M.1
Mandatory Evaluation Criteria
Using project descriptions, the bidder must demonstrate recent experience (within the
past 5 years) in the delivery of 3 media relations training courses.
Within these 3 deliveries, the bidder must have delivered the training at least once in
English and once in French.
M.2
The bidder must identify the proposed resource(s) that will perform the services
described in the statement of work.
The proposed resource(s) must meet the linguistic requirements of the work (deliver
media relations training in either official language). A maximum of 2 resources may be
proposed to satisfy the linguistic requirements (one to deliver in English and one to
deliver in French).
To fulfill the linguistic requirement, the bidder must provide a minimum of two references
per resource, including name, and current telephone number or email address of those
who can verify the proposed individual’s linguistic capabilities. The evaluation team may
contact references to verify claims made by the bidder.
M.3
The Bidder must demonstrate the ability to offer the training in the following manners:
1- in person at AAFC Headquarters and at our regional centres across Canada.
2 - remotely (via videoconference or web-based training) when required.

Evaluation of the Firm
The bidder should demonstrate experience in the delivery of media training which is similar to the requirements
described in the Statement of Work.
Using project descriptions, the bidder should submit a maximum of 3 projects. Only three projects will be evaluated. If
more than 3 projects are submitted, only the first 3 as they appear will be evaluated.
Each project will receive a maximum of 20 points, and the total for this section will be 60 points. Each project will be
evaluated against the following sub-criteria.
The bidder must not submit projects for work completed by AAFC.
Any projects done for AAFC will be given no consideration.
1.1
Organizational Relevancy – Max 5 points per project
The bidder should demonstrate experience delivering media
training to clients in a similar environment to AAFC.
1.2
Relevancy of Delivery Method – Max 10 points per projects
The bidder should demonstrate experience delivering media
training in a variety of formats / group sizes.
Points will be awarded based on
the client who received training.
 Federal Government – 5 points
 Provincial Government – 3 points
 Municipal Government or Private
Sector – 1 point
Points will be awarded as follows:
 Project consisted of group
training (4 students or less) and
one-on-one – 10 points
OR
 Project consisted of group
training (more than 4 people) and
one-on-one – 7 points
OR
 Project consisted of either group
training or one-on-one:
o Group Training – 2-4

media training on a national* level. Delivery may have been
done in person or by video conference or web-based).

Evaluation of the Proposed Course and Delivery
The bidder should describe the proposed approach for satisfying the requirements of the statement of work. To do
this, the bidder should describe:
 the course (including material, components, delivery method),
 their understanding of AAFC requirements,
 potential problems and solutions
Tools and Teaching Aids – Max 10 points
Points will be awarded as follows:

The bidder should describe the course content that will be
tailored to suit the needs of AAFC.
2.3
Problems and Solutions – Max 15 points
The bidder should identify potential problems and
constraints, as well as viable solutions that may occur during
the execution of the statement of work.

Evaluation of the Proposed Resources
The bidder should identify the proposed resources who will work with AAFC to perform the services identified in the
statement of work. In the event that two resources are proposed to satisfy the linguistic requirement, each proposed
resource will be evaluated against these criteria and an average score will be used to calculate the total technical
score.
Using project descriptions, the bidder should submit a maximum of 3 projects. Only three projects per resource will be

points
 The bidder will receive 2 points
for each of the methods
identified.
Minimum points required – 14 points
Total Points for Rated Requirements: 115 points
