Job Description Job Title: Carbon Reduction Officer Team/Service: Corporate Property and Procurement Business Unit: Legal Support and Democratic Services Area: Performance Responsible To: Corporate Energy Manager (day to day issues) Accountable To: Assistant Director, Corporate Property and Procurement (line manager) Salary Grade: SO1 – P1 1. Key Purpose of Job 1.1. Assist the Corporate Energy Manager to implement the council’s Local Authority Carbon Management Programme (LACMP) as detailed in the LACMP Strategy and Implementation Plan (SIP) and to assist in the delivery of the council’s Corporate Energy Strategy for all Council properties including schools. 1.2. The postholder will be responsible for assisting with the supervision and management of the Energy Management Team (BMS Operations Engineer and Administration Support) presently operating under an SLA within Technical Services at Aspen Way, Paignton. 1.3. Assist with the production of Display Energy Certification - DEC’s (as required under the EPBD) of the council’s building stock including schools. 2. Anticipated Outcomes of Post 2.1. Reduction in the council’s carbon emissions and energy & water costs. The post holder will assist the Corporate Energy Manager to project manage the Carbon Trust Local Authority Carbon Management Programme (LACMP). 2.2. Monitor BVPI targets set for carbon emission reductions. 2.3. Delivery of Display Energy Certificates (DECs). 3. Key Duties 3.1. Develop, implement, monitor; report progress on, and set future targets for the Council’s five year rolling LACMP (including schools) in order to reduce the Council’s total carbon emissions by 25% by 2012, this work will involve close liaison with a wide range of council departments representing various disciplines and wide ranging carbon reduction opportunities. 3.2. Lead on the encouragement of workplace energy efficiency and sustainable practices through staff awareness campaigns with assistance from the Council’s Green Team. 3.3. Manage the Council’s utility Monitoring and Targeting system (M&T) and to organise and manage the compilation of individual site energy consumption and load profiles to ensure that individual buildings are on the most appropriate contracts or available tariffs, and to detect unwanted consumptions, leaks and plant/controls systems failures. 3.4. Co-ordinate and manage the production of energy and water consumption reports as required, providing appropriate technical and energy efficiency advice in order to manage and reduce energy consumption. 3.5. Manage and operate the Council’s Automatic Meter Reading (AMR) systems, delivering regular profile and consumptions reports to Facilities Management and Building Managers, and to assist in the rolling programme of AMR installation. 3.6. Assist with, and manage a rolling programme of energy and utility audits and surveys across the Council’s properties to achieve cost effective improvements in energy efficiency. 3.7. Manage and implement a range of energy efficiency/carbon reduction projects funded from the Council’s Energy Efficiency Fund and other funding sources identified within the five year rolling LACMP and other energy efficiency schemes. 3.8. Operate when required the Council’s Building Management System (BMS) and respond to reported HVAC faults. 3.9. Assist with the supervision of mechanical services, BMS and conventional heating controls design information, drawings and specifications etc., as part of the planned or non-planned repairs and maintenance and capital programmes and undertake client duties in respect of ensuring that design consultants and HVAC contractors deliver the Council’s requirements. 3.10. Keep abreast of products and design, attending seminars and training (CPD) events as appropriate pertaining to building engineering services and energy efficiency/carbon emissions reduction opportunities. Such events may include LGA, CIBSE and IEMA seminars, meetings of D&CEEMG, SWEEG, LAGUR, ESTA and others as appropriate. 3.11. Act as a source of advice and technical expertise for building users. 3.12. Interpret contractors service report sheets for mechanical services plant, propose repairs and alterations to ensure all plant is in good working order and complies with current regulations. 3.13. Be fully aware of current Building Regulations, Health and Safety requirements, Codes of Practice, IEE, CDM and CORGI Regulations. 3.14. Take reasonable care of other staff and own health and safety. Ensure that responsibilities in relation to health and safety are achieved by implementing, promoting and maintaining safe working practices and ensure compliance with safety regulations and the Council’s Corporate Health and Safety Policy. 4. Budgetary Responsibilities 4.1. Approximately £300,000 (ring fenced SALIX and internal matched funding) Council Energy Efficiency Fund 4.2. Other funding sources. 5. Line Management Responsibilities 5.1. N/A 6. Health and Safety Responsibilities Employees:All employees will ensure that they; Take care of their own safety and that of others. Ensure that products, plant, equipment, vehicles and buildings are not damaged. Comply with health and safety procedures and instructions. Will not neglect, misuse, damage anything provided in the interest of health and safety. Assist by reporting to their Line Manager any hazard, accident, damage or defect in order that remedial action may be undertaken. Internal – elected Members, Council officers, Asset Management, Project Management, Procurement, Schools and Technical Services 8. Other Duties 8.1. Undertake such other duties as may from time to time be allocated by the Corporate Energy Manager (these duties will at all times be commensurate with the post grading and conditions of service). 8.2. Deputise for the Corporate Energy Manager in his/her absence. An understanding of the environmental impact of carbon emissions, and the sources of carbon emissions. Experience/Achievements: 10. Experience in the design and specification and installation of energy management schemes and mechanical/electrical building engineering services in a design/maintenance HVAC/controls/BMS environment or other appropriate building services engineering experience 2. Supervisory and project management experience in the installation of energy management and mechanical services design/maintenance/HVAC controls BMS etc 3. Qualified as an Accredited Assessor for the authorisation and issue of DEC’s Qualifications/Professional Memberships: 11. Qualifications/training leading to appropriate membership of a relevant nominating professional engineering institution. 12. Degree or equivalent in a relevant discipline together with a strong engineering background. 13. Undertake appropriate training to qualify as an “Accredited Assessor” to authorise and issue Display Energy Certificates (DEC’s) for the council’s building stock as required by the 4. Corporate Member CIBSE, IE or other nominating institution to the Engineering Council 5. Essential Desirable EPBD. (This training will be fully funded by the council - the successful applicant will be expected to complete this training within the first 6 months of employment - the costs of which will be refundable by the applicant to the council if the applicant leaves the employment of the council within 24 months of completion of the training). 14.
