducted during the current
year and expects a review meeting also during the month of December2014.
2.2 GS mentioned that AIRF convention is scheduled to be held from 18 th to
20th of November, 2014. He also mentioned that the Hon’ble Minister for
Railways Shri Sadananda Gowda has given his consent to attend the
inauguration of convention on 18th November at Railway grounds and
requested the administration to extend full cooperation and provide the
facilities as required by the Union for the successful conduct of
convention like placement of special trains, coaches, arrangements etc.
2.3 GS/SWRMU has requested FA&CAO to depute one Dy.FA&CAO
throughout the PNM to have fruitful discussions apart from
FA&CAO, who can attend during his subjects.
2.4 GS thanked CPO for having taken the initiative for temporary allotment
of the building No.UBL/115 by Hubli Division for the use of
SWRMU/UBL.
2.5 Before taking up the agenda items, CPO reciprocally informed
GS/SWRMU that the administration will extend full cooperation for
smooth conduct of AIRF Convention at Hubli and all sincere efforts will
be put to see that the delegates who come here go happily from our
Railway.

3.0 The General Manager came to address the PNM meeting on the first
day itself i.e. on 30th October, 2014.
3.1 Addressing the forum, GM stated that with the active cooperation of
SWRM Union, the performance of our railway has been effective.
3.2 GM mentioned that MR being from this region all the time he was
watching our performance. MR also conducted some surprise
inspections in the last 4 or 5 months and he was satisfied with our
performance.
3.3 GM also mentioned that about 15 Hon’ble Members of Parliament have
been invited for Swacch Abhiyan on 2nd October and they were happy
with the amenities provided and cleanliness at in SWR.
3.4 GM mentioned that the administration has taken up cleanliness in a big
passion and necessary instructions have been given to the concerned
that this will not only cover the stations but also extend to colonies. He
assured that the administration will improve the environment in all over
SWR.
3.5 He thanked Medical and Engineering Departments for having shown the
zeal to take up the mission area to deal the colonies. He also mentioned
that all the six items of Hon’ble Prime Minister have been taken up
including light fittings, tree plantation, removal of encroachments.
3.6 GM mentioned that he was pleased with the efforts put in to maintain
Mysore Colonies well and sanctioned award also. He also mentioned
that he was happy to see that efforts are being carried out to improve
the condition in Hubli Colonies in a big way. He assured that this is not a
“show baji” and will continue in the years to come.
3.7 He mentioned that now Colony Inspection Group has also been formed
with Sr.DPO as co-ordinator. Instructions were also issued how to hold
the meetings in a fruitful manner to achieve the desired objectives. The
allocation of funds under Demand 11 & Plan Head 51 & 52, budget
allocation for the divisions, etc. will be explained to the stake holders.
3.8 He mentioned that there are problems of contracts, shortage of staff and
Bio-toilets are not coming as fast as we expected.
3.9 He mentioned that the administration has taken a mission area as far as
medicines are concerned. He also mentioned that the availability of
medicines in Hospitals has improved and non-availability of medicine will
be viewed seriously.
3.10 GM informed SWRMU that all the posts of CMPs have been filled up
and SWR is the only Railway where 100% CMPs are in position.
3.11 He invited suggestions, if any, from SWRMU regarding improvement of
supply of medicines. The administration will give a quarterly statement
as to what has been done in procurement of medicines and details
regarding how many indents have been placed for procurement, the
position of the medicines, if desired by SWRMU.

4.0 Speech of Shri A.M.D’Cruz, GS/SWRMU:
4.1 GS/SWRMU welcomed GM, and other officers and Shri Yadwad,
President/SWRMU and his colleagues to this 25th PNM.
4.2 GS/SWRMU mentioned that the last PNM was held on 9th & 10th of July,
2014 and this is the historical 3rd PNM meeting being conducted during

conducted during the month of December, 2014.

He also mentioned that all railwaymen have wholeheartedly participated
in the Cleanliness Drive on 2nd October, being National Holiday also,
“Swacch Bharat Mission” launched by our Hon’ble Prime Minister.
4.4 GS thanked the administration for disbursing the PLB well in time even
though it was announced lately by the Govt. of India.
4.5 GS mentioned that Bangalore Division organized very well the 59 th
Railway National Award Function which was the first occasion that the
Railway National Award Function was held in our Railway.
4.6 He mentioned that AIRF convention is scheduled to be held in 18 th, 19th
and 20th November, 2014 at Hubli. He also mentioned that the Hon’ble

4.7 GS mentioned that Union is expecting 15 special trains and 30 coaches
for convention. GM told that there is a provision for mandatory
examination for BPC and GS mentioned that all other Railways were
informed to issue round the clock BPC for the specials. CME mentioned
that the number of days also counts i.e. validity is about 96 hours, any
deviation needs Board’s sanction. GS has agreed to take exemption
from Board and assured that the Union will not give much problem to the
administration with regard to arrangements to be made for convention.
4.8 GS mentioned that every 3 months PNM is conducted. He felt that
administration work is coming as a subject for PNM mainly for the
reason that administration is not granting or creating the posts. In such
cases, Union is tackling the problems. PNM is a forum of Staff
Grievances, but it is focusing on the works of the administration.
4.9 GS highlighted the issue of repairing of leakages in Workshop where
half of the portion was repaired 2 years back and remaining left as it is
and the problem is still existing.
4.10 He highlighted the problems being faced by the staff of Navalur, C&W
where basic amenities like drinking water, canteen, are not available,
RO plant is not installed. He pointed out the administration taking out the
activities to the isolated place instead of Hubli and requested the GM to
provide basic amenities at Depots and also provide Quarters.

4.11 GS mentioned that the prescribed qualification of SSC is not required for
40% and 10% intake of serving employees to workshops. But, an
incumbent was rejected to take into workshop due to non-possessing of
SSC qualification that too after got selected and being relieved from
Engineering Department. GM and CPO mentioned that prescribing
qualification of SSC in the notification will be examined and necessary
action will be taken. GS also mentioned that C&W Khalasis cannot be taken
into workshops, but they can go on bottom seniority.
4.12 GS mentioned that so many request transfers are pending under Inter
Divisional Transfers and once agreed it should be implemented. He
mentioned that still in HPT – BAY section, Engineering Trackman were not
relieved to Hubli Workshop even now.
4.13 GS mentioned that delay in creating the posts of Ticket Checking Staff in
Bangalore Division, results in revenue loss due shortage of manpower in ticket
checking. Vacancies of TTE’s were assessed 5 years back. GM agreed that
manpower is less. In this connection, CPO mentioned that RRB papers have
been received and they have been distributed to all Divisions and
Departmental Examinations are also conducted by all Divisions for selection to
the post of TEs.
4.14 GS mentioned that improvement in the

being deputed to KIMS but KIMS is not accepting them as they were not

4.16 GS mentioned that due to non-availability of Senior Scale Officer in Mysore
Workshop, many selections are delayed. CME replied that the
administration will peruse the matter.
4.17 GS also mentioned that KSRTC Buses are entering Hassan Railway
Colony. Depot was opened in the backside of the colony, all the buses
are running inside the colony where running of buses is not at all
convenient and requested the administration to stop running of buses
into railway colony. GM replied that he will speak with DRM/MYS in this
regard.
4.18 GS mentioned that non-availability of ministerial staff at Dy.CE/CN/Hubli/
Office. It is becoming very difficult to handle work with the only one man
available who is irregular in attendance. GS has been informed that it will
be manned as RRB papers are expected by the end of December. GS has
requested that till such time, one more person may be deputed from other
sources where adequate manpower is available.
4.19 GS also mentioned a case where an employee seeking change in the Date of
Birth which was entered wrongly in the Service Register. It was purely clerical
mistake and in support of original Date of Birth, 11 records have been
submitted to the administration to take necessary action. Till now, no reply has
been communicated in this regard. He requested the administration to give
reply at the earliest whether it is positive or negative.

4.20 GS mentioned that 178 Cash Machines are required by Bangalore
Division in order to identify the fake notes and the indent was sent to
COS on 20.10.2014. In this connection, CMM/Sales informed the Union
that some specifications of machines should be done by the Commercial
Department to process further. GM directed CCM to expedite the matter.
4.21 GS also mentioned review has not been done by COM in respect of
creation of Guards.
4.22 GS mentioned delay in finalizing CGA cases in Mysore Division.
4.23 GS also brought to the notice of the GM that around 12 cases of Job
Analysis were pending in Headquarters for a long time.

S E C T I O N –B (PREAMBLE SUBJECTS)
All the following 14 items tabled as preamble subjects had been sent to
respective P/CHODs for detailed examination and remarks. All these issues will
be replied to GS/ SWRMU separately. Preliminary discussions however were
held on each item with the respective HOD.
(1) Posting of Senior Scale Officers (WM & DEE) at CWS/MYSS.
At CWS/MYSS, Senior Scale officers (WM & DEE) post in
Mechanical and Electrical are vacant. ln place of them, AWM and
AEE are posted. Due to this, for forming committee for promotion of
artisan staff, Shop is depending DME/Mysore for mechanical and
DEE/Bangalore for electrical. This causes much delay in operating
artisan staff promotions. Hence, posting of WM and DEE for Mysore
Shops may be ensured at the earliest. ‘

CME has agreed to pursue.
(2) Separate Reservation Counter for Railway Staff at Mysore Railway
Station.
ln the HQ PNM held during Sep 2012, subject for a separate reservation
counter at Mysore Railway Station exclusively for reservation of railway
staff of Mysore Division and Workshop was raised and remarks were given
that after studying the feasibility, the same may be implemented. But till
now, no action has been taken in this regard. Now, the demand is high for
this and action should be taken in this regard.

(3) Disturbance in the Railway Colony at Hassan
Previous to the opening of KSRTC 2Ind Depot adjoining to railway Colony
at Hassan there was a road between station and colony. Then the lorry I
owners started using this road and it was reported to then DRM/MYS and
DRM personally stood their and erected barricades to avoid inconvenience
to occupants of colony. Further there is highway road in front of Old depot
and newly started depot. But KSRTC personnel have started using the
road which is inside the Railway Colony which creates lot of problems to
occupants and un-safety for children. Employees performing night duty are
unable to sleep peacefully. This is already brought@ the notice of MYS
Division authorities but still now it is not known what remedial action has
been taken. The KSRTC traffic is still continuing. Hence, this union urges
to take necessary action to stop the movement of KSRTC vehicles.

R E M A R K S:
It was explained that the KSRTC have developed a maintenance depot (for
attending repairs to their vehicles only) which is situated adjacent to the
Railway colony at Hassan at one end.The approach road to this is from the
circulating area which passes through the Railway land for 187 mtrs and
212 mtrs in PWD land. Earlier this road was the sole road leading to MYS

and following four laning of highway the alignment has been shifted. MYS
Division Officers have also discussed with the DC and KSRTC authorities
and requested them to find a direct approach road from the Highway to the
Depot. However there are parcels of private land coming in between and
acquisition of private land will be time consuming. In the meantime it is felt
that Railway cannot be in a position to refuse access to the PWD land. In
order to protect the people residing in the quarters, it is proposed that a live
hedging will be provided on either side of the road.
(4) Non-availability of Ministerial Staff at Dy.CE/Cons./O/UBL.
After the sudden demise of the ministerial staff working in this department
one ministerial staff was posted but he got entangled in corruption case.
Now there is no personnel branch staff available to see personnel branch
related matters of staff. During last PNM also this subject was discussed
but still date no staff is posted. The staffs are, deprived of LARGESS
scheme related appointments due to this non-availability of ministerial
staff .0ne {trackman is looking after the personnel branch matters. So, the
union urges the administration to post one ministerial staff immediately.

(5) The staff relieved in 40% -10% from Engg. to Workshop.
After the instructions of GM/SWR ‘ I - still in some sections like BAY, HPT
staffs are not relieved and also lot of complaints are coming to this union
that 40%-10% it is for serving employees quota asking qualification(SSLC
passed) is against the Railway Board orders. 2-3 cases are come to this
union. The employee’s selection list was published and relieved from Engg.
department to UBLS .The UBLS is not taking the employee saying his
qualification is below as prescribed in the notification. This is the way the
administration is conducting screening test putting the employees into
hardship.

The matter will be further examined.
(6) Grievances of staff at NVU Coaching Depot.
After shifting the coaching depot from UBL to NVU the employees were
issued orders stating it was temporary transfer and they are applicable for
TA but later the order was modified and it was issued as permanent
transfer and they cannot avail TA. Basic t amenities such as drinking water,
high mask lights, rest room for ladies etc., should be provided. The staff
are complaining to the union saying there is no proper drinking water and
there is one RO plant kept for namesake, canteen is provided in isolated
place After providing all these basic facilities, the coaching depot should
have been shifted without providing facilities and asking the Railwaymen to
work I in this condition it will not be tolerated by this union. Still now no
proper lighting is provided, high mask light is provided but it is not burning.
Since to reduce the workload of UBL the coaching depot was shifted to
NVU and during last 1 month coaches coming from BJP is going to HPT
previously it was brought to UBL. Supervisors’ room at NVU should be
provided with new furniture instead of old furniture.

When the pattern is changed it should be discussed with the union Hence
this union urges to treat it as temporary transfer and provide TA to the
staffs. All the difficulties should be completed without delay.

(7) Procurement of 178 Nos of Fake Currency Detecting Machines to PRS
& UTS over SBC Division.
This union had raised a demand in the 35th DRM/PNM for procurement of
Fake Currency, detecting & Cash Counting Machines over SBC Division.
The division have vetted 178 NosS and indent has been sent to Controller
of Stores/UBL vide Sr.DCM/SBC Letter No.B/C.57/PROC/2014 dated:
20.10.2014 As on date not even a single machine is in working condition
out of four machines for entire division. Hence, this union urges to speed
up the procurement at the earliest to avoid inconvenience to Commercial
Staff.

(8) Change of classification of Pointsmen’s rosters of TK section from EI
to ‘C’.
The factual job analysis conducted during 2010 justified the change of
classification of Pointsmen working at TK station from El to ‘C’. The
proposal was sent to CPO/UBL vide Sr.DPO/UBL Letter· No.B/P.347/JA/
PMs/TK, dated 03.06.2010, after keeping the proposal in cold storage for
almost two years now the proposal have been returned vide CPO/UBL
Letter No.SWR/B/P.347/HOER/SBC Division dated: 13.02.2012 stating
that the proposal was not agreed since the goods shed activities is likely to
shift to Kyathasandra.
It is very pertinent to mention that the job analysis conducted during 2010
based on the workload at that time and further the workload have been
increased at TK and justifies reclassification. If at all future date any
activities in the workload gets reduced again by the way of job analysis
classification may be revised. Till such a time the justified JA report should
be considered and classification is changed from El to ‘C’ from the dated of
FJA.

(9) Creation of Posts 'of Guards under cadre review.
A proposal have been sent vide Sr.DOM/SBC Letter No.B/P.l72/Guards,
dated 01.07.2014 for creation of total 39 posts in the Guards Category in
the cadre review the Competent Authority Approval is awaited for
Headquarters for creation of the post. Hence, this union urges to
communicate the approval of the post.

receipt of reply, the matter will be expedited.

(10) Change of Classification of Commercial Clerks of RMGM.
FJA was conducted on 08.01.2013 for change of classification and to the
Competent Authority approval has been forwarded on 06.12.2013 to
Headquarters for approval. This union urges to communicate the
Headquarters approval at the earliest.

(11) Request for Appointment on Compassionate Grounds for Married
daughter (Ref- Sr.DPO/SBC Letter N0.B/P.268/CGA/12/13/75g(SS-13)

administration
for
Compassionate Ground Appointment in favour of their elder married
daughter Smt.`Vasanthalakshmi, who is M.Sc Graduate and taking care
of the Widowed Mother and staying with her even after marriage to look
after her widow mother. Vide above referred letter under reference
Sr.DPO/SBC have intimated to Smt.Saraswathl Bai stating that their case
for Compassionate Ground Appointment has not been considered by
competent authority at Headquarters level. The widow of Ex Employee
have represented to this union to further to get represented the case to
Headquarters to once again reconsidering their request citing their
domestic land other economical problems. As she has explained that she
is having three daughters (Married) none of the Son-in-laws are in a
secured job and all of them are finding difficult to maintain their families. In
the event of getting Compassionate Ground Appointment in favour of Smt.
Vasanthalakshrni, eldest daughter she will take care of the widow and as
well as other sisters. Hence, this union request to review the case and
communicate approval to division by considering the above problems.

(12) Change of classification of SM’s of NRYP & BSPL and HEB & BAND.
This union has demanded to change the rosters SM"s of NRYP & BSPL at
par with SSPN. During 2011 the actual job E (analysis has been conducted
and based on the justification the roster’s of SM’s was changed to
upgraded classification from E1 to C, Since then onwards this union has
been persistently requesting the administration to implement the changed
classification to NRYP & BSPL on the lines of DP1 station wherein FTA
was conducted only at DPJ the justified change of classification has been
implemented for entire section from BAND to OMLR. However, this has not
been done in case of NRYP & BSPL Similarly the factual job analysis
report has been sent to HQ during 2012 for change of classification of SM
of HEB & BAND from EI to C, the same is pending at HQ`. Once again this
union urges to communicate the HQ approval to change the rosters of
SM’s of above station from El to C.

(13) Delay in initial Medical Examination for Compassionate Grounds
Appointment candidates in CH/UBL.
There has been delay in Medical Examination for CG appointment
candidates in CH/UBL. The administration is delaying the medical exam for
2 to 3 months of each CG candidate stating that RRC candidates will be
given first priority. So this union urges the administration to treat CG
candidates as first priority and then the RRC candidates. There should not
be any delay in offering appointment on compassionate grounds.

(14) Cancellation of transfer of Sr.Sténo and CA working under CN/BNC
Smt. Jacqueline Linda Lobo, CA and Smt. Tara Srivatsan, Sr.Steno
working under FA&CAO/CN/BNC have been ordered to be transferred to
Hubli vide FA&CAO/SWR/UBL order #51/NG/2014 dt.0l.l0.20l4. The above
two staff have submitted their representations appraising their difficulties in
carrying out this order. The situations under which they are requesting the
cancellation are very much genuine. Copy of their representations are
enclosed.
As ladies with their family established at Bangalore, husbands working at
Bangalore, children studying in colleges with family members ailing with
chronic diseases, it is indeed difficult to execute such a transfer as this
disturbs the family setup and peace. Moreover this is against the Railway
Board directives and women’s welfare norms. Also seniority of staff is not
taken into account while framing this order. Hence this order appears to be
entirely arbitrary and against the welfare of the staff and their family.
Further there are sufficient vacancies available at BNC for accommodating
these two staff at BNC and a copy of the prevailing vacancy position is also
enclosed.
In view of the above, this union recommends the case strongly for
cancellation of the orders.

Item No. 05/2/2012

CLASSIFYING `RNN' STATION UNDER URBAN AGGLOMERATION FOR
GRANT OF HRA AT `X’ RATES (30%).
The staff working between YNK and RNN Station have represented to this Union that
the up to RNN Station comes within 6 KMs radius from the BBMP limits in this
connection they have obtained Dependency Certificate from Dy. Commissioner
Bangalore Rural District vide letter dated 27.03.2008 and represented to administration
also duly enclosing the copies of dependency certificate issued by DC Bangalore Rural
requesting for grant of `X’ rates of HRA (i.e. 30%) to the staff working between YNK and
RNN.
It is also very pertinent to mention that it has been confirmed from the sister Central
Government organization employees i.e. BSNL staff working at Rajanukunte, are being
paid 30% HRA at X rates but same is deprived for the Railway men’s.
Hence, this Union urges for classifying up to RNN Station Urban Agglomeration and
grant HRA to the staff retrospectively i.e. w.e.f. 30.08.2008 that is the date of issual of
dependency certificate by Dy. Commissioner.

Dy.Commissioner, Bangalore has been requested to issue Dependency Certificate vide
letters dated 10.06.2011 and 31.08.2012. Till date dependency certificate has not been

The proposal has been sent to FA& CAO for concurrence. In turn FA& CAO sought

Bangalore Division on these points vide letter No. B/P 54/CT/Vol.II dated 24.09.2014 to

GS/SWRMU requested to expedite the issue. If still delay persists in processing, he has
sought implementation of the classification from the date of 30.08.2008, the day this
subject has been raised.
GS/SWRMU requested FA&CAO to accept the certificate issued by the
Dy.Commissioner on the lines of Chikkabanavar, which was forwarded to Railway Board
earlier and got the sanction also. In this connection, FA&CAO opined that we may
approach civil authorities once again to get the certificate in the format of Railways and if
it is not feasible, the present proposal may be resubmitted.

This Union have been persistently complaining about the pathetic condition and poor
maintenance of Ticket Checking Staff Rest Room in pursuant to the demand raised by
AIRF in Boards PNM as well as JCM Meeting Railway Board have issued orders vide
Letter No.2010/TG/V/10/3 dated: 02.03.2010 issued orders to provide infrastructure,
including catering facilities to TTE’s Rest Room on the analogy of Drivers & Guards. But
unfortunately in SWR this facility is not extended to Ticket Checking staff.
Hence, this Union urges for provision of infrastructure including catering facilities to at
TTE’s Rest Room.

level and (JAG) Divisional level to monitor adequate facilities at TTE’s rest room.
GS/SWRMU has mentioned that facilities as per the instructions of Railway Board are
yet to be provided, especially at stations like Hubli, Shimoga. At Hubli itself, which is
headquarters of SWR, 25 beds are required at peak hours whereas only 19 beds are
available. Water Geysers, Coolers etc. should be repaired immediately. The problems
faced by the TTEs of SWR in Rest Rooms at Tirupati, Chennai, etc. of neighbouring
Railways are yet to be solved.

It was mentioned to the Union that as per the Railway Board guidelines, a committee
has been formed consisting of HQ(SAG) level and (JAG) Divisional level to monitor
provision of adequate facilities at TTEs rest rooms. In addition to above, divisions were
also instructed to take immediate action to sort out the deficiencies at TTEs rest rooms
and to maintain zero deficiency vide letter dated 12.06.2014. The Divisions have been
given a target date for the deficiencies reported to be made good by 31.08.2014.
CCM has informed that the issue has already been taken up with South Central Railway
in respect of TTEs rest room at TPTY.
GS/SWRMU has raised the pathetic condition of TTEs at Tirupathi where TTEs are
hiring rooms on payment as the existing rest room for TTEs is very bad. He also
mentioned that this issue has been brought to the notice of DRM/SBC on several
occasions. GS demanded that till such time improvements are made in the existing rest
room at Tirupathi, reimbursement for hiring the retiring room has to be arranged. GS
also demanded that few retiring rooms should be earmarked for the occupation of TTEs
of Bangalore Division till such time the existing rest room is made fit for occupation.
During the discussions, the problems being faced at Chennai has also been highlighted
by GS. GS mentioned that even at Hubli, being the Headquarters of SWR, sufficient
beds are not being provided.
CCM mentioned that with regard to lack of facilities including paucity of beds, it was
decided that the matter will be vigorously taken up with other Railways and an
acceptable solution will be found within a couple of months.
GS has discussed this issue with General Manager on 10.07.2014 also and GM assured
that necessary steps will be taken shortly to improve the conditions at the rest rooms of
TTEs and GM advised CCM to earmark a few Retiring Rooms for the use of TTEs,
which will give some relief.
GS specifically mentioned that cooking facilities should also be extended to the TTEs on
par with the Loco running staff in terms of Railway Board’s instructions issued during
2010. GM mentioned that the instructions of Railway Board will be followed.
MINUTES
A number of committees comprising of officers from Divisions have been regularly
conducting inspections of TTE Rest Rooms and submitting their recommendations.
These recommendations are then being forwarded to the DRM of the respective
divisions for remedial action where deficiencies are noticed. The divisions have assured
that necessary work will be completed at the earliest. As regards facilities on adjoining
Railways, the respective DRMs/CCMs have been informed. The matter is also being
pursued with them for quick amelioration of the deficiencies.
GS mentioned that rest room at Tirupathi has improved but still much needs to be done
for rest rooms in Mysore and Hubli divisions.

ERRONEOUS PAY FIXATION FOR TOWER WAGON DRIVER (TOWER CAR
DRIVER) AS PER 6TH CPC INSTRUCTIONS.
As per the instructions contained in Railway Board Letter No.PC/IV/2005/CC/SR dated:
02.03.2005, the Tower Wagon Drivers who were in erstwhile pay scales in 5th PC
Rs.4500-7000 their pay have to be fixed in GP 2800. The fixation have been done
correctly in adjoining Railway’s except SWR/SBC Division wherein their pay have been
fixed in GP Rs.2400 causing grouse anomaly amongst Tower Wagon driver working in
SBC Division.
The above subject has been discussed at Divisional level in the last PNM vide agenda
No.08/06/2012 and administration have replied that the matter has been referred to Hqs
vide their letter No. B/P.535/III/TRS/TWD dated: 27.08.2012 for issue of
clarification/guidance in the matter
Hence, this Union urges to advise SBC Division to revise and re-fix the pay of Tower Car
Drivers in light of the above Board’s instructions with1 retrospective effect.

The contention of the SWRMU is that the post should be operated in scale Rs.45007000 in 5th CPC and correspondence Grade Pay should be implemented as per 6th CPC
with further avenue for promotion.
During the discussions, the union reiterated their demand.

01.03.2005.There are two pay scales for TWDs i.e. in 4000-6000 (1200-1800- IVth PC)
and 4500 -7000 (1320-2040- IVth PC) equivalent to GP Rs.2400 and Rs.2800
respectively in VIth PC. AM’s orders were only for Southern Railway for a particular
CAT orders and as per para 3.1 of his speaking orders it has been decided to allot the
scale of Rs.4500-7000 to the TWDs of Southern Railway who were in the IV CPC scale
of Rs.1320.2040 w.e.f.01.01.96.
The posts created/existing in SBC Division are in scale 4000-6000 (1200-1800- IVth
PC), which is equivalent to GP Rs.2400 in VIth PC and SBC Divn. is operating the posts
in GP RS.2400.
CEE mentioned that action will be taken to upgrade the posts to Grade Pay of Rs.2,800/with matching money value.

agenda and further review in the subsequent PNM. However this Union has been replied
that no proposal has been received from the Division to create the new posts. This issue
had been very vehemently projected in the Divisional PNM and it has been reciprocated
that already a proposal has been sent vide Sr.DPO/SBC, Letter No.
B/P.135/CP/S&T/SBC, dated 21.08.2012 duly vetted by accounts has been forwarded to
Headquarters for necessary creation.
Hence, this Union urges to create necessary posts.

RESTORATION OF HIGHER GRADE POST SURRENDERED IN BRI UNIT
SBC DIVISION.
Time & again this subject is coming for discussion and further review at Headquarter
Zonal/PNM this issue was discussed under item No. 16/09 and approved in subsequent
PNM meeting preamble agenda although PCE had given a commitment to immediately
restore the higher grade post surrendered at BRI unit SBC no tangible action could be
seen for the restoring the post the staff who are aspiring for the promotion at the virtue of
at their retirement.
During each one of the zonal PNM in the opening address by GS/SWRMU it has been
urged to restore the higher grade posts surrendered since the promotional prospects has
been very badly affected to serving employees particularly who are virtue of retirement.
Despite of our hue & cry administration has did nothing other than giving a vague reply
by assuring this Union 52 posts are being created. The BRI staffs are totally lost their
faith due to administration delay in creation of posts.
Hence, it is urged to immediately restore the higher grade posts in light of Board’s
instructions.
M I N U T E S (10/11-07-2013):
The proposal for creation of 14 posts, which were surrendered in Bridge Unit, Bangalore
Division, was initially proposed to mitigate the difficulty of staff due to surrender of posts
in higher grade as per Railway Board`s letter No. E(MPP) 2009/6/8 dt23.03.2012, to
restore the higher grade posts by surrendering the lowest recruitment grade without
seeking money value from the vacancy Bank. The proposal is under process for
concurrence from the finance.
PCE also explained to the Union that Finance has raised the objection to create the
posts as the same were surrendered prior to 06.01.2007 and the current proposal of
creation of posts will not come in the ambit of Railway Board letter issued during 2012,
which advises to restore the higher grade posts immediately duly surrendering the
lowest level posts.
GS/SWMU has stated that the letter regarding restoration of higher grade posts was
issued during 2012 only, whereas this issue is being discussed since 2009 and earlier
PCEs have assured that the higher grade posts will be restored back.
SWRMU was not satisfied with the above position and this issue was discussed in the
presence of GM again. GM assured that the matter will be looked into.
M I N U T E S(4/5-02-2014):
As per RBE 39/2012 dated 23.03.2012, only the higher grade posts surrendered after
06.03.2007 can be restored surrendering the posts in the lowest recruitment grade from
the cadre. In the above case, the posts were surrendered on 29.03.2006. Hence
restoration of these posts could not be done. However a proposal has been sent to
Sr.DFM/SBC on 03.01.2014 for concurrence for creation of 28 work-charged posts
(MCM-1, Revitter Gr.I-3, Revitter Gr.II-2, Revitter Gr.III-1, Welder GR.I–2, Welder Gr.II–
1, Welder Gr.III-1 and Helper-17 posts. Total – 28 posts).
GS/SWRMU has not agreed for creation of work-charged posts, since Bridge cadre is
permanent and this subject was referred to the General Manager. General Manager has
assured that action will be taken to create some of the revenue posts, which are
considered essential after identifying equivalent matching surrender.

It was mentioned that proposal for creation of 16 number of Ex.Cadre posts is under
process in SBC Division, but Accounts has not agreed for the same as the Bridge cadre
is a permanent one and work charged posts cannot be created.
This issue has been deliberated in the presence of General Manager also on
10.07.2014. General Manager advised FA&CAO and PCE to look into the matter once
again within the frame work of rules.
GS has pointed out that in case the posts are not being created at Zonal level, a letter
may be given to the Union so that they can take up the matter at Federation level, since
the higher grade posts were surrendered against the instructions of Railway Board,
which is hampering the promotional prospects of existing employees.

Proposals for creation of 16 additional posts were submitted for concurrence to
Sr.DFM/SBC. However, only 14 posts were concurred. The proposal for creation of
additional posts was sent to FA&CAO. FA&CAO had raised queries regarding the
veracity of distribution of posts in tandem with the revised redistribution of posts after
cadre restructuring which was required to be confirmed by Sr.DFM/SBC. Sr.DPO/SBC
has submitted a reply to the points raised by Sr.DFM/SBC vide letter No.
B/P.135/CP/Engg/SBC dated 22.10.2014. The proposal is pending with Sr.DFM/SBC
and once it is cleared by Sr.DFM/SBC this will be again sent to FA&CAO for
concurrence.

they are waiting for Annual Cadre review from HQ for further process in this regard.
Hence, this Union urges the management for immediate Annual Cadre Review of the
categories in Engineering Department at HQ level.

based on the revised percentage w.e.f. 01.11.2003 will remain unchanged
WELDER: The posts of Welder in Engineering Department is maintained as “Ex-Cadre
Post”. The lien of the incumbents detailed in the above table are being maintained in
respective P.Way Units.
In terms of RBE No.177/2003 (Para 2.1), the restructuring is not applicable to “Ex-Cadre
Post”. Therefore, there will be no cadre review of these Welders (Ex-Cadre Post).
Union requested to form a cadre duly clubbing all the ancilinary cadres for the
promotional benefits to the employees.

APPOINTED AS APPRENTICE CHARGEMAN ‘A’ BEFORE 1986.
The induction of supervisors to Railways was being done through RRBs from the
Diploma holders as Apprentice Mechanics with two years and the graduates as
Apprentice Charge man ‘A’ with one year training.
These Apprentice Mechanics became Chargeman ‘B’ and Apprentice Chargeman ‘A’
became Chargeman ‘A’ after their satisfactory completion of training up to the year 1986
in the mechanical cadre After 1986, the diploma holders were inducted as Junior
Engineer Gr.II trainees and Graduates were inducted as Section Engineer Trainees
(Dy.SS). The hierarchy of technical supervisors in mechanical cadre was as under up to
the 5th CPC:

SSE From 6 th CPC, the hierarchy has been revised as:
While implementing the recommendations of 6th CPC, the two grades viz: JE-I & JE-II
have been merged as JE with GP 4200 in PB-2 and SE & SSE have been merged as
SSE with GP 4600 in PB-2. This merging has been done without visualizing the fate of
technical graduates inducted during the 3rd CPC.
During the implementation of MACP, the financial upgradation for technical graduates
appointed as Apprentice Chargeman ‘A’ should have been started from GP 4800 for first
MACP, 5400 for second MACP and finally 6600 for third MACP.
Because of not going into the details of the qualification of engineers during merging, it
has resulted in some of the graduate engineers recruited as JE-I to loose one financial
up gradation their career.

This Hubli workshop is having several engineering problems between the four walls as

Division.
And whenever the branch is conducting the PNM in branch level no DEN or AEN is
attending as and when the subjects pertaining to engineering are available.
Hence this Union urges the administration to deploy one AEN to Hubli workshop.

MEDICAL HEALTH UNIT TO HQ OFFICE (NEW GM OFFICE)
The S.W.Rly zone started functioning since 2003 onwards. The HQ Office New GM
Office building located at Gadag Road, Hubli. Offices: CPO, CCM, CSTE, Raja Bhasha
Office, CEE, Statistical, CSO, CSC, FA&CAO & COS have been already functioning and
shortly CME & COM Offices are going to come to New GM Office building. This HQ
Office located centre of GSD and EMD Shed. HQ staff strength is nearly 500
employees, EMD shed Staff strength is nearly 600 employees and GSD staff strength is
nearly 300 employees. All together total strength is coming nearly to 1500 employees in
this location. Whereas no any health unit is available in these work place. There is a
very difficulty in emergency to take first aid in duty hours if anything’s happened and
Railway colony also available at same place. The Central Railway Hospital is away for
more than 3 kilometers from these three offices and no any frequent bus facilities or
Auto Rickshaws facilities.
In view of the above circumstance, the Union urges to take immediate step to open a
Health Unit at New GM office building to overcome the problems in the office hours as
well as railway family & children’s.

CMD mentioned that CMS/UBL (Division) has been advised to look into the matter and
put up a proposal as per the needs.
During the discussions, CMD was of the opinion to close the Health Unit at MTS colony
and shift the same to HQ building, for which SWRMU has not agreed, since around 100
families are visiting the MTS Health unit daily. CMD suggested that the feasibility of
working of Health Unit at GM’s office and MTS colony for three days each in a week will
be looked into. CMD invited suggestions from GS/SWRMU on the action to be taken.

During the discussions, GS/SWRMU has mentioned that Health Unit was opened in the
Hubli Divisional Office without consulting the organized labour and the same was closed
on their questioning, putting the blame on the Union. CMD mentioned that the Health
Unit at Hubli Divisional Office was opened without the approval of CMD.
CMD suggested that the feasibility of working of Health Unit at GM’s office and MTS
colony for three days each in a week will be looked into by CMS/UBL, since all the
Health Units are under the Control of CMS.

to Headquarters office, which will cater to the needs of EMD Shed as well as GSD.
CMD has further mentioned that the suggestion of GS will be examined and accordingly
a decision will be taken.

EXTENSION OF ENHANCED CRITERIA OF 1900 GP CATEGORIES UNDER
LARSGESS TO TECH.III LARSGESS FOR SPECIFIED SAFETY CATEGORIES OF
STAFF CARRYING GP 1800/1900 HAS BEEN ISSUED BY BOARD VIDE RBE
NO.99/2011 & RBE NO.04/2012.
When the scheme was expanded by enhancing the criteria of GP 1800 to 1900, it was
clearly stated that the list of safety categories covered under the scheme in GP 1900
shall be the same as already circulated vide Board’s letter dated 11.09.2010. As per
this, the Helpers in GP 1900 assisting the Technician is eligible for benefit under
LARSGESS.
The Technician Gr.III are also coming under GP 1900 and they are not independent of
duty but assisting the Tech.I/Sr.Techs. Whereas on this SWRly the same is not
extended to the Tech.III in GP 1900 & coming under safety category for LARSGESS.
Therefore, the Union urges to extend the enhanced criteria of GP 1900 to Tech.III under
LARSGESS.

The list of categories indicated in Boards letter dated 11.09.2010 covers only categories
operated in GP of Rs 1800/-. Vide letter dated 28.06.2011, the categories finding
mention in this list, operated in GP Rs. 1900/-, were also made eligible for benefit under

Among the categories mentioned in this list only Points Man category in SWR is
operated in GP Rs. 1900/-. The category of Traffic Porter is operated in GP Rs 1800/-.
The category of Technicians does not find a place in this list. Hence, Technician Gr. III,
are not coming under LARSGESS.
After prolonged discussion and on the request of SWRMU, it has been agreed to refer
the matter to Railway Board.

CCM mentioned that Cash Awards were granted based on the recommendations of the
Headquarters level committee nominated for the purpose.
GS/SWRMU has stated that the award has been given based on the amount collected, which is
not correct, since the difference of fare for long distance trains will naturally be more and it does
not mean that the other staff have not discharged their duties efficiently. He requested to grant
cash award for all the ticket checking staff irrespective of amount collected.
Thereupon CCM has agreed to refer the matter again to the Committee for re-examination.

GS once again brought to the notice of CCM that the award has been given based on

GS has questioned the methodology being followed in awarding the limited staff. CCM
has mentioned that a detailed reply will be given to SWRMU within 15 days on the
criteria on which the particular TTEs were awarded.

Based on Sr.DCM/SBC recommendations, Cash Award has been granted to 50 Ticket
checking staff for their meritorious work. The other divisions did not make similar
recommendations.
As per the request of SWRMU, CCM mentioned that for the year 2013-14, the
awards for the left over employees will be given in an objective and transparent
manner.

The prescribed requirement of staff for the maintenance of a MEMU rake as per
railway board manpower planning letter No.2001/EL/G/138/3 dated: 05.11.2002 is
7.26 staff per unit i.e. 1 MC + 3 TC accordingly the total requirement for 2 units
i.e. 2 MC + 6 TC works out to 7.26x2=14.52 say 15.

Apart from the Normal Manpower Distribution in AC Loco Trip Shed during Week Days,
Staffs are deputed for the following activities.
Daily inspection/Rolling in, Driver Booking attention during evening shift 01 Technician is
deputed at BWT.
For Daily Night Stabling attention of MEMU 01 Technician + 01 Helper is deputed at
BWT.
Once the New MEMU 150002/150003 is inducted in to service, Trip inspection has to be
carried out after six days. At present it is not feasible to maintain the new MEMU rake of
SWR 150002/150003 with the existing staff strength. For the Maintenance of New
MEMU Rake a minimum the additional staffs of 05 Technicians + 07 Helpers are
required.
Further any newly appointed staff from RRC requires time to acquire the skill for
maintaining MEMU/AC Loco, if existing Senior Helpers with experience are promoted as
Technicians, then acute shortage of Technicians can be dealt with when they take
additional responsibility and can be deputed to work with new Helpers where in transfer
of skills takes place in a smooth manner.
Hence it is urged that the required no of additional staff may be posted at the earliest at
AC Loco Trip Shed/SBC and existing vacancy may be filled up, So that both the MEMU
rake is maintained to the expected level without compromising the safety and can run in
good fettle without any disruption to traffic.

The seven staff from Power Cadre were posted on deputation to manage EOG
Rakes. Subsequently, when RRB & RRC papers for AC Helpers were received,
all the vacancies in the AC Cadre in SBC Division were filled up. 07 Power Side
staff working on deputation in AC Depot, were repatriated to Power Depot.
However, at present 04 Power Side staff are posted to work in AC depot
temporarily for 06 months.
(B)
There is no Rly Board yard stick available for Trip Shed only as Trip Shed is part
of Loco Shed.
TRIP SHED: The targeted trip attention to electric locos is being done @ 5 Locos
per day in addition to trip attention; this shed is also catering to Loco Pilot
booking and platform trouble shooting at SBC & YPR. All this work is being
presently managed with the sanctioned strength of 23 posts (after restructuring)
which was earlier managed with 25 posts before restructuring.
MEMU MAINTENANCE: SWR has a holding of 3 MEMU rakes out of which 2
MEMU rakes are operational in 2 MEMU links. The third rake is likely to be
pressed into service shortly after CRS inspection of SBC–Ramanagaram
Section.
A proposal for creation of 15 posts for First MEMU rake was processed against
this, 05 posts were created at Divisional level duly transferring from Mechanical
Department. Due to non availability of matching surrender value with Electrical
Department for creation of balance 10 vetted posts, the proposal was sent to
Railway Board vide CPO/SWR Letter No.SWR/P.135.CP/TRD/SBC/Vol.II, dated
21.10.2010 duly obtaining Finance concurrence and GM’s approval.
However the above created posts have not been taken into the book of sanction
of TRS account. Now these 05 posts are being processed for taking into TRS
book of sanction, after which the sanction strength of TRS will be 28. To tide over
the acute man power shortage, 12 posts from TRD are temporarily being
operated in TRS to meet the present workload.
For the maintenance of the 2nd MEMU, a proposal for creation of 15 posts is
submitted again by Sr.DEE/TRD to Divisional fiancé for re-vetting.
For the maintenance of the 3rd MEMU rake, another proposal for creation of 13
posts has been concurred by Divisional Finance and is being processed further.

Time & again this union has been making persistent demand for procurement &
supply of branded walky talkie for better communication to the staff involved in train
operation and its maintenance duties. Although administrations have given the reply
about the procurement of new walky talkie, even till date problem remains same. On
account of this, the staffs involved in train maintenance, i.e. TL, Mechanical Running
staff’s operating etc are being put into hardship due to non-availability of working
condition walky talkie,
Since most of the walky talkies are in condemned condition. This union urges to
procure new walky talkie under DS-8.

It was mentioned to SWRMU that Purchase Orders for 130 walky-talky sets have
already been placed against NS demands submitted by various consignees and further
tender has already been opened for 1,676 numbers, which is under finalization.

It was mentioned that 1676 Nos. of Walkie-Talkie sets were received. As per the current
regulations of Ministry of Communication, license has to be obtained for each and every
new Walkie Talkie to put into use. They will be put into use as soon as license from
Ministry of Communications is received.
It was also explained to the SWRMU that for obtaining each license for every Walkie
talkie set, an amount of Rs.14,000/- to 16,000/- is required. Hence, Walkie-talkie sets will
be provided on need basis. But, GS/SWRMU has demanded that all the Walkie Talkie
sets to be replaced with new one without compromising financial implications as the
same is being used on safety point of view.
MINUTES
A copy of Railway Board’s Letter issued during September-2014 seeking critical review
of requirement of walkie-talkie sets has been handed over to GS/SWRMU and informed
that review is under way.
However, GS/SWRMU has mentioned that walkie-talkie sets being a part of operational
requirements should be provided to all the required staff without hesitating to make the
payment of license fee as explained by CSTE.

Railway Board vide their letter No. 2002/Sign./PI/I dated: 14.03.2007, a joint
circular issued by MT & ML directing all zonal Railway GM’s to provide additional SM’s
for those stations having double line sanction with central panel to oversee and check
through trains and to exchange right signals for this activities board have instructed to
post one additional SM for each shift in addition to regular rostered SM. Since the BWT
station meets the above stipulated condition, this union urges to post additional SM as
per the above board’s instructions.

PIN-POINTING OF H & MI POSTS ACCORDING TO SANCTIONED STRENGTH AND
EQUAL DISTRIBUTION OF GR.I POST TO ALL DIVISIONS WITH OUT ANY
DISPARITY.
The sanctioned strength of H & MI posts over the zone is 55 .The previous
pinpointing was done without the knowledge of this elected organized labor and
distributed these posts to divisions on vested interest of administration. According to
CRC report ,the 47% i.e.26 will be in GR.I( GP4600) and remaining 53% i.e.29 in GR.II
(GP.4200) . As per CPO/UBL letter No. SWR(P) HQ/535/Medical/H.I. dated 28.12.2010,
these posts of GR.I are distributed as follows, 10 posts to each UBL and SBC , 03
posts to MYS and 01 post RWF/YNK, a total of 24 posts distributed like this without any
mentioning of 02 remaining posts .As there is anomaly in previous pinpointing which was
done without knowledge of this UNION, it is once again demanded to conduct a pin
pointing with a discussion with this ORGANIZATION and distribute the posts to all
division without any disparity by allotting at least 05 GR.I( in GP of 4600) posts to MYS
division i.e.47% of sanctioned 11 posts of MYS division . MYS division is having six
major colonies and 120 stations and distance more than 500 KMs and geographically it
is very difficult to reach all parts of the division due to which more number of HI Gr.I
posts are required for up keep of this vast division

CMD mentioned that the restructuring of H & MI posts is under process and pinpointing
of posts will be carried out after restructuring.
GS/SWRMU has stated that the orders of Railway Board on restructuring of the cadre
issued in 2008 have not been implemented so far and pinpointing was not done as per
the workload, causing much hardship to the employees. There is less number of higher
grade posts in Mysore. Further, he has demanded that the present orders of cadre
restructuring should be implemented only after completion of the exercise of
restructuring orders issued during 2008.
CMD has agreed to look into both the above aspects.

It can be seen from the statement that there is no change in the existing distribution to
the divisions except deduction of 01 post in GP.4600/- to Mysore division as after
restructuring there is overall deduction of one post in GP.4600/- and increase of one
post in GP.4,200/-. This increased (addl.Post) in GP.4200/- post has been allotted to
MYS division to make good the shortfall Statement (Annexure B). Total 24 (H&MI Gr.I=
2, H&MI Gr.II= 8 &, H&MI Gr.III= 14) posts were created after restructuring and they
were not taken for restructuring as they were created after the 07.06.2007. Therefore
those posts continued to be in the respective divisions in the grade as created without
any change. Therefore the posts taken for restructuring in 2007 is 31posts and not
55.Hence the restructured posts together with posts created in GP.4600/- in 24 posts

RECOGNITION OF GROUP OF HOSPITALS AS REFERRAL HOSPITAL AT
HQ LEVEL FOR ENTIRE ZONE.
At present recognition of individual hospital as referral hospitals are being done
at divisional level. Because of this, if a particular facility is not available at a hospital
recognized by a division, the sanction has to come from CMD to approach another
referral hospital of the other division where the particular facility available. This will cause
undue delay and create problems to critical patients. Instead of this, if this recognition is
done with a group of hospitals as referral hospitals at Zonal level for entire zone, this
difficulty can overcome and patients can be referred by CMS of the division as per the
needs of patients and save valuable life.

CMD has stated that presently for availing a particular service of a referral hospital
available in another division, approval by CMD is given by fax without any delay. MD &
all CMSs have also been further advised to refer a patient in emergency immediately,
and obtain post–facto sanction of CMD later-on.
GS/SWRMU has explained the difficulties being faced by the relatives of employee in
taking the patient to the referral hospital after completing all the formalities especially in
case of referral from Hubli Division and requested CMD that the referral to Bangalore
area hospital should be made directly without routing through CMS/Bangalore again.
CMD has agreed to advise Mysore and Hubli divisions to initiate proposal to have tie up
directly with the referral hospitals.

Board is necessary for the 1st and 6th renewal of contract of referral hospitals. Hence, he
has agreed that the proposals for renewal of contracts will be initiated two months in

and six months in advance of expiry of contract, in case the approval has to be obtained
from Railway Board to avoid hardship to the employees.

Approval of Railway Board is necessary for 1 st and 6th term for renewal of
recognition of referral hospitals. Accordingly proposals are processed for
renewal/extension before 02 months in advance of expiry date in case of GM’s
approval and before 06 months in advance of expiry date in case of approval

GS/SWRMU has made a point that Headquarters should have full control of the
referral hospitals and referring to Bangalore divisional hospital again should be
stopped forthwith, which is nothing but wasting of time .

b) Parent Railways of SWR viz: SCR & SR had transferred money value of
Sr.EDPM/Engineers; those posts are not yet created / manned as on date ie
even after ten years of formation of SWR.
In absence of the above, there are delays & irregularities in the Bills. For
instance, Hubli division had difficulties in processing the Bills for payment of PL Bonus
and DA arrears recently.
The Union therefore, urges for an immediate necessary action on top priority, to
create the required posts and establish EDPM centre for SWR at Hubli,

Hubli workshop is having more than 3000 employees working which is not
provided with reservation counter whereas the Headquarters and division do not have
more than 1000 employees working where they are provided with separate reservation
counters.
Hence this Union urges the administration to provide separate reservation
counter at Hubli Workshop premises.

It was stated that Railway Board vide letter No.2006/C&IS/PRS/Non-Cash/28 dated
22.11.2010 and 12.01.2011 has permitted for opening only one PRS non-cash/enquiry
terminal at each Zonal Headquarters. However, one non-cash PRS counter at New
Zonal Headquarters building at Gadag Road and one more PRS counter at DRM’s
building have been provided for the exclusive use of staff. Staff may make best use of
these existing two counters which are located within a distance of 2 KMs. In addition, the
main PRS at Station is also less than a kilometre from Railway Workshop.
During the discussions, GS/SWRMU highlighted the benefits in opening the PRS
counter at Hubli Workshop, for which CCM has stated that we may not be able to
operate the counter due to shortage of manpower even if it is opened. GS/SWRMU has
informed that the manpower will be provided to operate the counter from Hubli
Workshop, if CCM provides the basic infrastructure for which CCM has agreed.

able to perform the duties at Reservation Counter though they are qualified technically

correspondence and not materializing to provide the same.

more than 12000 employees working at various stations over Hubli division. The need
of the day is faster communication for immediate necessary action and therefore, in
order to ensure faster dissemination of information and to get the work done
continuously, it is imperative that each one of the Supervisory & other Staff are provided
with CUG SIM cards which will certainly result in overall improvement of functioning as
there will be no communication impediments or lack of accessibility in dealing with
official matters.
Therefore, the Union urges to provide the 254 additional CUG SIM cards
immediately to the Hubli division.

All the three divisions and two workshops of SWR are conducting children’s
women’s and employees camp every year, plus two camps by HQ. To conduct 17 such
camps every year, SWR is having only one camp coach which is aged and about to
condemn during 2014.
Further, the camps being organized by divisions/workshops are many times
getting over-lapped and therefore are one of them are forced to postpone and due to so
many other official works, difficulties are experienced to conduct the camp once it is
postponed. Especially, the Children’s camps are to be invariably conducted during
Summer/Winter Holidays only in view of school vacations.

into CAMP coach on priority since all employees are eligible for 3AC and having two

There are lot of complaints received from MYS division SMs category, Pro-ASMs
batch no.173 appointed in Railway in 1984, some of the people working in Hubli got third
MACP whereas same batch people Sri. H.W.Fernandes, now working as
SM/Ammasandra, MYS division also eligible to get third MACP in grade of 4600
whereas since these employees went request transfer to MYS division from UBL division
but MYS division is denying MACP as they have gone on their own request transfer the
total service will not be counted and the MACP is rejected.
There is a Railway Board order No.PC-V/2009/ACP/2 dated 10.6.2009 (RBE
No.101/2009) circulated vide no.SWR/P/R/529/MACPS/Policy, dated 29.3.2010 as per
which the total service to be counted and accordingly Hubli division has issued orders for
the due staff. But MYS division is denying the same.
There are lot of other SMs denied of this MACPS viz: M.S.Sharma, SM/DVG,
T.P.Ranganath, SM/GBB, M.S.Srinivasa Rao, SM/TTR, H.T.Puttaswamy, SM/SPGR,
Vijayendra Rao.C., SM/NTR, T.Thippeswamy, SM/NTR & others of Pro-ASM batch
no.173/1984.
It is, therefore, requested to issue necessary directions to the MYS division to
extend third MACPS to the above said employees & others without any further delay.

APPOINTMENT ON SPORTS GROUNDS
(SWRMU’s letter dated 20.08.2013 to GM/SWR/UBL)
The Railway Board has allotted for 2012-13, 55 posts can be appointed on sports
grounds, whereas only 6 are appointed and for 2013-14 also allotted 55 posts but so far
no process for filling up of the same. Because of new candidates not appointing in
sports quota, our Railway is not getting good places in sports since the old people only
available. If the quota is not filled in the same year, it will lapse.
Sports people are also complaining that they are having 15.00 hours relief for
practice but in some areas they are not at all relieving them to go for practice in the
evening at 1500 hours for which Board’s instructions already available. Some remote
places like CLR, the sportspersons are forcing because there is no any facility available
in such a gnat places.
One or Two sportspersons (body building) have got award in the International
Body Building event, such people should be encouraged by giving some award.
Divisions recruitment also, in all the divisions the quotas are not filled up
including Workshops.
So, the union urges to help the poor sportsmen for serving to the Railways, if
they are qualifying. Suitable instructions be given to the concerned officers in this regard
to fill up the quota fully

It was stated that all concerned are advised for relief of sports persons for practice.
Railway Board’s policy of giving increments to sports persons for excellence in sports is
being followed. For filling up the sports quota, necessary process is initiated.
During the discussions, GS/SWRMU has highlighted that 55 posts allotted under Sports
quota to SW Railway has not been filled and moreover there is no provision to carry
forward these posts for the ensuing year. Hence, he requested to initiate action within
the stipulated time every year so that vacancies under Sports Quota can be filled up.
Further, the sports persons should not be posted in shift duties especially in Commercial
and Operating Departments as they are not able to go to practice.
CME mentioned that efforts will be made to fill up the quota. Posting of sports persons
will be kept on watch. SWRMU is welcome to bring out any specific case for needful
action.

already been made. This year quota will be filled up and old quota for the previous years

selections in time and the quota allotted has been lapsed. Hence, he suggested that
time limit has to be prescribed for completion of investigations by Vigilance Department
in any selections.

In pursuant to the demand made by this union in one of the DRM/PNM during 2009 the
ancillary cadres of S&T like cable jointer, painter, blacksmith, tinker, Diesel Mech trades,
etc have been merged with one cadre it, ancillary fitters with one seniority vide CPO/UBL
Letter No.SWR/P/HQ/621/GN/S&T, dated 24.06.2010. very recently vide Sr.DPO/SBC
Memorandum Ltr No. B/P.694/V/PNM/FNM/2009 Dt: 20.07.2012, the ancillary fitter
cadre of Mechanical C&W wing of SBC division have been merged with regular stream
of C&W with HQ approval to facilitate better promotional opportunity to the incumbents
who are over staying in the above ancillary cadre over decades without any promotions.
Hence this union urges to communicate the approval for merger of ancillary fitter cadre
to the regular stream of technicians in the Signal wing.

been discussed at Division and it has been replied to us that necessary proposal has
been send to HQ.

jurisdiction the roster’s of SM’s was changed to upgraded classification from EI to C .
since then onwards this union has been persistently requesting the administration to
implement the changed classification to NRYP & BSPL on the lines of DPJ station
wherein FJA was conducted only at DPJ the justified change of classification has been
implemented for entire section from BAND to OMLR. However, this has not been done in
case of NRYP & BSPL. Once again this union urges to communicate the HQ approval to
change the rosters of SM’s of above station from EI to C.

The partial manning of trains is under discussion from quite a long time at various
forums up to Zonal PNM to finalize the manning of coaches by one division/one railway
instead of bifurcating two railway & two different divisions.
So this union had tabled an agenda in 18th GM PNM held with SWRMU held on
12.07.2011 to 13.07.2011 urging the administration to finalize the partial manning by the
Ticket Checking staff. In pursuant to our demand CCM had made a reference vide
D.O.Letter no.C.568/Tkt.Chg/Manning of Trains/11 dated 21.07.2011 communicating to
CCM/Southern Railway to follow the uniform pattern of manning train by Ticket Checking
Staff of one zone/division.
Hence, this Union urges to convene joint meeting between SR & SWR to finalize the
sharing of trains.

The existing lift at Divisional office building being old and has served more than
15 years. Due to its long year of service the lift is getting frequently failed and the agency
which is holding AMC of the lift is facing difficult for replacement of defective
components being the model of the existing lift has become obsolete. The differently
abled employees and heart patients working at 1st and 2nd
floor are facing much
problem during the frequent failure of the obsolete lift. Hence this subject was placed in
divisional PNM and discussed with the concerned several time but nothing has come
out. Based on that division has sent the proposal for replacing the existing obsolete type
by double door new type lift and CEE/SWR/UBL approved this with a remark
“APPROVED BUT THE PROPOSAL TO BE PROCESSED UNDER THE PLAN HEAD
64 - OTHER SPECIFIED WORK (OSW)” and in turn Sr.DEE/MYS has complied for this
remark by up loading the work in IRPSM under PH-“OSW”. Hence this UNION demands
to take up the above work under the power of GM out of turn for the year 2014-15.

Crew of ASK/SKLR are working goods train working up to PNMB which is
exceeding normally duty hours while returning back keeping ASK /SKLR crew
over lap at PNMB ,KRCL CREWS are utilized to work up to SBHR in MYS
division over lapping the rest cleared MYS division crew. Hence this UNION
urges the administration to stop KRCL crew working in MYS division.

At present the crews of MYS division of JRU-BAY section are working more than
12-15 hrs and 220 KMs and now the administration is forcing these crews to
take LR at TNGL SIDING(Which belongs to UBL division) but this will exceeds
their duty hours and thus infringe HOER. Within a span of 5 days i.e. from
25.12.13 to 29.12.13, SIX trains were exceeds the working hours. After reaching
TNGL, crews are being detained more than the permissible rest and in some
cases whenever EDP to crew to return HQ, convenient trains won’t be available
and due to which staff are put over burdened. Hence this UNION urges the
administration to avoid MYS division crews working up to TNGL siding.

ERRONEOUS MEDICAL EXAMINATION AT MYS DIVISION.

A number of re-medical cases of this division are getting a report UNFIT even though
the referral hospitals are certifying that there is no health problems to the person sent
for medical examination. For example, recently Shri Luhit Kumar was selected as ALP
and in initial medical examination at RH/MYS he has been declared UNFIT in A-1.
Consequent to this he submitted a request for re-medical examination and was
underwent re-medical examination at RH/SBC and from there also he was found to fail
in binocular vision and further he was referred to Shankara netralaya , Chennai , for
further evaluation in detail for binocular vision. From Sankara Netrala it was certified that
he had no specific complaints .Even after this he has been declared as UNFIT for the
post. Hence this UNION urges the administration to reconsider all such cases and to
arrange a remedial examination in a candid way.

At present the general Imprest amount at RH/MYS is Rs.15000/ which is used to meet

instrument/machinery/equipment, purchase of surgical items X-RAY items, Laboratory
items, blood bank charges, miscellaneous items in which includes Xerox charges,
computer peripheral consultation charges to honorary visiting consultants, chemical
examination of blood samples and the MEDICINE IMPREST of Rs.20,000/- is used for
Local purchase of medicines. These amount were fixed during the year of 2008, from
that period the all the market value of the above items have been increased 5 to 6 fold
but the amount of Imprest remained unchanged. Because of this meagre amount of
Imprest, the bills are getting undue delay for further recouping fresh amount and due to
which patients are suffering in emergency situation for the want of medicines/machinery.
Hence this UNION urges the administration to enhance the general Imprest and
medicine Imprest to Rs.50,000/- for ensuring timely medicines to needy patients of the
division.

this, around 200 new RRC/RRB candidates have been appointed at CWS/AP in last two
years. 80% of new appointees are from different states/places away from Mysore. In
the seniority list for new quarters, more than 150 applications are pending. Hence, it is
high time to construct new quarters. Hence, this union request the administration to
construct a minimum of 200 new quarters (Type-II & III) at CWS/AP.

rate of recovery to patient can’t be ensured and many times when this was
discussed with such specialists, they opined against this. Hence, this Union
request to issue necessary guidelines to all concerned to supply the medicines
prescribed by such super specialists through local purchase if the same is not
available with Railway Hospital.

2006.
As per the RB’s lr.no.2012/H-1/9/2/1 dt.29.10.2012 the work charge post of
“Designated Officer” (Gr.B post) has been created in S.W.Railway in the month of Oct2013 itself in view of implementing the ‘Food Safety and Standard Act, 2006’ in our
Railway. Two Food Safety Officers drawn from the Health Inspector category are
functioning full time. Dr. Mane, Dy.CMD/SWR has been nominated for the post of
“Designated Officer” and looking after the duties as additional charge.
In this connection this is to bring to your kind notice that as per the Rule no.2.1.2
of FSS Act, 2006 the “Designated Officer” shall be a “whole time officer” with minimum of
Bachelor’s Degree in Science with Chemistry as one of the subjects and also person
having been appointed as Food Inspector having qualification prescribed under PFA
Rules 1955 or as local health Authority shall be eligible for the post of “Designated
Officer”
Moreover as per the Rule 2.1.2 (iii)b, if the post of Designated officer held by any
other officer as additional charge basis the Officer shall continue to hold such additional
charge till such a time a whole time Designated Officer is appointed or for a period of
one year from 28.3.2008 whichever is earlier. So the nomination of Dr.Mane, Dy.CMD
as Designated Officer is not valid as per the provision of Act.

done after the finalization of the above selection
GS/SWRMU has mentioned that the subject was misunderstood. In this connection he
has clarified that the subject was with regard to creation of Food Safety Officer in terms
of Railway Board’s Letter No.2012/H-1/9/2/1, dated 29.10.2012, a copy of which was
handed over to CPO in the forum. CPO has stated that the issue will be examined once
again in terms of the letter given by GS/SWRMU.

Before panel could be released, the SDGM Office has seized the records and till now
nothing has been done. In view of this the Hubli division is facing shortage of Welfare
Inspectors and the compassionate appointment reports are delayed badly. The available
staff are overburdened with work. Because of the delay in finalizing the matter, the
vacancies could not be filled and no further selections could be held. This subject I have

Sri.D.Panneer, Rtd.SMR/MRB
The claims of reimbursement of medical expenses incurred for his self treatment
during 2011 & 2012 at Vellore in view of emergency, is still pending. The
employee has retired from service and facing lot of financial crisis. His health
suddenly became worse and got admitted in the CMC/Vellor on 4.8.2011 when
he proceeded to his native place since received death message of his sister. He
was diagnosed as chronic kidney disease stage-5 and initiated dialysis as an
emergency basis and further advised homo dialysis every alternative days. He
was admitted from 20.9.2011 to 27.9.2011 for AV Fistula and 29.9.2011 to
4.10.2011 for coronary angiogram for pre-transplant warm u. His brother has
voluntarily donated his kidney for him. He got admitted for renal transplant from
14.1.2012 to 28.1.2012 and underwent renal transplant on 19.1.2012 and followup transplant OPD for 6 months and has to continue immune suppressive
medication lifelong.
There are no Govt.institutions nearby to take renal
transplant. His wife and minor daughter were along with him to take care of him
and they could not move anywhere leaving him alone.
His representations
dated 23.8.2011, 12.11.2011, 22.2.2012 and 17.6.2012 have not received any
attention.
In view of the above, the union urges to reimburse the medical expenses
incurred by the above named at CMC Hospital, Vellore immediately.

The claims of reimbursement of medical expenses incurred for his self treatment
during 2009. His health suddenly became worse and got admitted in Yelamalli
Hospital Hubli. He experienced severe pain in abdomen unable to bear the pain
or pass urine. His wife and children rushed to private hospital Yelamalli near to
his daughter’s house and Hospital authorities immediately started the treatment,
due to the severe abdomen pain it was suspected to be appendices and decided
that an operation was needed, after all the necessary tests were conducted as I
am a diabetic patient on 17/09/2009 at 9.30 hrs the operation commenced,
during the course of operation it was confirmed that the case was of Explorative
Luparateum for which a major abdomen surgery was conducted. His wife and
children are not aware of the rules and regulations prevailing In the railways, nor

do they know the procedure to be followed by approaching the Railway hospital
authorities. As he discharged from the Yelamalli Nursing Home, he reported and
was placed on sick list from 06/10/2009 to 30/10/2009 vide AMC/DMC No.
055725 dated 06/10/2009- 30/10/2009.
In view of the above, the union urges to reimburse the medical expenses
incurred by the above named at Yelamalli Hospital, Hubli immediately.

Shri Prabhu Shankar Kademani MCM in Engg dept. SE/W/O/Qrs/UBL in Hubli
division.
On 5th April, 2013 Sri. Prabhu Shankar Kademani consulted doctor at Railway
hospital for swelling in his both legs and also inability to walk& stand for long
time. From 5th to 9th April he attended Railway hospital and he was treated with
some medications but his problem was not resolved. In the evening of 09.04.13
he suddenly developed chest pain at home and it was a medical emergency so
he could not go to Railway hospital and consulted the Spandana hospital,
Saptapur, Dharwad which is nearer to his house. At Spandana hospital they
advised for certain investigations and directed to consult Dr.Vivekanand Gajapati
a Heart specialist (cardiologist) and gave some medication to relieve his chest
pain. Further he consulted the Doctor and he had to undergo Angiography test
at SDM Narayana Hurudalaya Dharwad on 23.04.2013 and had to undergo
surgery as early as possible Further he was advised not to undertake travelling.
Therefore, he underwent heart surgery and coronary artery bypass graft and was
put in ICU. He became normal and was discharged on 31.05.2013.
In view of the above circumstances, the union urges to reimburse the expenses
incurred by him immediately.
As the claims are genuine cases since they have they have gone due to the
emergency, the claims can be paid to the employees without further delay. As Railway
Board advised to see the reimbursement cases liberally and it is also discussed in the
Railway board PNM with AIRF.

Examination/suitability test was held on 16-3-2010. After this there was no
communication about the result of the second chance and Mohammed Ghouse
Adhoni whenever approached the office he was advised that the result will be

requested the administration to comply the old orders dated: 5/5/2008 as a Tech
Gr.III in C&W dept, but the administration issued a letter that your appointment

fit for Loco pilot post and the doctors at CH/UBL decided to make him unfit for
drivers post on 26-4-2005. However unfit certificate was issued on 20-7-2005 no
obvious reasons and after Medically decategorized Mohammed H. Butler had
voluntarily retired seeking CG appointment to his son Mohammed Sharif but the
administration did not consider his request taking that 5 years left over service
should be there from the date of decategorization. Hence this union would like to

compassionate grounds vide her appln dt. 30.7.2012, ie immediately on attaining
majority by her son and without sending him for further education, in view of
financial difficulties she was facing. But, her request has been rejected stating
that her financial condition is satisfactory since she was working as Teacher in
the Govt.Primary School. Her earnings as school teacher is not sufficing her
needs to look after the education of her daughter and she has incurred loans for
treatment of cancer. She herself is suffering from perennial health problems and
spending nearly 2000/- per month for treatment. She has incurred loans to the
tune of 11 lakhs for treatment and most of the settlement amounts has been
used for clearing the same and now left with no cash on hand. She has also
taken loan from SBI 12.5 lakhs for constructing a small house with one floor in
outskirts of the city and being lone woman with 2 minor children, she has asked
her cousin to stay in the first floor for her protection. She is not getting any
income ( rent) from the house. Further there is no income from the ancestral
property of uncultivated land.
As the widow is also aged and suffering from perennial health problems and the
teacher job is not of permanent nature and the children are too young, there will
be none to look after them in case of her death. Hence, the case is genuine
since the finance condition is not satisfactory. Therefore the union urges to offer
appointment on compassionate grounds immediately to Mr. Nithin Sagar, S/o

FIVE DAY’S WORK IN A WEEK FOR MINISTERIAL STAFF OF CMS/O/MYS
The ministerial staff working at CMS Office will come under the purview of
Divisional office, even though it is situated in RH/MYS and they were following 6 working
days in a week and availing holiday on second Saturday up to May 1985 (lastly
availed on 11.05.1985-a second Saturday) as the procedure followed by the all
Administrative offices of Government Of India/Railway. As per the Railway Board letter
No. E (LL) 85/HER/1-15 DATED 24.05.1985, it was introduced Five day week working
in Railways. In RH/MYS also started to follow the above order by introducing 5-days
week working from JUNE 1985(started from 08.06.1985) onwards. The facility was
stopped during December 2007 and started 6-days working in a week without any
specific instruction from Railway board during 2007. The Para No. 4 of the above
Railway board order, it is clearly mentioned that “the above order will be applicable to
such Railway offices which at present observe second Saturday of a month as
holiday”. The employees working in RH/MYS are depending Sr.DMO/
ADMINISTRATION Office for their pass, PTOs and other PB related issues, dealing the
SICK/FIT cases of the other employees and this office is attached with RH/MYS and
working as per the working pattern of RH/MYS i.e. 6 days working in a week. The CMS
Office is purely a divisional office, even though situated at RH/MYS it is dealing all the
matter related with the division as whole at par with the other divisional branch offices.
These employees are denied with the NH ALLOWANCE by stating that it is an
administrative office. Hence this UNION urges the administration to make five days
working in a week for ministerial staff of CMS Office/MYS as other divisional offices
Head Quartered at MYS and the working pattern of Sr.DMO/ADMINSTRATION Office

RAILWAY QUARTERS OF THE DIVISIONS
Exposure to asbestos may increase the risk of asbestosis, other nonmalignant
lung and pleural disorders, lung cancer, mesothelioma, and other cancers. People may
be exposed to asbestos in their workplace, their communities, or their homes. If products
containing asbestos are disturbed, tiny asbestos fibers are released into the air. When
asbestos fibers are breathed in, they may get trapped in the lungs and remain there for a
long time. Over time, these fibers can accumulate and cause scarring and inflammation,
which can affect breathing and lead to serious health problems. The employees living in
Qtrs with asbestos sheeted roof (fully or partially like kitchen, bathroom or verandah) will
have exposure to asbestos which may affect their health. Hence this UNION- Pioneer of
the employees’ welfare activities- demands the administration to replace the asbestos
sheet with suitable non-toxic material for all railway quarters immediately.

Dry cell is a stocked item at SWR. IR-20 1.5V dry batteries are procured from
reputed firms as per IS: 8144/1997 with shelf life of 12 months. As Tri-colour
Torch is T&P items and not for staff nominated, Cell allowance cannot be
provided to individuals. However, GS/SWRMU requested to arrange to supply
good quality cells. COS mentioned that NIPPO batteries have been supplied this
time, which is a branded one.

SUPPLY OF SUBSTANDARD FOOD ITEMS BY VRRs & TEA STALLS
The quality of food supplying by VRRs, Pantry cars and tea stalls of the division
are substandard. Maximum number of employees are depending these food while
on duty/on line. Till 04.08.2011 there were three FOOD INSPECTORS working under
PFA 1954 over the MYS division and around 12 across the Zone for monitoring the
Quality of the food items supplied by the above stalls. It is under stood that on repealing
of PFA Act with FSSA Act 2006 and FSSA Rule 2011 w.e.f 05.08.2011; only two Food
Safety Officers (FSOs) are available at HQ for monitoring the quality of food items
supplied by the Catering establishments/pantry cars for the entire zone in place of
previous 12 Food Inspectors. Hence it is urged to appoint sufficient Number of FSOs at
Divisional level instead of Zonal level for the effective implementation of FSSA Act and
Rule across the division for ensuring the Quality of food supplied by the catering
establishment including Pantry cars as prior to August 2011, for the complete well- being
of employees and Railway Public.

As per the guidelines of Railway Board issued vide letter No.2012/H-1/9/2/1 dated
29.10.2012, one Food Safety Officer for 2 divisions to be nominated. As SWR is having
3 divisions, two Food Safety Officers have been nominated and functioning. To ensure
cleanliness, hygiene and food quality of VRR, Tea Stalls and Pantry Cars, regular
inspections are carried out by all the health inspectors of SWR and they are collecting
food samples under Quality Control apart from food samples collected by Food safety
Officers under FSSAI.
GS/SWRMU mentioned that the quality of food supplied at Tumkur is not good and
sambar is also not supplied with idly.

UNKNOWINGLY. Even though they had availed longer route, maximum employees are
not utilized this passes or the availed passes are utilized for shorter distances only.
These employees are availed these pass route by seeing their predecessor’s. This
UNION has brought to notice of then DRM and stopped this movement temporarily. Now
again it was started to recovery from the employees or on their settlement time. Hence
this once again urges the administration to CONDONE this recovery by using GM’s
power as ONE TIME EXEMPTION at the earliest.

The GDCE Exam to full up graduate quota has not been held from quite a long
time to fill up the vacancies of ECRC, ASM’s & TC’s and other categories from serving
graduates, whereas one such selection was held during erstwhile Southern Railway
days when SBC Division was part of Southern Railway. Since then no such selections
have been held ever. As the administration is aware that the new RRC candidates are
well educated and having graduation qualification even in some of them are master
graduates and they are working as group ‘D’ employees. If the administration conducts
GDCE selections, it is a golden opportunity for serving graduate employees to excel
themselves in the competitive exam to seek better carrier progression for them. This was
one of DRM/PNM agenda in 33rd PNM of SBC division and the remarks furnished were
that the matter has been referred to HQ. Hence this urges to conduct GDCE selections
to felicitate promotional opportunity to serving Group-D graduates.

Railway Board have extended the scheme of GDCE vide their letter No.E(NG)I2011/PM1/2 dated 12/09/2014(RBE.No.98/2014) upto 31.03.2016. Action will be taken
to fill up the vacancies for GDCE portion in the prescribed categories while filling up the

REVISING THE CREW CHANGE OVER POINT FROM GTL TO DMM
From the inception of SBC Division the Crew was working up to DMM & back.
During 2009, SBC Division administration have made a experiment to change the crew
change over point from DMM to GTL & DHNE. As the administration is aware the
Running Staff are coming under continuous roster classification (8 hrs) some of the
following trains the working hours is more than 8 hrs.
T.No.12786, 11302 & 12649 etc.
Apart from the above the Loco Pilots are forced to adhere two different railways
G&RS in a single train movement working for more than 8 hrs at a stretch and further out
station rest more than 24 hrs is nothing but waste of man hours of the crew. The Loco
Pilots are making a hue and cry with the administration to reduce the working hours of
Running Staff by the way of changing the crew change over point from GTL to DMM to
avoid stress and strain for the most sensitive/safety cadre. The actual working hours to
DMM works out to 5 hrs. The basic criteria to reckon the working hours of the Running
Staff is average fortnightly working hours. Prior to extension of crew change over point
the average working hours was not less than 96 hrs for fortnightly even after extended
crew run also it works out to same hrs. Actually speaking due to outstation detention for
a longer hours is causing loss of man hours the same crew can be utilized for working
return train with minimum outstation rest to avoid outstation stay for longer hours.
As per the SPAD minutes circulated vide Boards Letter 2004/M(L)/466/7101
dated: 14.06.2012 part ‘B’ para 6 reads “Links should be made in such a way so that not
more than 2 to 3 continuous nights, all efforts should be made to reduce the working
hours for 6 hours duty during 22.00 hrs to 06.00 hrs”.
The Existing links at GTL section all the trains during the night the actual working
hours are more than 8 hrs. Hence, this union urges to cut off the crew change over point
at DMM instead of GTL & DHNE.

Difficulties of SBC Running Staff in working both the tractions i.e. Diesel &
Electrical (AC).
In terms of instructions contained in Boards Letter No.2004/M(L)/466/7101 dated:
14.06.2012 the minutes of the meeting of SPAD section ‘C’ para 13 mentions that
“Driver Should work in one traction Diesel or AC Electrical. Whereas SBC Division Loco
Pilot and Assistant Loco Pilot’s are working in a dual traction i.e. both Electrical and
Diesel which is creating lot of inconvenience and confusion for Loco Running Staff while
working the trains. Apart from this the Loco Running Staff man power is getting wasted
in the event of deputing the LP/ALP for regular refresher course in both i.e. Electrical &
Diesel. As the age catches out the memory of individual get reduced. Added to the
above problems, amongst electrical locomotives there are different verities in electrical
locomotives i.e. (WAM4, WAP, WAG5A, WAG7, WAP7, WAP9) and in Diesel Loco’s
(WDM2, WDM3D, WDM3A, WDG3A, WDG4, WDP4, WDP4B). Hence, this union urges
to make a separate link for Electrical AC & Diesel and exclusively book the staff
separately for Electrical & Diesel.

Conducting selections for Instructors at STC/SBC.
The Running Staff drafted from the cadre at SBC Division to work as instructor at
STC has been done on pick and choose basis without conducting regular selection
procedure by calling volunteers. All the incumbents who are presently working as
instructor at STC/SBC from Loco Running Cadre are long standing and they are working
beyond the specified tenure of three years, this has blocked the promotional opportunity
of other eligible deserving capable Running Staff opportunity to work in the Ex cadre
post. Hence, this union urges to conduct regular selections duly calling for the volunteers
to select the instructors and repatriate the incumbents who were drafted on temporary
measure without any selection module.

CREATION OF POSTS IN THE TICKET CHECKING CADRE TO COMMENSURATE
THE WORKLOAD TO MAINTAIN NEW ASSETS
In every given opportunity this union has been making a submission in each forum to
create new posts for new assets. However this union submission has been deaf heard
by the administration and no tangible action could be seen with regards to creation of
posts in the Ticket Checking cadre. Day by day the Train Services are getting
augmented and the workload on Ticket Checking staff has been increased in manifold
due to introduction of new Train Services. Each TTE is forced to man more than 4 to 5
coaches out going trains and 5 to 6 coaches incoming trains. Many incoming trains are
reaching destination in unmanned condition due to shortage of Ticket Checking staff.
Currently SBC Division is Running 56 trains and 643 coaches. The existing staff strength

As per railway Board yardstick each TTE have to man two coaches if it is
vestibule and one coach in case of non vestibule. However these yardsticks have got
revised arbitrarily vide railway boards letter No.97/TG-V/13/3,dt:14/3/2014 to three
sleeper coaches and three AC coaches. Even accepting the revised yardstick under
protest the requirement is 691 coaches including LR/RG there by a clear shortage of
around 200 Ticket Checking Staff. Now the current situation is alarming position and

category. In mean time he had requested the administration for change of category to
TC and hence he could not able to take his appointment as TNC. Apart from this he also
submitted a medical certificate obtained from Private Doctor HUP certifying that he was
ailing from sickness for a long period. In mean time the then DRM had cancelled the
offer of appointment for not joining in time.
In respect of S.No:2 Sri.Anjenaik was remained unauthorized absent for longer period
and subsequently died, only settlement benefits has been arranged in favor of widow
Smt.Hanimibai, W/o late Sri.Anjenaik. The request for CGA in favor of Sri.Seetharam
Naik was turned down by DRM stating the reasons that case doesn’t deserve any
Compassion for CG appointment.
The above cases are most deserving cases for simple reasons compassion have
been denied at divisional level. Hence, this union submits to review the above case and
render justice by the way of showing compassion to the family to mitigate the
economical hardship and earn their lively hood to maintain the family ex Railwaymen
who died in harness.

The CGA case file of Sri Sugali Seetharam Naik, S/o late Sugali Anje Naik was
regretted at Divisional level as the deceased employee was absent since 1994
and was not paid salary due to absence and subsequently expired on 26.4.10
which obviously means that he & his family was not dependent on the Railway.
Accordingly, Smt. Hanime Bai, W/o late Sugali Anje Naik, was advised of
the same vide this Office ltr No.BP.268/CGA/2/12/7 (San-10) dated 08/04/14.
Sri..Naveen, the CGA candidate was offered appointment initially as TechIII/C&W. Again on request from CGA, he was once again offered the post of
TNC in the year 2009. The same was communicated to the CGA candidate also.
But, the CGA candidate has submitted unwillingness to join as TNC and after two
years, he has submitted his willingness to join as TNC, but the same was not
agreed to.

Railway Board vide their letter No.2012/E (LL)/HER/23 dated 28.06.2012 Have
sanctioned additional gateman for special class gates with 8 hrs rosters the subject
matter has been discussed in the division PNM vide agenda subject No.01/10/12 and
urged the administration for its implementation SBC Division administration have
expressed their constrained to implement the orders to post a third gate keeper due to
shortage of Track maintainers the very purpose of discussing the issue at apex level and
getting the orders is getting defeated due to non complains of the above Board Orders.
Hence, this union urges to sanction the additional posts to SBC Division for
further posting at Special class gates to implement 8 hrs rosters.

SWRMU raised the issue of posting Gatekeepers on 8 hours shift at Special class LC
Gates in SBC Division. It was explained that there are 11 A-class and 59 Special class
gates in SBC Division which will require manning in 8 hrs shift. Proposal for additional
man power for the same has also been included in the proposal for creation of posts for
manning of remaining 301 unmanned LCs, which is under process.

FOR ASSEMBLY/LOK SABHA 2014 GENERAL ELECTIONS DUTIES.
The ministerial Staff have been deputed for election duty for the Assembly/Lok
Sabha general election 2014. In this connection the staff deputed for such duties have
approached this union stating that no TA/Conveyance allowance have been paid to staff
for having performed election duties. In this connection the Karnataka State Chief
Election Commissioner have communicated to Dy.Commissioner, Mysore vide their
letter dated: 03.12.2013 clarifying that the election duty staffs is entitled for
Travelling/Conveyance allowance as per their eligibility. In turn Dy.Commissioner,
Mysore has communicated to DRM’s SBC/MYS regarding the entitlement of
Travelling/Conveyance allowance. This union has raised a demand in the divisional
PNM vide agenda No.46/06/14 for payment of Travelling/Conveyance allowance to
those staff deputed for election duties. The SBC Division accounts are not entertaining
the claims and made any such allowances to staff for having performed election duties.
Hence, this union urges to direct SBC division for payment of Travelling/Conveyance
allowance as per extent rules.

CREATION OF POST OF NURSING STAFF FOR RH/SBC
In terms of instructions contained in Boards Letter No.79/H-2-1/13 dated
10.11.1981 as per the yardstick the requirement of Staff Nurse at Railway Hospital
Bangalore is 36 whereas the posts available is only 17 thereby a clear requirement of 19
posts. CMS vide their letter No.B/MDEst/2007 dated: 27.04.2007 have communicated to
CMD/SWR duly sending the proposal concurred by Associated Finance vide their letter
No.P135/SBC/EF/Med dated: 24.04.2007 for creation of 17 posts. It is appears that
there is no follow up action at Headquarters level with regards to creation of posts nor
any communication have been sent to SBC Division in the subject matter. The Railway
Hospital Bangalore is a 50 bedded hospital and the bed occupancy is more than 100%.
Due to shortage of Staff Nurse the Medical Department is constrained not to extent the
required no of staff nurses in the in the ward/OP and other areas.
Hence, this union urges to create the 19 staff nurse posts as proposed by SBC
Division to cater proper medical facilities to Railway men and their wards including
RELHS members.

As per the yardstick the posts of nursing staff at RH/SBC are sufficient. The
requirement of additional staff will be included in the proposal for upgrading of
RH/SBC from 50 beds to 100 beds.
GS/SWRMU has strongly objected to the remarks given by MD and informed that
actual facts have not been obtained from Bangalore. A copy of the proposal
vetted by Finance of Bangalore Division and forwarded by Division in the year
2007 was handed over to MD for further action.

POSTING OF TRACKMEN IN UNMANNED LC GATES
Recently order was issued to post Trackmen’s in all the unmanned level crossing
gates. This is creating hardship to the Trackmen because there is no shelter ( Gate
lodge or Gumti) , there is no HS lamp walkie-talkie communication by which he is not
aware of the arrival of the trains and also general public or vehicle users almost
manhandling. This union objects posting the Trackmen in the unmanned level crossing
gate without creation of posts for this work and proper gadgets and accommodation.

It was mentioned that the temporary trackmen have been posted in the
vulnerable u/m LC where TVU is more than 3000 and where accidents at LC
gates have taken place in the recent past. There are 263 such gates where
gatemen are being deployed temporarily. It was indicated that tenders were
invited for deployment of Rail Mitras at these gates. However the rates quoted in
response to the tender are too high and hence tenders could not be finalized. It
was indicated that the Divisions will be advised to provide temporary shelter at
these Unmanned gates.
It was also indicated that the Railway has initiated action for manning of 301 u/m gates
with 61 in Phase-I (by 31.3.2015) and 240 in Phase-II (by 31.3.2019). Proposal for
manning of gates on out of turn basis are under finance vetting at HQ. Creation of posts
for these LC gates to be manned is under process.

allotting quarters for the staff controlled by HQ. At present 20 staff are registered for
railway quarters. As such there is separate pool for the Headquarters controlled staff, it
is requested to cater the needs of employees registered for quarters.

At present the quarters in hospital pool are allotted by MD. The demand for Type
III quarters is more from staff of Central Hospital as more staff are eligible for
Type-III from the initial stages of their appointment. It was mentioned that 20
nurses who belong to essential category have applied for Type III quarters.
It was mentioned that some Type-III quarters are under construction and will be
handed over shortly. While distributing these quarters, DRM/UBL should take the
requirement of Central Hospital into account.

The shunting staff of Yard shop are finding difficulty to do their day to day work
due to the bushed grow along the track in the workshop premises especially it is towards
East gate as the staff are working in the late hours the vegetation grown along the track
is very high and thick due to which many a times they are missed by the bite of the
poisonous reptiles.
Hence this Union urges the administration to lay Paver blocks along the track to avoid
any mishaps and revenue can be saved with this permanent solution.

The cost of laying of paver block works out to Rs. 84.95 Lakhs. CWM may
examine the necessity for providing paver blocks and propose for inclusion in the
coming works programme, if justifiable.

Considering the increase in target of AC coaches the only pit available in Bellary
shed is insufficient for the staff to execute the regular work as the staff working in that

achieve the target the pits are to be increased by 3 to 4 nos of coach length.
Hence this union urges the administration to increase the number of pits with
immediate effect for smooth and safe working.

ROOF LEAKAGE IN HUBLI WORKSHOP
It is brought to the notice of the administration several occasions regarding the
heavy roof leakage in the means of the PNM of GM/SWR after which the contract was
given in some shops but the contractor has not completed as the down take pipes are
left without proper connections and the replaced asbestos sheets are left in between.
But every time temporary arrangements are made and it is been assured but nothing is
improved as the down pouring of the water is directly on the bus bars and the welding
plants which are always getting submerged in the water.
Due to which the employees are working in very dangerous conditions risking their life,
on the safety aspect it is very dangerous to work in these kinds of conditions.
Hence this Union urges the administration to make necessary permanent arrangements
to stop roof leakage.

The following staff grievances pertaining to Stores Department requires immediate
attention:

Against the existing 4 staff strength, only two staff (one CH. OS and OS) are
available in the Personnel Branch of GSD/UBL. One OS by name Shri. Leslie
Peter expired during the month of Jan -14. No new staff has been provided and
one OS by name Smt. Krupvati Billa has been transferred to Hubli Division.
Against Smt. Krupvati Billa, one medically decategorised Sr. Clerk by name Shri.
Roy, was posted to GSD/UBL but the same was again transferred to Hubli
division without providing any replacement. The entire PB is being managed by
Two Ministrial Staff and by two Stores Group D staff. Also it is to bring to your
kind notice that MACP, Cadre restructuring of OS and DMS, filling up of Sr.
Clerk/Jr. Clerk vacancies were not conducted since last one year. Hence, it is,
requested to provide eminent staff against the existing vacancy particularly
efficient in cadre matters.

Shri. R. G. Devdas, CDMS/EMD shed/UBL has been retired from service on
account of Superannuation on 31/01/14, but the settlement dues has been
withheld by the Administration. Only pension has been granted to the retired
employee. It is requested to settle the issue duly providing necessary retirement
dues to the retired employee, which has been with held by the Administration.
(c)
This depot has been provided with the new staff through RRC. Sufficient Railway
Quarters have not been provided for Stores Department, only very limited
provision of railway quarters for the employees of stores department is provided.
The existing staff strength of Depot is 317. But whereas available quarters for the
GSD pool is only 39, out of which 6 quarters are in damaged condition which are
unfit for human living condition and which are on the verge of demolishment.
Also there is huge demand for the railway quarters from the Stores employees.
(d)
On account of superannuation the staff has to be provided with Gold plated
medal. It is experienced that the retiring staff of Stores depot have not been
provided with the same, since last six months.
(e)
PF books with updated data has to be provided for the serving employee by the
accounts department.

There are two Ministerial Staff working against the sanction of 4 posts. In addition
Sri.S.A.Nayak, OS has been posted to GSD in place of Shri Roy.

Charge sheet was issued to Shri. R.G.Devdas based on stock sheet for the
shortage of Lube Oil found during his tenure as CDMS at DSD/UBL. Meanwhile a
case was registered by CBI and the related documents including those pertaining
to his tenure were seized by CBI. Final settlement of his dues can be considered
only after the outcome of CBI’s investigation is known; notwithstanding the
above, the employee is being paid 60% of pension at Rs.10,610/- + DA as
provisional pension.
(c)
The issue may be taken up at Divisional Level.
(d)
Action is on hand for procurement of Gold plated sliver medals. On receipt, it will
allotted to Divisions/Units as per the requirement.
(e)
Action is on hand by Sr.AFA/W&S/Hubli to provide updated PF books.

NON-TRANSPARENCY IN THE FUNCTIONING OF RRC :
What is the position of vacancies correctly is not placed and also they are
conducting selections, there is no transparency. Totally we are having doubt on the
outside agency which is allotting the question paper system and the booklets. After the
panel succeeding both tests ie. The 50% people was deleted from the offer of
appointments. Wherever, the SWRMU asking some clarifications, it is not answered
properly. So it shows everything is kept in dark and not in transparency to the union.
As such, the union urge that RRC to function should be fully transparent and this
kind of rejecting the candidates after qualifying in both the tests is not appreciated by the
union. The extra 20% taken should be taken care off atleast in next notification, the
retirement vacancies and anticipated vacancies are not taken correctly. Due to which
more than 4000 vacancies available continuously even after RRC started functioning.
How will these 4000 vacancies be filled up and the railwaymen are put to hardship.

Railway Recruitment Cell (RRC), SWR, Hubli is functioning as per the guidelines issued
by Railway Board vide letter No.E(NG)II/96/RR-1/62 dated 18.07.2005 (RBE
No.121/2005).
In terms of Para 4 of the Railway Board’s letter, the RRC will notify the vacancies
through Employment Notification by open advertisement through leading National and
local News papers as per the requirement submitted through Headquarter by the
Divisions/Units. The conduction of RRC exams will be as per the guidelines at para 6.0
to 6.11 of the said Railway Board’s letter.
As per the guidelines of Railway Board issued vide letter No. E(NG)II/96/RR-1/62 dated
29.09.2005/03.10.2005 (RBE No.166/2005) in Substitution to para 7.5 of RBE
No.121/2005, it is mentioned as under:
(i) If the number of vacancies is less than or equal to 1500 (One thousand five
hundred), number persons to be called for PET should be 04 (four) times;
and
(ii) If the number of vacancies is greater than 1500 (One thousand five hundred), the
number of persons called for PET should be 3 (three) times the notified
vacancies.
Since the number of candidates qualifies being over 80% from amongst those called for
PET, there could be more than 50% candidates not considered for empanelment after
PET. Further it is mentioned that, there is no provision for considering the candidates
who were called for document verification against 20% over and above the notified
number of vacancies for empanelment against the vacancies notified in the next
notification.

DELAY IN REFERRAL HOSPITALS ON THIS RAILWAY
There is a delay in extending the contract of referral hospitals on this railway due
to which the patients are put to untold hardship towards getting timely medical treatment
and expenses. The medical expenses incurred are also not reimbursed immediately.
Therefore, the union urges that advance action is required to be taken before expiry of
the contract, so that the continuity of referral hospitals can be ensured throughout the
year.

THE RAILWAY QUARTERS, STREET LIGHTS & ROADS ARE VERY POORLY
MAINTAINED IN DIVISIONAL HEADQUARTERS AND WAY SIDE RAILWAY
ACCOMMODATIONS
Poor maintenance of railway accommodations. The accommodations provided
to Group-C & D staff, the total in the SW Rly is in inhuman living conditions. In rainy
season lot of railway accommodations are badly leaking, immediately they are not
attending the repairs, roads repairs very very bad conditions in Hubli Down Chawl,
Cement Chawl, Vidyaranyanagar, Vinobanagar, Rail Nagar, MTS Colony, Mantur Road,
Street lights 80 to 90% lights are not in burning conditions. IN these conditions the
railwaymen families should live unhealthy conditions affecting various diseases like
Malaria, Chikun Gunaria, etc., due to mosquitoes, since colonies are not kept clean.
Why because all this is privatized and staff strength is brought down heavily this could
not be maintained properly. Remedial action is required immediately to safe guard the
interests of railwaymen working round the clock and railwaymen families, children should
not suffer on account of total failure of administration. Recently, I have brought to the
notice of our GM/SWR, particularly here the Colony Committees are not functioning and
if at all functioning at one or two places, some of the supervisors or officers are not
attending. CMS Dr.Himachal who is the Incharge as Chairman of Colony Committee for
Hubli with other officials is not at all taking any responsibility to keep upto the mark for
people to live healthily. Then only the railwaymen can give more concentration in their
duties than their domestic problems.

Detailed inspection of the Hubli Area Colonies was carried out by HQ Officers/Electrical
Department and necessary inputs were given to initiate action by the Division.
Sr.DEE/UBL has confirmed that more than 90% of street lights are working in UBL
Railway colonies and the working status of the street lights is furnished below. Further, a
proposal for provision of additional lighting arrangements and improving earthing
arrangement during 2014-15 in the Hubli Area Colonies at a total cost of Rs. 1.89 lakhs
has been initiated by Sr.DEE/UBL.

Following works have been planned for improvement of Hubli Colonies:

Removal of debris from all colonies of tender is awarded and work is in progress.
For de-weeding and jungle clearance estimate sanctioned and tender opened on
23.09.2014.
For repairs to RCC roof slab at Hubli colonies estimate sanctioned and tender
opening on 02.12.2014.
For repair to leaky bathroom of Hubli colonies survey completed by Oct 10th and
estimate under preparation.
Following works sanctioned for improvement of Hubli Colonies:
(1) Railnagar - For Repair to 128 Nos. of leaking bath room and Toilets, work
awarded. Work is in progress.
(2) Vinobhanagar - For attending leaky Madras terrace roofs Tender recalled and
opening on 11.11.2014
(3) Cementchawl & Downchawl - Tender is being opened on 11.11.2014 for the
repair to Mangalore tiled roof.
(4) MTS Colony - Repairs to road at MTS colony. Tender opened and tender under
finalization.
Repairs to various roads in Hubli are taken up as under:
(1) Work awarded on 08.08.2014 for road repairs at a length of 750 mtrs at Down
Chawl.
(2) Work awarded on 08.8.14 for road repairs at a length of 1200 mtrs at
Vidyaranyanagar.
(3) Work awarded on 08.8.2014 for road repairs at a length of 900 mtrs at Brook Road.
(4) Work awarded on 15.10.2014 for road repairs at a length of 1000 mtrs at
Vinobanagar.
(5) Tender opened on 23.9.14 for road repairs at a length of 1380 mtrs at MTS colony.
(6) Tender opening on 28.10.14 for road repairs at a length of 800 mtrs at Gadag Road
behind hospital.
(7) Work awarded on 24.7.2014 for road repairs at a length of 900 mtrs at Rail Nagar.
After discussions, GS/SWRMU mentioned that the maintenance of colonies is a
continuous process and requested to monitor regularly. In this connection, PCE has
assured that a drastic change will be visible during November-14 to March-2015.

Non supply of proper and standard medicines and behaviour towards retired
patients –
There are lot of complaints from patients and retired patients, that the behaviours
of the railway hospital Doctors at Mysore Railway Hospital is very bad and often the
Union are receiving some complaints and we also brought so many times to the notice of
all concerned officers but nothing has been done so far. Immediate intervention of
CMD is very much necessary to ensure supply of proper & standard medicines regularly
and also the behaviour of Doctors especially at MYS RH should be proper, particularly
with retired employees.

CMD has counselled the doctors at RH/MYS in connection with their behaviour
with railway beneficiaries including retired employees.
Medicines are being
made available. One lady doctor has been posted to HU/AP. Apart from this,
CMPs are engaged in the vacancies of IRMS doctors.

There are vacancies of welfare inspectors existing on all the divisions for
considerable time. On UBL division the outcome of a selection held about one & half
years back is not yet known. It is understood that the papers were taken by vigilance
department and though a year has passed, nothing has been communicated to the
division and in view of this the division is not in a position to hold fresh selections. Filling
up of all vacancies of welfare inspectors is quite essential as their services are required
to ensure the welfare of the employees on the railway.
Therefore, the union urges to conduct selections on all divisions for Steam-I &
Stream-II immediately to fill up all the vacancies.
