BACKGROUND AND SUMMARY
ECODIT is implementing the USAID-funded Green Annamites activity in Quang Nam and Thua Thien
Hue provinces in central Vietnam. The purpose of the Green Annamites activity is to assist Vietnam’s
transition to climate-smart, low emission, and resilient development that protects people, landscapes, and
biodiversity in Vietnam’s priority forested provinces. The project’s overall period of performance is
September 26, 2016 to December 16, 2020, subject to the availability of funding, and includes three main
tasks:
1.
Increase application of low emission land-use;
2.
Strengthen biodiversity conservation; and
3.
Increase resilience for vulnerable communities.
Under the USAID Green Annamites project, ECODIT is seeking to hire two Provincial Project
Coordinators (Vietnamese citizens, one in each province) for Quang Nam and Thua Thien Hue province.
The provincial coordinators will serve as the day-to-day project liaison with government counterparts,
implementing partners, and communities in each province.
DUTIES & RESPONSIBILITIES
Under the direct supervision of Deputy Chief of Party and oversight of the PMU the Provincial
Coordinator will:

Provide day to day coordination and liaison with provincial government partners, particularly
Department of Agriculture and Rural Development (DARD), Forest Protection Department.

Facilitate, support and oversee project’s activities implemented by ECODIT, subcontractors,
short-term technical assistance and other local implementing partners.

Provide technical assistance and support to project beneficiaries for implementation of activities
(i.e. agroforestry or agriculture livelihood activities, etc.) in close collaboration with technical
leads, implementing partners, extension service, etc.

Travel extensively to field sites in order to maintain close collaboration with project participants,
community organizations, cooperatives and other partners to ensure smooth project
implementation. This includes the early detection of issues on the ground that could hinder

successful project implementation. It is expected that the PC will spend at least 50 % of
their time in the field.

Identify existing livelihood patterns and possible alternate livelihood options in the project sites.

Provide assistance in technical and activity planning (led by Task Leads).

Provide inputs for the project office to prepare quarterly/annual reports. This includes success
stories, short videos, photographs and interviews with beneficiaries and partners.

Maintain detailed database of all field activities – financial tracking, field records, photos, videos,
documents, reports and communications of the field work.

In close collaboration with project office, responsible for administrative tasks for the field office
to include: follow-up of invoices and payment schedules; informing local authorities for team travel
plans to field sites; tracking of official documents/letters etc.

Act as main contact for the Project with provincial Tax Department when required for VAT
refund process; work closely with the Project Accountant to assist the Director of Finance and
Administration in working with the provincial tax auditors when needed.

Perform other related duties as required.
REQUIRED QUALIFICATIONS:

Formal education: B.Sc. or M.Sc. in agriculture, natural resources/forest management, or other
relevant disciplines;

Work experience: at least 8 years in conservation based sustainable livelihoods and/or, value chain
development, including project management and coordination skills;

3+ years experienced working with ethnic minorities in remote areas;

Prior project field coordination experience in Quang Nam and TT Hue is an advantage;

Advanced computer skills in Microsoft word and data processing;

Languages: excellent command of written and verbal English and Vietnamese.
