Name/Title. William Edward Nay (Bill)
Extensive direct experience in planning,
evaluating, and implementing DOE security
programs. 40 years experience at various
levels of security and law enforcement in the
DOD (USMC & USAR) and the DOE. Within
the DOE have planned and implemented
security programs in all topical areas. Have
performed the full range of duties; from
checking badges as a Security Officer, to
supervision, training and development,
evaluation, and management. Hired by the
Office of Energy Research to establish a
security program. This program has evolved
to include personnel, physical, information,
and cyber components. In addition to
planning and implementing Headquarters
security programs, have evaluated and
justified the security programs for program
elements at DOE funded National
Laboratories and at federal operations offices.
Have managed the security program funding
and budget preparation for all these topical
areas to include protection program planning
and management.

Professional Experience Summary
January 2005 – Present. Senior Security Consultant,
Nay Consulting Services
Duties and Responsibilities. Provided consulting and
contractor support to DOE facilities. Conducted
independent S&S reviews at LBNL, SLAC, PNNL,
ORNL and TJNAF. Developed preliminary security
designs, self-assessments, and OPSEC reviews for the
Yucca Mountain Project.
April 1992 – December 2004. Team Leader, Security
Management Staff, Office of Science, U.S. DOE
Duties and Responsibilities. Served as principal
security advisor to the Director of the Office of Science
(SC). Responsible for both Headquarters and field
safeguards and security (S&S) oversight for five
multiprogram national laboratories and six programdedicated research laboratories in the DOE management
and operating (M&O) contractor complex Evaluated
security functions and activities, including protective
force, physical, technical, personnel, computer, and other
security operations to ensure compliance with applicable
regulations and directives. Assured the balance between
science and security programs. Developed short and long
range S&S planning guidance. Evaluated and made
recommendations for changes to program policy,
guidance, and implementation.
Accomplishments. Managed a multi-million dollar
budget and assured cost-effective maintenance of
adequate laboratory/facility S&S.
September 1990 – April 1992. Program Manager,
Office of Nuclear Self-Assessment and Emergency
Management, U.S. DOE
Duties and Responsibilities. Served as the first line
supervisor for the DOE Headquarters Emergency
Operations Center (EOC). Developed plans and
implemented procedures. Conducted and evaluated
exercise and incident activities, taking corrective actions
to improve operations. Analyzed and evaluated systems
and equipment to ensure present and future EOC
capabilities were responsive to programmatic needs and
advances in technology. Developed policy, standard
operating procedures, and requirements for Emergency
Operations.

VAs – Completed DOE/NTC courses in VA.
Participated on the VA working group at
ORNL. Provided input to the VA for YMP.
OPSEC– Recently participated in an OPSEC
review of the Office of Civilian Radioactive

Fitness Working Group that standardized the
DOE implementation of the Physical Fitness
Standards. Oversaw PF programs at LLNL.

January 1988 – September 1990. Senior Security
Analyst, Nay Consulting Services/Meridian
Corporation.
Duties and Responsibilities. Provided consulting and
contractor support to DOE and NRC. Conducted analysis of
safeguards and security activities for the DOE Office of
Safeguards and Security. Provided project leadership for a
complex body of technical working groups that included
protective force, training and development, physical fitness,
and job/task analysis. Conducted a job analysis of the
protective force positions at Sandia National Laboratory –
Livermore. Developed and conducted training and
development workshops for private industry, and provided
technical advice to senior NRC officials in the area of
emergency management and protective forces. Conducted
a review of the comparability of protective force duties and
operations at DOE and NRC Naval nuclear fuel cycle
facilities.
October 1977 – January 1988. Security Department,
Lawrence Livermore National Laboratory
Duties and Responsibilities. Performed a range of
duties in the Protective Force to include shift supervisor,
Training Manager, and Special Projects. Developed a field
training and evaluation program. Responded to numerous
emergency events including mass civil disobediance,
airplane crash, and bomb threats. Coordinated the
standardization of protective force training between DOE
contractor facilities.
1967 – 2000. U.S. Military Service
Duties and Responsibilities. Ten years active duty in the
USMC. Primary duties were in security, military police and
criminal investigations.(1967-1977). Performed a variety of
assignments that included motor patrol, shore patrol, desk
sergeant, and criminal investigations. Assigned to
presidential security detail for President Nixon.
Twenty years in the Army reserves, primarily Military
Police and a Nuclear, Biological, Chemical specialist.
Developed and presented instruction in basic and advanced
NCO, Military Police, Primary Leadership Development,
and Instructor Certification at a USAR School (1983-1988).
Administered the Army Individual Training and Evaluation
program (ITEP). Master trainer responsible for the
development of all officer and enlisted staff. Planned,
coordinated, and integrated training for the headquarters
element and four field locations.
Provided oversight for the nuclear, biological, and chemical
readiness of units within an USAR Military Police Brigade
(1992-1995). Developed the NBC segment of Brigade
level field exercises. Analyzed the NBC threat and briefed
senior military leaders. Developed NBC standard
operating procedures.
