The above referenced Special Use Permit Application has been reviewed by this office. The
following site conditions are noted:
About _0 % of this 2.3 acre site is Resource Protection Area (RPA) or Environmental
Resource (ER) based on Chesapeake Bay Preservation Area Overlay maps or the Long Range
Land Use Plan.
Approximately __0_% of this 2.3-acre site contains slopes greater than 15 to 25%.
Approximately __0_% of this 2.3-acre site contains slopes greater than 25%.
This site is located in Subwatershed #206 which drains into the North Fork tributary of Broad
Run in the Broad Run watershed.
Soil information for this site was taken from the Prince William County Soil Survey (August
1989). Existing soils have been disturbed with adjacent development however predominant
soils mapped for this site include:
40B – Montalto silty clay loam, 2 to 7 % slope – This soil is very deep, gently sloping and
well drained. It is generally found on side slopes and ridges and mapped in the central portion
of this site. . Permeability is moderate to moderately slow with a moderate erosion hazard and a
medium surface runoff. This soil is considered suitable for building site development, although
it does not have sufficient strength and stability to support vehicular traffic.
38B – Meadowville loam, 0 to 5 % slope – This soil is very deep, level to gently sloping and
well drained to moderately well drained. It is mapped in the southern portion of this site.
Surface runoff is slow to medium with a slight erosion hazard and moderately rapid
permeability. This soil is poorly suited to building site development and onsite waste disposal
due to downstream runoff and a high water table during the spring and winter. The soil does not
sufficient strength to support vehicular traffic without strengthening.
With regard to surface water drainage:

COMMENTS
1. This SUP is to develop a Garden Center and Landscaping Services and storage on this
2.3 acre vacant parcel off John Marshall Highway in Gainesville.
2. There is no Resource Protection Area (RPA) or 100-year floodplain on this site. RPA is
located approximately 400 feet to the south of this site along the North Fork tributary to
Broad Run .
3. A PFD letter was received for this site in February 2007 verifying that no streams
are present on this site.
4. Storm water Management for this site is proposed to be handled by a large
SWM./BMP pond located at the rear or southern portion of the site. This site
appears well suited by topography.
5. As this site will be utilized for Landscaping services and supplies, the outdoor
storage of mulch, sand and gravel should be a impervious surface beneath storage.
Applicant has proposed SUP condition that that” outdoor storage of material
(mulch, gravel, topsoil, etc.) may only be stored in loose stockpiles on a concrete
pad or bagged to prevent leachate from infiltrating into groundwater or surface
flow and contamination ground or surface water.” This is acceptable.
6. No gas dispensing is shown in the SUP plan or referred to in narrative. If gas or oil
is to be dispensed onsite , a pretreatment device will be required to protect offsite
waters.
7. An Environmental Constraints Analysis (ECA) plan and narrative was submitted
with original SUP package. The ECA showed 2 predominant soil types mapped on
this site—Montalto loam which is suitable to building and Meadowville loam
which is considered poorly suited to building development. No steeper sloping
area is shown on this site. No streams or wetlands are found on the site and no
threatened or endangered species.
