a) Construct various maintenance and repair projects at a total estimated cost of $4,663,400
($3,591,100 General Fund Supported Borrowing - Facilities Maintenance & Repair and
$1,072,300 General Fund Supported Borrowing - Utilities Repair & Renovation);
b) Transfer all approved GFSB All Agency Allocations to the Department of Corrections
Infrastructure [Z480] appropriation; and
c) Permit the Division of State Facilities to adjust individual project budgets.

Waupun Central Generating Plant Turbine #2 Overhaul (Project No. 09K3A).
Request authority to perform a Turbine Overhaul project at the Waupun Central Generating Plant at a
project cost of $616,000 GFSB- Utilities Repair and Renovation. This project will take the turbine
completely off line for inspection and repair. These inspections should be done every five years.
This inspection is necessary to ensure that the turbine will continue to function without a loss of
service. The Waupun Central Generating Plant provides utilities to both the Waupun Correctional
Institution and Dodge Correctional Institution. Interruption of services to these institutions would be
a critical emergency for the Correctional System.
Turbine #1 will remain in service and was overhauled in the previous biennium as project #08I3T.

Waupun Correctional Institution South Hall Plumbing Upgrade (Project No. 09K2Z).
Request authority to construct a Cell Hall Plumbing Upgrade project at Waupun Correctional Institution
(WCI) at a total project cost of $3,591,100 General Fund Supported Borrowing – Facilities Maintenance
and Repair. This project will remove existing china type water closets and lavatories from each cell and
replace with new stainless steel water closets and lavatories and replace the sanitary waste and vent
piping, the hot water, hot water circulating and cold water piping in the Southwest Cell Hall with 200
cells and South Cell Hall with 240 cells. The sanitary piping will be replaced to the exterior of the cell
halls. The cell halls will be occupied during construction.
The current sinks and toilets are made of porcelain, which is broken easily and can be used as a weapon.
The flush valves are a major maintenance problem. These flush valves open at 35 pounds of pressure
and have caused the entire institution to lose water pressure. The sewer and water piping are originals
that do not meet code requirements, requiring modification with the installation of new fixtures.
Favorable bidding conditions and the experience completing the North Cell Hall Plumbing Project
(#02A4U) lead us to believe that the project can be done well within this budget.

Waupun Correctional Institution Electrical Repairs (Project No. 09B4M).
Request authority to construct electrical repairs at Waupun Correctional Institution (WCI) at a total
project cost of $456,300 General Fund Supported Borrowing –Utilities Renovation and Repair.
A study of WCI’s electrical system in the institution’s utility tunnel, cell halls and kitchen was
completed in August 2009 to identify life safety hazards and code violations. This project will
address the high priority areas identified in that study by removing and replacing conduits and
conductors in the utility tunnels that have rusted through the conduit, replace receptacles in cell halls
with GFCI protected receptacles, and conduct various other electrical upgrades and repairs at the
institution.
