BC Stats is the central statistical agency of the Province of British Columbia and
delivers statistical products, services and expertise including the production and
interpretation of statistical information relating to all facets of life in British Columbia,
the demographic, social and economic conditions of the Province and its population;
assisting Provincial Government ministries and agencies with their statistical
activities such as collecting, compiling, analysing and distributing statistical
information; and coordinating statistical matters between the British Columbia
Government and statistical agencies of other governments.
Role Overview
Under authority of the British Columbia Statistics Act, plan, organize, direct, control
and evaluate cost effective delivery of the Province’s comprehensive statistical,
mathematical and informational products, services and expertise that support the
corporate objectives and priorities of the British Columbia Government, and
contributes at the national level on the development of Canada’s statistical policies.
The Executive Director has a mandate to develop a body of economic, social and
demographic statistics while ensuring that provincial information requirements are
well defined and respected in the national statistical system and that high statistical
standards are specified and maintained. The Executive Director offers a survey
management capability to government ministries; provides a variety of statistical and
mathematical products and services to clients in the public and private sectors; and
offers advice to senior officials relating to the quality, relevance and availability of
statistical information.
Responsibilities / Accountabilities
The position is accountable to the Assistant Deputy Minister of Service BC, Ministry
of Citizens Services to:

direct the development and delivery of an integrated program of statistical
products and services leading to the formulation and development of economic
and social policies and expenditure decisions by the BC government and its
agencies

direct the development of legislative, policy and procedure frameworks, including
the confidentiality of individual records as required by the Statistics Act,
determine long term program direction to meet ministry service plan goals and
provincial objectives

plan long term statistical requirements of government, determine priorities and
allocate resources to carry out the work plan, make decisions on statistical
systems, methods and procedures used by the branch

oversee the quality and credibility of the research statistics of BC Stats and
conduct evaluations and assessments of products and services against best
practice standards

lead and direct survey management within government, and provide statistical
and mathematical products and services to clients

enable regional economic development policies through the provision of
statistical information to the private sector

represent the government of British Columbia nationally, provincially and
internationally, advocate and lobby on behalf British Columbia and support /
contribute to the national system by carrying out initiatives in co-operation with
the federal government

manage a branch budget of approximately $6.0 million in expenditures and $5.0
million in recoveries from other ministries and agencies of the provincial
government, departments of the federal government and the private sector for
client sponsored data collection and analysis projects

lead, direct and supervise 45 to 50 employees consisting of professional
statisticians and economists as well as systems and administrative staff across
several business units: Data Services, Trade & Business Statistics, Economic
Statistics, Labour & Social Statistics, Demographic Statistics, and Surveys &
Analysis

shape the national statistical system in Canada as a member of FederalProvincial-Territorial Consultative Council on Statistical Policy
Qualifications / Competencies
Post graduate degree in statistics, economics or applied social sciences with
substantive experience conducting and leading statistical studies and research
projects, or an equivalent combination of education and experience
Experience in a leadership role and a proven record of strategically aligning a
business operation, building an innovative, service centric culture, and realizing
strong employee engagement and building workplace capacity

Several years experience establishing and maintaining collaborative working
relationships, particularly at a senior decision-making level; experience establishing
program goals, objectives and priorities, building business and service plans; and
experience conducting consultations at a senior level
Experience leading professional staff, including developing and evaluating
performance goals
Ability to effectively exchange information and explain complex economic,
demographic and statistical concepts to non-technical audiences
Strong communication and interpersonal skills, including an ability to develop and
maintain a network of contacts and build partnerships with clients
Knowledge of the Canadian national statistical system
Competencies
To achieve government’s Vision, the Executive Director must position and structure
