Topic 1: Combating Global Piracy
Although Mexico is not personally affected by this issue, the growing problem of global
arms piracy poses a threat to us all. Not only are there militaristic repercussions of losing high
powered weapons to pirated cells, our growing economy is also suffering from major trade
deficits due to lost products. Current counter piracy measures are lax, as piracy is a relatively
obsolete problem in the western hemisphere, we stand in solidarity with our trade partners in asia
and Europe that are greatly affected by this problem. Mexico proposes an increase in UN
Peacekeeping forces patrolling highly concentrated areas of piracy, such as the east horn of
Africa. In addition, adding armed military personnel to valuable or high profile weapons will
deter piracy. These measures will ensure that the waters are safe for the entire world, and will
help to insure that weapons will not fall into the wrong hands.
Topic 2: Sustainable Demilitarization of Space
The growing military culture in space is a paramount concern to all of us. The space
program of Russia, however, is the most disturbing to the global community. Its reckless
violations of international law lead many to believe that they will be the first to break the Outer
Space Treaty. If nations begin launching satellites for military use, then the results will be
catastrophic, anywhere from laser and nuclear warfare to hacking banks and national security
mainframes. An updated treaty, complete with more frequent checks on programs and an
oversight committee, is necessary to the safety of space and the earth. Currently, aggressors such
as Russia, China, and the United States possess the nuclear capability to wipe out humanity, and
the space technology to put nuclear warheads in space. Peaceful negotiations are necessary to
ensure the de-escalation of countries nuclear proliferation. Space has helped move science
further and has benefited humankind, and it is imperative that space stays that way.
Topic 3: Private Military Companies
In Mexico, we have seen a great rise in private military and security companies, and this
has been a growing continuity around the world. These companies are good in the sense that
developing and struggling countries in providing them with a military force, but can be
dangerous if they are not monitored closely. The delegation of Mexico believes in stricter
regulations being put on these PMC’s, allowing total government oversight of these private
companies. Mexico believes a stronger set of regulations be approved and put into effect in order
to regulate the PMC’s. These PMC’s, however, must be localized from the country they are hired
by. It is a show of power by powerful countries to sell their own PMC’s to corrupt countries
under the table. Their influence and secret control of countries is felt by the citizens, and these
companies often aid in the large scale corruption of many third world countries.
