Information for the Bidders
1. Background
Agriculture Department is implementing various Development programmes in the
state. Soil Health Card Scheme is a centrally sponsored scheme which includes Soil
sample collection, analysis of samples, soil health card printing and distribution to
farmers. In Tumkur district approximately 4.15 lakhs farmers are there. To distribute
Soil Health Card to each and every farmer of the Tumkur district the Joint Director of
Agriculture, Tumkur invites tender through Government of Karnataka’s e-procurement
portal for Soil Health Cards downloading from Soil health portal, printing, laminating
and distribution to Taluk ADA offices. Tender is invited in two cover bid system
(through e-portal, hard copies are not accepted) consisting of both technical and
financial bids as specified in the section Annexure-I of this document. The tender period
is for one year from the date of acceptance of the tender. Accepted rates will be in force
for period of one year.

Terms and Conditions:A. Statutory Requirements:1. The Tenderer should furnish KST/CST/VAT Registration Certificate.
2. The Tenderer should have Registered with the Concerned Statutory Authorities to
establish the legal Statues, place of registration and principal place of business of the
company or firm or partnership as the case may be.
3. IT returns for the past 2 years.
B) Technical requirements:a)
The Tenderer should furnish at least 25 numbers of printed samples with Variable data
Printing.
b)
Two years experience / expertise in the successful execution of similar works tendered
and the cost of such works in any State /Central Govt. or Quasi Govt. Dept. or public
Undertaking / Universities, etc to be furnished. An experience certificate to this effect is
to be produced.
c)
Model Soil health card format is attached with the bid document for reference.
d)
The Tenderer should have in-house facilities for the entire processes in printing the Soil
Health Cards.
e)
Further conditions and details of tenders incorporated in tender document is binding on
all the bidders.
f)
Bidder has to download the Soil Health Card from Soil Health Mission Portal, Print
the Soil Health Card on A4 size 120 GSM paper with multi-colour print,
laminate according to GOI specifications and distribute them to offices of Taluk
Assistant Directors of Agriculture of Tumkur District.
g) Since the soil sample collection and analysis is continuous process Tenderer has to
supply Printed Soil health Cards within 5 days from the date of receipt of instruction
h) If the tenderer fails to supply the Printed Soil health Cards within the stipulated time,
only 25% of payment amount per card will be withheld as penalty.
i)
Reprinting charges due to any errors occurred during printing such as farmers details, test
results will not be borne by the department.
j)
TDS will be recovered in payment at the applicable rates and form 16A will be issued.

k) Department will not bear transportation or any other chargesfor the supply of printed Soil
Health cards.
l)
If any litigation or dispute arises during this period, the jurisdiction of all disputes will be
limited to Tumkur district limits only.
m) If the tenderer fails to abide by any of the tender conditions and if any discrepancies
found in printing, short supply of printed Soil Health Cards tenderer will be penalized
and EMD will be forfeited and firm will be included in the black list.
n) Joint Director of Agriculture Tumkur
reserves the right to cancel, reject, modify,
partially or in whole or change the tender without giving any notice.
o) Joint Director of Agriculture Tumkur has powers to modify the format of printed Soil
Health Cards at any time.
p) The EMD of the successful tenderer will be returned after the completion of the work and
no interest will be paid for the EMD amount.
Financial / Commercial Requirements:1) A turn-over of not less than Rs.20.00 Lakhs for 2 years. (2014-15 and 2015-16)
2) The Bidders should obtain/download the tender document as stated above, through
E-procurement platform of Govt. of Karnataka, http://www.eproc.karnataka.gov.in, on
payment of requisite tender fees as prescribed by E-governance. For further any
information, contact undersigned during office hours of working days.

3) EMD is to be paid online during submission of tender documents.
4) If the tender is cancelled due to unforeseen reasons, the cost of the tender form will not
be refunded.
5) The Bidders should obtain/download the tender document as stated above, through
E-procurement platform of Govt. of Karnataka, http://www.eproc.karnataka.gov.in, subject to
the condition that Joint Director of Agriculture Tumkur is not responsible for the delay caused
in receipt of the blank tender documents by the Bidder due to server down or any other
technical reasons.
6) Joint Director of Agriculture Tumkur reserves the right to accept / reject any or all the
tenders without assigning any reasons, whatsoever.
