Apprenticeships All content correct at time of presentation creation – 25th April 2017, please check all reference materials quoted for updates APPRENTICESHIP LEVY All content correct at time of presentation creation – 25th April 2017, please check all reference materials quoted for updates • From 1st May 2017 • Payable by employers with an annual wage bill of more than £3million • Report and pay levy to HMRC through PAYE process on a monthly basis • Rate is 0.5% • Allowance of £15,000 per year above which levy is paid • Levy does not affect funding for apprentices who started a programme before 1st May 2017 Apprenticeship Levy • Apprenticeship Levy payers will access funds they have paid through a new digital account • Government top up monies paid in by an additional 10% • Funds expire after 24 months if not used – first in first expire basis • Can only be used to fund apprenticeships which commenced after 1st May 2017 Apprenticeship Levy • Funding bands are in place to determine maximum funding which can spend on each apprenticeship training course through the digital account • Funding bands vary by apprentice occupation and level • Age of apprentice does not impact on the amount paid • Funding band maximum per apprentice not per employer • Further incentive payments of £1000 for recruiting 16-18 year olds or 19-24 with an Education, Health Care Plan • Course costs above the funding band maximum would be met by the employer Spending Funds • • • • • • Bands range from 1 to 15 From band 1 @ £1,500 to band 15 @ £27,000 Examples: Formwork – band 8 = £6000 per apprentice Construction Operations – band 6 = £4000 per apprentice Management Quantity Surveying and Commercial Management – band 10 = £12000 • https://www.gov.uk/government/publications/apprentices hip-funding-bands Funding bands • To spend funds in your account need to: • Choose an approved training provider for your apprenticeship programme • There are 2 different types of apprenticeship programmes to choose form: • Apprenticeship standards • Apprenticeship frameworks • use the ‘Find apprenticeship training’ service to select an approved apprenticeship training provider • if you are using a standard, use the register of apprenticeship assessment organisations to select an approved assessment organisation. Spending funds • Still get funding assistance from the Government for training apprentices* • Same funding bands apply for apprenticeship programmes • Incentives still available for employing 16-18 year old or 19-24 year old on a EHC Plan • From 2018 will have access to funding through a new digital account Non Apprentice levy payers How it works Employer You pay Government Pays Incentive payments Apprentice Levy paying employer The cost of training from your digital account and 10% of any amount over this, plus any fees over the funding band maximum 90% of any fees your digital account will not cover, up to the funding band maximum £1000 for each 16-18 year old apprentices or 19-24 year old with an Education, Health and Care Plan Non Apprenticeship Levy paying employer (50+ employees) 10% of any apprenticeship training fees, plus any fees over the funding band maximum 90% of any apprenticeship training fees, up to the funding band maximum £1000 for each 16-18 year old apprentices or 19-24 year old with an Education, Health and Care Plan Non Apprenticeship Levy paying employer (fewer than 50 employees) 0% of any apprenticeship training fees for 16-18 year olds or 19-24 year old with an Education, Health and Care Plan. 10% for other apprentices. Additionally you will pay any fees over the funding band maximum 100% of any apprenticeship training fees for 16-18 year olds or 19-24 year old with an Education, Health and Care Plan. 90% for other apprentices, up to the funding band maximum £1000 for each 16-18 year old apprentices or 19-24 year old with an Education, Health and Care Plan Extract from Build UK/CITB Apprenticeship Funding Guidance • Must select a apprentice framework or standard • Must select an approved training provider • Employer negotiates the cost of the apprenticeship with the training provider and monthly payment plan • Funding bands are per apprentice • Government will provide additional funding up to 90% of funding band maximum where insufficient funds in digital account How it works - remember • Apprenticeships are devolved policy. This means that authorities in each of the UK nations manage their own apprenticeship programmes, including how funding is spent. • Different rules apply to apprenticeship funding in Scotland and Wales where funding will be accessed in the same way as it is at present • Contact relevant authority in these countries to find out more. • Apprenticeship levy is collected on the wages paid to the whole UK workforce but funds are distributed depending on where the employee home addresses are registered. This includes: £1965 for year 1 attendance £1660 for year 2 attendance £1975 for completing the apprenticeship framework £400 for gaining the NVQ level 2 NVQ level 3 (three-year programme) Up to £10,250.
