Kainan University
History of the university's foundation
Kainan University's roots stretch back to 1917, when the Kainan Commercial & Technical High School
was founded; it became the finest commercial and technical high school in Taiwan.
In January 1990, the long-awaited dream of many alumni of the Kainan Commercial & Technical High
School for their school to be upgraded to an institute of higher education was on its way to becoming
reality with the establishment of a preparatory committee for the "Kainan Institute of Technology." The
committee was chaired by Thomas Lin (林清波). Hsu Hsin-chih (許新枝), a former Taoyuan County
magistrate and member of the Control Yuan, was instrumental in helping see the university would be
located in Xinxing Village of Taoyuan County's Luzhu Township, a central point in northern Taiwan's
high-tech corridor of Hsinchu, Taoyuan, and Taipei.
In order to extend Kainan Commercial & Technical High School's tradition of "commerce &
technology" and also to help Taiwan meet its need for managerial human resources, three of the school's
alumni -- Thomas Lin, Hsu Hsin-chih, and Li Bing-cheng (李炳盛) -- filed an application with the
Ministry of Education in February 1991 for the establishment of "Kainan University." The ministry
approved the plan in September 1994.
In February 1995, Thomas Lin was elected the first president of the board of Kainan University. He
brought together many of the high school's alumni to have them help in the university's establishment.
The groundbreaking for the main multipurpose building was on October 7, 1996, with construction
completed in November 1997.
Since March 16, 2000, when the university received official sanction, students have been able to choose
it for enrollment. In its first year, the school had seven departments – finance; international business;
information management; accounting; shipping and logistics; business administration; and tourism,
restaurant, and hotel management -- and more than 600 students entering as freshmen. Law and foreign
languages rounded out the school.

The process of education involves the cooperation of both teachers and students.
Teachers and students should communicate with and treat each other with sincerity, a quality so
important that Kainan has included it in the school's motto: "Diligent study with generality, broad vision
with sincerity."
The development principles of Kainan integrate education, research, and service. At Kainan, education is
not limited to book learning but extends to students' morals, intelligence, creativity, and human relations,
among other aspects.

The stable big wheels symbolize steadiness and the frontier spirit of Kainan.
The strong and powerful wings represent the idea that continuous progress in education leads
students toward an ideal future and unlimited development.
The heads of the snakes form a heart. Together with the triangle above, these resemble the Chinese
character "台" (the tai in "Taiwan"), symbolizing Kainan's identification with and confidence in
Taiwan.
The Office of International Programs and Services
In today’s ever increasingly globalized society, it has become vital for students to develop not only an
awareness of cultural difference found around the world, but to go beyond that by developing the
interpersonal and communication skills needed to facilitate the sharing of ideas, values, customs, and
cultures across borders. The Office of International Programs and Services has been established at
Kainan to ensure that Kainan students develop in an environment rich in diversity derived from a diverse
faculty and a diverse student body.
The Office of International Programs and Services is the coordinating body for four
internationalization-oriented programs. These programs are as follows:

The International Honors Program, which awards qualified undergraduates, both local and
foreign, a full, four-year scholarship, plus a guaranteed job upon graduation in one of Taiwan’s
science parks.

The International Exchange Program, which enables Kainan students to study abroad and
foreign students to study at Kainan


Business Management School
Department of Business Administration
The Department of Business Administration was established in 2000. The following year, the department
began a MBA graduate program and an extension program for academic credits to respond to the
demand for business administrative professionals in industries. The department aims to cultivate
successful, well-educated business administrative professionals. The courses focus on not only a
professional training in human resource, information, finance, marketing and production as well as
educating students with practical and theoretical problem-solving competence in management, but also
language and computer training as well. The four-year undergraduate program will prepare students for
entry into management positions both in private companies and public institutions or for continuing their
studies in graduate schools.
The graduate school is designed to produce advanced professionals in management capable of making
significant contributions to academic research. The program encompasses professional management in
production, technology, service industries and business strategies. We hope the graduate school, by
offering integrated programs that teach the latest skills in management and technology can create
professional executives with both local and international perspectives in management.
Department of International Business
The Department of International Business develops students for careers as international corporate
managers and marketers. The curriculum includes international management, international marketing,
and international finance, along with related computer and language courses. Our goals are to develop
students’ abilities to use information technology to collect information and analyze data about industries
and economies. The graduates of the department serve a wide spectrum of international corporations,
in fields such as marketing, management, financing, and manufacturing.
Our faculty members possess a wealth of experiences in international business. In addition, the
department invites managers from international corporations and experts to give lectures and par ticipate
in our conferences to share their knowledge and experiences. We also modify our courses according to
the demands of industries and continuously develop a distinct identity of practical, application-oriented
creativity in teaching, research, and consultancy to industries. Our aims are to provide high-quality
programs to meet international corporations’ continuously evolving need for highly educated and skilled
manpower.
Our plans include the establishment of a business-information center to serve the needs of students,
researchers, and companies collecting market information. We wish to establish close and mutually
beneficial links with local and international corporations.
Department of Banking and Finance
The Department of Banking and Finance was established in 2000 and began its graduate program the
following year.
The developments of financial markets and economic situations are closely interrelated. In order to deal
with the changes of the market environment and train people with sought after skills, the Department of
Banking and Finance at Kainan University has designed a sophisticated curriculum that emphasizes not
only the basic theories of business but also professional courses, including banking, insurance, securities,
corporate finance, trust investment, and financial derivatives. The goal of the curriculum design is to
provide students with the knowledge of how to combine business theory and real market practices.
The department is expanding its cooperation with businesses in the sector. Moreover, the department is
abreast of trends in global financial liberalization, emphasizing such areas as the research of financial
systems, the development of financial markets, the control of risks in new financial instruments, the
process and rule of financial instrument Accounting, and the design of financial software application.
Faculty research interests include almost all areas of finance, such as banking, financial-statement
analysis, market microstructure, derivative securities, empirical tests of the intertemporal financial
market models, financial-market volatility, and exchange-rate modeling.
Department of Accounting Information
Accounting is one of the oldest and fastest-growing professions. Business, government, and other
organizations depend on accountants for financial data and its interpretation. The increasing complexity
of business operations, the computerization of accounting systems, and the globalization of economics
all require the expertise of accountants.
Kainan’s accounting program provides the foundation for a well-educated accounting professional. The
faculty of the Department of Accounting maintains a responsive program that provides state-of-the-art
technical and conceptual knowledge for a successful career in accounting. The faculty is committed to
high-quality teaching and innovative curriculum development.
Department of Risk Management
No matter in the public field or individual enterprise, the subject of risk management have been paid
much attention. The Department of Risk Management at the Kainan University will be established in
2005 in response to fast changing environment of business operations and increasing demand for a
profession across different disciplines. The program of risk management provides students to acquaint
with various types of risk and uncertainty around business and the society, and train them to be an
effective risk manager in business operation, insurance planning, project controlling and public
administration, etc.
The design of the curriculum in this department is to combine the knowledge of business administration,
banking and finance, transportation logistics, public policy, information science, insurance theory and
related economics law. The goal of the curriculum design is to provide students with an overall
background in risk management. It is expected that we are able to cultivate risk managers, insurance
managers, actuaries and internal auditors for enterprises or government agencies.
Our faculties are possessed of experiences in related research domain and practical affairs. We will also
invite experts and managers form insurance corporations and listed companies to make speeches about
their experiences in risk management and risk analysis. In addition, we are planning to launch a master
program, so as to elevate the research quality and foster excellent researchers and scholars in this field.
Information Technology School
Department of Information Management
The Department of Information Management at Kainan University was established in 2000. Its goal is to
develop students capable of fulfilling the needs of a global society that is becoming evermore dependant
upon the need for information management. The underlying principles and characteristics of the program
are as follows: Firstly, we emphasize the integration of information technology with managerial skills.
The aim is to gain better understanding of organizational operations through increased management
knowledge and to teach students how to use information systems to raise management effectiveness.
Secondly, we stress the strengthening of humanism in the classroom and in everyday life in order to
open students’ minds and to draw an awareness of the need to care for people and the land. Thirdly, we
emphasize the need to cultivate foreign language skills to ensure our students can effectively
communicate in a global environment. Fourthly, we encourage the integration of academic and practical
training through programs like our “Project in Information Management.”
Department of Information and Electronic Commerce
Kainan's department of Information and Electronic Commerce focus is on developing knowledgeable
and skillful IT practitioners with information-management skills.
The department's program is designed to advance the career of professionals in business by enhancing
their understanding of various forms of e-commerce (B2B, B2C, online trading, etc.) and related
technologies. The program is a joint effort of Kainan University and the Taoyuan business community to
provide up-to-date knowledge in the theory and practice of e-commerce.
The program not only improves students' knowledge of e-commerce and Internet technology but also
helps students develop a full range of management skills. The program includes workshops, seminars,
internships, and fieldtrips to companies.
In keeping with the needs of national economic development and the creation of science and industrial
par ks, the department emphasizes the integration of theory and practice, technology and business
management, and broad-based education and specialization.
Undergraduate studies concentrate on producing business managers skilled in technology. Our graduate
program teaches students how to integrate technology and management to create skill sets needed by
today’s business professionals.
Department of Information Communications
The Department of Information Communication at Kainan University was established in 2003. The
department imparts upon students knowledge aimed at helping them understand new types of
information and communication technologies, as well as learn how to apply this knowledge in various
applications. Graduates will be able to become valuable contributors to enterprises, thereby bringing into
full play the maximum potential of information communication.
An important objective of this department is to create a good learning environment, and to encourage
students to develop deeper understandings of their chosen field of study. These fields of study include:

 design of digital media
 production of communication media program
 theory and application of network communication technology
 management and marketing of information network
 communication theory
Tourism and Shipping School
Department of Shipping and Logistics Management
The Department of Shipping and Logistics Management offers academic programs covering both the
technological and managerial aspects of the shipping, air-transport and logistics profession. It provides
undergraduate and graduate (master’s and on-the-job master’s) programs. Our graduates serve a wide
spectrum of shipping-and-logistics-related companies and organizations.
The department is focusing on the education and training needs of the industry in Taiwan and beyond.
Our mission is to provide academic excellence and professional managers for Asian and international
shipping and logistics industries, and, by so doing, to become an significant and integral element of
Taiwan’s efforts to enhance its position as one of the major shipping and logistics centers in the
Asia-Pacific region.
We aim to provide our graduates with a wide spectrum of knowledge and skills in maritime/logistics
within the perspective of international transport and trade. The programs are also designed to cater to the
academic needs of those who wish to focus their careers on either the operational or commercial side of
the shipping/logistics industries. We integrate logistics and supply-chain management with traditional
transportation and manufacture-operation management to optimize the use of resources of firms in a
logistics network that delivers value to end customers. In addition, to meet employers’ current and future
needs for expertise, the curriculum builds skills and knowledge in operations management, information
technology, cross-functional management, international business, and transport logistics. We place
special emphasis on active student participation and industry collaboration. In parallel with and in
support of Taiwan’s objectives, the department expects to become an international center of excellence
for international shipping/logistics education and research.
Department of Tourism and Hospitality Management
Established in 2000, the Tourism, Restaurant, and Hotel Management Department’s goal is to develop
professional planners and management personnel for the tourism and hospitality industries. The
department’s curriculum integrates three sets of courses: general and core courses, which focus on
character education, placing equal emphases on the liberal arts and state-of-the-art technology; required
specialized courses, which build students’ basic management skills for a career in the tourism sector; and
elective specialized courses, which allow students to choose for themselves among the tourism and
recreation, travel and aviation, and hospitality sectors.
The training and instruction provided at the department have the primary goal of nurturing the students’
service mentality. Because the department emphasizes practice as well as theory, site visits, special
lectures, a semester–long off-campus practicum, and instructors with practical experience in the related
field of study are all part of a curriculum aimed at helping students gain professional tourism and
hospitality management skills. Another teaching objective is to empower students with the ability to
communicate in a multicultural context by providing extensive training in foreign languages and
computer skills. The teaching is characterized by inspiring and lively approaches, positive
teacher-student interaction, and the extensive use of multi-media.
The department prides itself on its close affiliation with the Howard Plaza Hotel Taipei, owned by
Kainan University’s former chairman, Liao Chin-Fu, and with the Hotel Royal Taipei, which was
established by the university’s emeritus chairman, Lin Ching-Po.
Kainan University is advantageously located near Chiang Kai-shek International Airport and a vast array
of establishments and corporations such as EVA Air, Air Kitchen (of China Airlines), and Koo’s Hotel.
Ample opportunities exist, therefore, for exchanges and collaboration between the department and the
industry, creating an environment conducive to nurturing world-class talent for the tourism and
hospitality sectors.
Graduates of the department can prepare to launch their careers in the public sector by working in
organizations such as the Tourism Bureau of the Ministry of Transportation & Communications, local
tourism-development offices, or national scenic spots, or they can prepare for careers in the private
sector by working in organizations with ties to domestic tourism management, overseas sightseeing,
restaurant management, or travel agencies.
Graduates of the department could also opt to pursue further studies in graduate institutes of tourism
management, marketing management, or leisure management.
Department of Air Transportation
The Department of Air Transportation was established in 2002. The department offers programs leading
to bachelors and MBA degrees. Students are prepared for professional careers in research, development,
and management of air transportation. The courses place emphasis in the areas of basic managerial skills,
laws of air transportation, and we have specialized courses in air transportation. The department offers a
balanced mix of air- transportation training for both undergraduate and post-graduate students. In just a
few short years, Kainan University has developed one of the most prestigious departments of air
transportation in Taiwan.
Humanities School
Department of Public Affairs Management
The Department of Public Affairs and Management provides students with up-to-date knowledge and
skills in the field of public affairs and management. Students are taught how to deal with challenges
arising from a multitude of contemporary issues, as well as how to cope with various demands placed on
public managers in this competitive informational age.
The four-year curriculum educates students in three major areas: public policy analysis, administrative
management and local public administration. Training courses include the latest information and
professional techniques needed to develop skills in local government management, public administration,
public policy analysis and business administration. Required fundamental courses include political
science, administrative management, economics, administrative law, public financial management, the
Constitution and government of R.O.C., public personnel system, statistics, sociology, as well as public
management and computer science. Optional courses include analysis of Mainland China issues,
international politics, political economy, state development issues, medical insurance policy analysis,
e-government management, and the sociology of information.
With such comprehensive course arrangements, students can acquire knowledge to maximize their
potential in managing public affairs as well as gain deeper understandings of public management. After
finishing our comprehensive four-year learning program, students can either attend graduate institutes in
relevant fields or pursue fulfilling careers in the public sector. We plan to initiate a graduate program in
the near future. With an emphasis on advanced research of public affairs management and policy
analysis, the major objective of the graduate program will be to provide graduate students with advanced
studies in ways of improving the efficiency and effectiveness of local governance and public service. In
addition, the program will include relevant training about e-government and global public issues
surrounding public affairs.
Department of Applied English
The Department of Applied of English at Kainan University offers academic programs to help nurture
English language professionals by means of courses integrating language abilities and the practical
aspects of business administration and/or information technology. This program is designed to prepare
students for the professional interpreters or language specialists in the international business market,
tourism industry, government, private sectors functioning overseas, and etc. The faculty members in our
department are well educated with terminal academic degrees and qualified to attain the education goal
of cultivating professional administrators in domestic and global markets.
Currently, the department consists of 10 full-time faculty members; eight of the 10 received their
graduate education from an English-speaking country. Furthermore, it is our goal to hire an additional 10
doctorate-holders to join us by August 2005. Those potential faculty members will be recruited from
different parts of the world to increase faculty diversity of our department.
Curriculum:
The curriculum, with its focus on theory and practice, is a multidisciplinary curriculum oriented towards
the humanities. This curriculum combines the best aspects of traditionally defined academic and
professional programs. It is distinguished by more advanced functions of the English language through a
communicative approach and a further development of cultural awareness. This opens career
opportunities in a world demanding increased interdependence in a technologically oriented, diverse,
dynamic and global environment.
The curriculum integrates three main course requirements: core courses for general education, required
specialized courses, and elective courses. The aim of the core courses for general education is to lay a
solid foundation for future education. The required specialized courses focus on enhancing English
language abilities and on character education with equal emphases on business administration and
information technology. The elective courses allow students to enroll in courses that help them establish
a service mentality combining theory with practice.
At the same time, to promote the future intellectual career, one of the graduation requirements is a senior
thesis. The thesis will demonstrate the ability of students for critical thinking, creative expression,
research competence, and mastery of analytical tools for academic professional achievement.
Department of Applied Japanese
Our department was formerly known as Japanese Subdivision of the Department of Applied Foreign
Languages. This department was established based on the mission and educational purpose of cultivating
Japanese language specialists who possess character and intellect. Since the initiation of the program
back in 2002, under the leadership of former Chairs Dr. Rei-Tai Tsao, Dr. Sen-Ling Lin, and Dr. Lei-Kai
Hsiao, and with the collaboration among all faculty and students, the department has been progressing
steadily.
It is well-known that our country is located in the middle of a high air and sea traffic route. On the other
hand, our campus is near the C.K.S. International Airport, and it is located close to the focal point of the
industrial district in the Taipei, Taoyuan, and Hsin-Chu area. This geographic advantage, constructs the
foundation of our institution indirectly to develop to a greater extent.
Based on that notion, to complement the current trend and the need to build up the economy state of our
country, our department’s role is to merge an internationalized language program with professional
knowledge to allow even greater potential for further development. In the near future, our students are
expected to be the top-notch experts who can hold a place in the South Asia market, and march into the
international market as well.
Department of Law
The Department of Law at Kai-Nan University is an undergraduate program established in 2002. We
were the first Law School in Tao-Yuan County. The Law Department emphasizes Financial Law and
Technology studies. Our aim is to develop law professional capable of filling a rapidly growing demand
in these areas. In addition to placing an emphasis on financial law, we also emphasize the growing
importance of technology law. These two concentrations enable us to prepare students for work in a
world where emerging information and communication technologies have generated unique legal
problems that didn’t exist in years past, like intellectual property right protection, Internet crime,
e-commerce, and communication secrets.
Center for General Education
The Center for General Education helps students develop their communication and rational thinking
skills through a technology-oriented curriculum that focuses on whole personality development.
The curriculum is divided into nine major categories, which includes the following: Chinese Language,
Foreign Language, Information Education, History Study, Constitution and Law, Human and Art
Sciences, Natural Sciences, and Social Sciences. This broad reaching curriculum empowers students
with the following:
 Language competencies demanded in today’s global era
 A stronger ability to process and handle information
 A feel for the latest technology
 A deeper understanding of the concept of nation and of the law
Additionally, in order to enhance students’ multilingual proficiencies, we have developed Language
Villages. These unique learning facilities give students unique environments where they can enhance
their English, Japanese, Ha-kka, and Taiwanese languages. Additional services include service education
courses, designed to impart “general knowledge” for adapting to challenges found in real life. We also
published in 2002 the “Journal of General Studies.” This publication aims at improving the quality of
teaching and research.
