Apologies Apologies were received from Councillor Jenny Fradgley. 66. Minutes of 1 December 2016 The minutes were approved and there were no matters arising. 67. Update from Market Operator Incident on Rother Market – 18 November, 2016 It had been concluded that the altercation between a trader and a member of the public, due to a parked car, had occurred when the owner of the car had attempted to move the traders stock and the trader was concerned about it being damaged. Management have now spoken to all traders to say that if this scenario happens again, management should deal with it, not the traders. This week, two cars were parked on the market square. Unfortunately this car park is operated by a private company, on behalf of Warwickshire County Council, however Pat will try to contact them to ask for specific patrols in that area on Thursday evenings. A letter had previously been sent to The White Swan hotel to ask them to inform guests that they cannot park in this car 1 park on Thursday evenings. This letter did help so it will be re-sent. BID will be asked to put something in their newsletter. All were satisfied that this issue had been dealt with. Farmers Market Accreditation A negative article had been published in the Herald from a trader about the accreditation scheme. The two councils responded, factually to this and it was decided to delay the introduction until October when the new contract commences. Marketing and Communications Update Geraud have employed SKV for their marketing and Communications, and they have already created an agenda to be more involved in the local press, advertise in coach tour magazines and possibly continue with the market trader editorials. An events programme has been included for the markets on 3rd and 4th of Feb and 10th and 11th Feb, which will have things such as face painting. It was recommended that as half term is the following week (17th and 18th), it may be beneficial to have the special events on for these markets too. A mobile office is to be prominently located on the market, to be a meeting/gathering area, used for first aid assistance and house CCTV cameras to record both day and night during the markets. 68. Promotions – Bus Advertising A promotional banner has gone up across Wood Street and this will be in situ until the end of February. For a period of 8 weeks, from 20 February, posters advertising the markets will be displayed on the back of 16 Stagecoach buses coming out of Leamington Spa. A very reasonable price has been negotiated for this. 69. Procedure following recent attack at Berlin market Currently there are no procedures for this sort of occurrence but Pat had a meeting with the Counter Terrorism team. They have looked at the physical set up of the markets and how easy it would 2 be to attack using vehicles. They had concern for the Waterside market more than the Rother Street markets. Pat will put together guidelines following their advice, however it is important to remember that terrorism is ever changing and that everyone must be proactive and vigilant. The Counter Terrorism team can run courses at SDC offices if other stakeholders wish to attend. 70. Feedback from NABMA Conference Those that had attended felt it was very worthwhile and the main theme had been about markets being a social space where people come together to interact. Food and entertainment were proven draws to a market place and certainly were a buzz word during the conference! Close of open session. Next meeting – Friday 28 April, 2017 at 10:30am.
