Rooming house upgrades Fact sheet March 2017 About the Rooming house upgrades The Victorian Government has allocated $20 million in new funding to upgrade run-down public and community housing sector rooming houses across Melbourne. Why the upgrades are being undertaken Rooming houses offer accommodation for many low income and disadvantaged Victorians, particularly for those who have experienced homelessness or who cannot sustain a tenancy in the private rental market. Tenants of rooming houses should be afforded secure and safe accommodation that meets acceptable standards. New investment is required to improve the safety and condition of existing rooming houses. How it will work The Victorian Government provided $10 million through the 2016-17 Budget to rejuvenate three rooming houses. In the additional $20 million in funding allocated for the renovation of rooming houses: $10 million will be allocated to Director of Housing owned rooming house properties. An additional $10 million will fund the renovation of community housing owned properties through a competitive expression of interest process. An expression of interest process will be designed to ensure that: All community housing sector providers of rooming houses have an opportunity to apply for the upgrade program. Funding is allocated competitively to provide the best return on government investment How long it will last The rooming house upgrades will commence in the 2017-18 financial year. How many properties will it upgrade Three Director of Housing owned rooming houses will be upgraded. The number of community housing owned rooming houses to be upgraded will be determined after the expression of interest process inviting proposals and an assessment of value for money from investment. Where are the properties? Properties in Carlton, South Melbourne and Ballarat have been identified as the Director of Housing owned properties to be upgraded. The community housing properties will be identified following the competitive EOI process. What will happen to tenants? Current tenants will be relocated during the construction. Prospective partnerships The Victorian Government will be looking to partner with community housing agencies to upgrade rooming houses selected through the Expression of Interest process.
