PROJECT PROPOSAL
P6.8 MILLION CONCRETING OF FRAM-TO-MARKET ROADS
IN THE MUNICIPALITY OF NAVAL, PROVINCE OF BILIRAN
I.
DESCRIPTION
A. Brief Summary
The proposal project of Concreting of Farm-to-Market Roads in the
Municipality of Naval will address on why farmers continue to suffer from low
prices for the product of their hard work despite fair harvests. Without access to
proper transportation, small farmers are belabored with the prohibitive costs of
bringing his own produce to the markets. This often results to the farmers giving
in to pressure by unscrupulous traders, who come along to but their outputs right
at the farm at very low prices.
The proposed project will provide the farmers, particularly in the areas
directly served, an opportunity to transport their produce just as easily and at
lower costs, and in the same manner provide easy access for the movement of
farm inputs and laborers during planting season.
The proposed project will increase the income not only of hundreds of
farmers and their families who are directly along the farm-to-market road, but of
thousand of other farmers and their families in the outlaying barangays who will
also come to benefit from the project in their daily livelihood.
B. Project Goals and Objectives
Under the Agri-Pinoy Program, which serves as the over-all framework on
agricultural programs of the Aquino Administration, it is the goal of the national
government to stop importing rice by 2013. Along this line, people in the grassroots
level are empowered to effect the desired changes in the agricultural sector towards
achieving rice self-sufficiency.
Section 52 of RA 8435 or the Agricultural and Fisheries Monetization Act also
provides for the construction of farm-to-market roads in priority areas taking in to
account the number of farmers and their families who shall benefit from it, and the
amount, kind and importance of agricultural products involved.
Analysts claim that among the factors blamed for the country’s weak
economic performance was weak agricultural productivity. Their study said that to
support development in the agricultural sector, farm-to-market roads among others
are needed.
The project entitled Concreting of Farm-to-Market Road in Sitio Bagacay,
Brgy. Haguilhikan in Naval, Biliran aims to contribute greatly to this goal, as it is
highly expected to provide the much needed opportunity to transports harvests faster
from farms into markets art more competitive prices.
Further, the project aims to accomplish the following:
1. To address the issue why farmers obtain such low prices for the product of their hard
work. Without farm-to-market roads, small farmers are always subjected to the grossly
prohibitive costs of bringing his own produce to the markets. More often than not,
farmers are forced to accept any offers, lowest at most, from unscrupulous traders who
come along to buy their outputs right at the farm.
2. To change the local economic scenario, as the presence of improved farm-to-market
road in the barangays will spur more economic activities as transport of products
becomes easier, establishing a better link among farming communities in different
barangays, motivating farmers to become more actively involved in farm works.
3. To establish the physical and economic benefits that the farm-to-market road will bring to
the farmers and farming community in the area, which may result in establishing same
projects to other areas of the same needs.

C. Location
The improvement of farm-to-market roads, particularly in the locations
enumerated below, has been a wide clamor by the residents, and was requested by
the barangay officials to be considered by the provincial government for funding. In
its part, the provincial government has validated these particular sites of the project
as strategic locations which best serve the purpose.

D. Beneficiaries
The proposed Concreting of Farm-to-Market Roads in strategic locations in
the municipality of Naval will directly serve and benefits the herein listed number of
hectares and farmers, and countless other farmers and residents from their
neighboring barangays.
1. Concreting of FMR in Sitio BAgacay, Brgy. Haguikhikan, Naval
Serve 90 hectares of Riceland and directly benefit 85 farming families
2. Concreting of FMR in Brgy. Cabungaan, Naval
Serve 10 hectares of Riceland and directly benefit 6 farming families
3. Concreting of FMR in Brgy. Anislagan, Naval
Serve 18 hectares of Riceland and directly benefit 10 farming families
4. Concreting of FMR in Brgy. Larrazabal, Naval
Serve 108 hectares of Riceland and directly benefit 85 farming families
5. Concreting of FMR in Sitio Balik-Balik, Brgy. P.S. Eamiguel, Naval
Serve 57 hectares of riceland and directly benefit 50 farming families
E. Project Partners
This is a joint project of the DILG as the funding source under the PCF
program and the Provincial Government of Biliran as the recipient LGU and project
implementer.

IV. PROJECT MANAGEMENT
A. Procurement
The procurement of infrastructure project for the P6.8 Million Concreting
of Farm-to-Market Roads in various locations in the Municipality of Naval shall be
governed by RA 9184, the head of procuring entity being the Provincial
Governor, to whom the Bids and Awards Committee will recommend the winning
bidder after undergoing the regular procurement process.
The Technical Working Group assures the correctness of the technical
specifications of the infrastructure project for construction, as to the length, width,
thickness, and mixture of concrete materials.

B. On-going Project Management
During the project construction, the provincial government, being the
procuring entity, may subject the materials and workmanship to periodic
inspection through its Engineering Office to ascertain that the materials and
workmanship conform to the specifications described in the contract.
The provincial government through its designated project engineers will
have at all times access to the work site and materials, and through the provincial
inspectorate team, to conduct inspection and carry out testing which shall form
part of the basis for acceptance or rejection of the works.
C. Post-Project Management
After the completion of the project and the subsequent acceptance, the
provincial government shall assume responsibility of the management of the
project, even after beyond the warranty period. It shall allocate funds from its own
sources for maintenance to keep the project safe and usable to the community.
V. PROJECT SUSTAINABILITY
Once implemented, the proposed project is highly expected to raise the income
of the farmers and elevate the economic status of their families. Easier access between
the farms and the market and in-between farm communities will drastically lower
transportations costs, consequently lowering overhead production costs, and finally
translating to higher levels of income for the farmers.
In the long run, the benefits derived by the entire community from the project in
the years to come will offset the cost required in its construction. Upon acceptance of the
finished project, its sustainability will be assured by regular infrastructure maintenance of
the provincial government.

This will result in a more convenient flow of transportation for farmers not only
between the two barangays but among other farming communities in the outlaying
barangays, linking the area to the major road network towards the market center.
VII. RISK MANAGEMENT
The implementation of this infrastructure project faces risk during the
construction phase, such that correction measures are already being considered and
integrated in the contract to allow the provincial government as the procuring entity to
maintain schedule or recover costs in any case.
This is in the form of warranty to ensure that the contractor will correct structural
defects and failures in the construction. The one-year defects liability period shall be
observed until final acceptance by the provincial government.
