Lithuanian Ministry of Foreign Affairs
Project "Institutional capacity consolidation of Republic of Moldova, by establishing food and
veterinary audit system according to EU requirements", 2013
One of the main veterinary and food control ways and methods in accordance of EU regulations
external is internal veterinary and food audits which need to be done in every EU member state and
partner countries which export or seek to export animal and animal production into EU market.
Every country’s food and veterinary control institutions need to have food and veterinary audit
service in their administrative structure. The aim of this institution is the implementation of general
or specific (ad hoc) external and internal audits that recheck the food and veterinary officers control
results and the officers abilities and skills to fulfill the law act regulated audits in the objects.
In Moldova the veterinary and food audits functions are not delegated to a particular structural
subdivision or service. Also there are no national law acts that regulate audit and its procedures,
annual audit plans and their preparation requirements. There is no description on national audit for
food and veterinary system and its management in Moldova. These issues inhibit in the Eurointegration process of Republic of Moldova.

The project contributes to the aggregate Republic of Lithuania and the EU's policy of development
cooperation. The purpose of the policy is to promote economic growth in developing countries to
reduce differences between developed and developing countries and to help them to integrate into
the economy of EU. Successful achievements of project goals and implementation of the activities
will contribute to more effective Moldova’s integration in EU and will strengthen institutional
capacity. Creation and development of food and veterinary audit system and its management in
Republic of Moldova, circumstantial with the EU Acquis, affects legal basis, business environment
and economic operation environment changes. It is expected that the transfer of accumulated
Lithuanian experience of food and veterinary audit and management system development with
implementation in accordance with EU Acquis will sustain the institutional capacity of animal byproduction national veterinary control and monitoring system and let ensure the high standards.
The long-term development objective is to strengthen Moldova’s veterinary and food control
audit system and food production enterprises self-control system by sharing the knowledge of
Lithuanian veterinary and food control system installation in accordance to EU requirements. Also
to support Moldova's Euro-integrative reforms.
Objectives of the project:
Enhance the administrative capacities of agriculture and food industry ministries in Republic of
Moldova by coordinating the spheres of food and veterinary audit and food management
companies’ national veterinary control.

Agriculture and Food Industry Ministries in Republic of Moldova, other competent institution's
officers
Description of the project:
The aim of the project is to strengthen Moldova’s agricultural and food industry ministry and other
competent institution's officer’s administrative capacities to organize, coordinate and/or execute
food and veterinary audit and national food management companies’ veterinary control. During the
time of visit 2013.05.07-2013.05.11 four specialists from Moldova were introduced to the food and
veterinary audit system in Lithuania, EU and international requirements. The experts from Baltic
Institute of Agribusiness shared their knowledge with participants of the project about the creation
and management of the system according to EU Acquis. The delegation from Moldova visited the
ministry of agriculture, national food and veterinary inspection, Lithuanian enterprises which have
the system of self-control and confectionery installed and working. Baltic Institute of Agribusiness
had a round table discussion during which the issues of Moldova’s animal by-products management
system law base reconciled with the international requirements and EU law questions. Also
discussions about Moldova’s food and veterinary audit office administrative capacities were
mentioned.
Results of the project
During the project there were consolidated capacities of four specialists from ministries of
agriculture, food industry and other related institutions in Republic of Moldova. The specialist
gained theoretical and practical knowledge about food and veterinary audit system and how to
create and maintain it with the example of the system working in Lithuania. Also the visit in
Lithuania provided them with the most rational methods for Moldova to install and manage a
similar system.
Project “Non-animal food and feed control in regional, national and interstate level in
Afghanistan and other Central Asia countries”, 2013
Countries of the project:
Islam Republic of Afghanistan, Republic of Tajikistan, Islam Republic of Pakistan and Republic of
Kyrgyzstan
The project covers four Central Asian region countries. Afghanistan, Pakistan, Tajikistan and
Kyrgyzstan which are classified as the highest risk group of vegetal food importers to the European
Union (EU). That is why there is a need to strengthen the abilities of the specialists in these
countries to control non-animal food and feed, especially the control of production which is aimed
to export to foreign countries and the EU markets. Considering that the neighboring Asian countries
officers need to co-operate with each other in regional and interstate level, share information and
experience in inspection of unsafe food and feed and corporate market supervision. The aim of their
training was to avoid recurring of defects in physical, documentary and compliance inspection
while relating it to the theoretical knowledge and practical skills gained during the project.
The areas of cooperation:
Support for good governance, strengthening of local administration and NGO’s abilities.
Support for rural development, especially for rural productivity augmentation.
The Project is part of Lithuanian and European Union development cooperation policy. The purpose
of it is to promote developing countries economic growth, reduce the difference between developed
and developing countries and help them to integrate in the world economy. Successful execution of
the project spheres and the achievement of goals is a part of Afghanistan, Tajikistan, Pakistan and
Kyrgyzstan institutional skills strengthening. Transferring the experience of EU Acquis in nonanimal and feed control system accumulated by Lithuania and strengthen the Central Asian
neighboring countries non-animal and feed control system to ensure high standards.
The long-term development objective is to share the knowledge and experience of Lithuania in
the non-animal and feed control and installing and executing of it, while applying international
standards and EU requirements. Also the adaptation of control of food and feed imported from third
parties and exported or prepared for export products to foreign countries or EU market in regional,
national or interstate levels and support for the four Central Asian countries implementation of
reforms in farm, food and veterinary spheres.
Objectives of the project:
Strengthening of seven Afghanistan, Tajikistan, Pakistan and Kyrgyzstan responsible institution
specialists administration skills and consult them on non-animal and feed control on import, export,
laboratory test issues.
The main target groups of the project:
Agriculture, irrigation and animal husbandry ministries of Afghanistan, Animal health and
production council, Agriculture and veterinary ministries of Tajikistan, Agriculture and food
industry ministries of Kyrgyzstan, National food security and research ministries of Pakistan,
central and regional level agriculture, veterinary, food and health service professionals of states.
Project description
During the implementation of project representatives from Afghanistan, Pakistan, Kyrgyzstan and
Tajikistan had an educational visit to Lithuania. During this visit, the representatives were
introduced to the food and feed management system on how non-animal and feed market is
supervised and imports/exports are controlled in Lithuania. Also they were introduced to EU food
and feed security concept “from field to fork” and the system which announces unsafe non-animal
product and feed cases (RASFF). The specialist from Baltic Institute of Agribusiness during the
round table discussions shared their inspection experience for unsafe food and feed, corporate
market management and introduced the Lithuanian system of food and feed control applied by the
EU requirements. Also they discussed the problem of non-animal food import into EU.
The representatives have visited the state plant service under the ministry of agriculture, national
food and veterinary risk assessment institute, the market surveillance authorities of the territorial
departments where they got familiarized with the functions commissioned for institutions. Also the
delegation visited non-animal food and feed companies which have installed and working selfcontrol systems.
Results of the project
During the project the specialists’ capacities from seven competitive institutions of Afghanistan,
Tajikistan, Kyrgyzstan and Pakistan administrative capacities were consolidated for non-animal and
feed management. They were provided with theoretical and practical knowledge by the example of
non-animal and feed control systems in Lithuania, its creation and installing experience and were
introduced to EU regulations and requirements for quality and export procedures.
During the implementation of the project, there were initiated Afghanistan, Pakistan, Kyrgyzstan
and Tajikistan veterinary offices and other competent institutions which participated in the project
cooperation while developing veterinary control system, which was matched with international
requirements and EU law. Also, collaboration was promoted while pursuing the control in
international level.
