Addendum II TO THE CITY OF TRACY REQUEST FOR QUALIFICATIONS AND PROPOSALS TO PREPARE MATERIAL RECOVERY AND SOLID WASTE TRANSFER FINANCIAL ANALYESES The CITY OF TRACY is issuing this second addendum on November 15, 2012 in response to questions received pertaining to the RFQ/RFP. 1. Question: Why was the date for responses extended to November 27, 2012? Answer: Originally, an interested party had made the request. However, that party is no longer submitting a response. Because I will not be available to review responses until the 27th, I thought it prudent to allow more time for thorough responses to be prepared. 2. Question: The RFQ/RFP notes that an additional form is to be submitted. Does the form preclude any other proposal information from being submitted? Answer: No. As long as the form is incorporated in the proposal, and the questions answered in a sequential manner, other information about one’s company and services may be submitted. 3. Question: Some insurance brokers will not provide 30 days prior written notice should the policy be cancelled before the expiration date. Has this been an issue with other companies or interested parties? Answer: It has not been brought up as an issue. If it is an issue, please indicate so in your response and it will be taken into consideration as to whether it can be waived. 4. Question: If a responding party is using a sub-consultant, must the subconsultant complete the same forms as is included in the RFQ/RFP. Answer: No. However, it is the responsibility of the responding party to integrate the data into their own response. The intent is for the City to know with whom they may be working with and to be able to evaluate expertise and quality. 5. Question: With regard to schedule, is there a time by which all work must be complete? Answer: As noted in the RFQ/RFP, Section 9.3, multiple analyses may be required. As specific timelines become known, it will be discussed. 6. Question: Are alternatives to re-entering into an Agreement with the same materials transfer company to be considered (such as constructing a new facility, City-operated and owned, etc.), and are alternative supported by Council members? Answer: The City has considered such alternatives but they are, at this time, deemed to not be the most feasible for the City. Question: Is the City interested in having the successful firm assist in negotiations with the materials transfer company or just provide analyses? Answer: The emphasis is currently on analyses that will assist the City in its negotiations. Respondents may include in their proposals service tasks which the City can consider as it negotiates with the materials transfer company.
