MEETING OF THE POLICE CHIEFS
OF ESTONIA, LATVIA AND LITHUANIA
June 17, 2008, Estonia (Tallinn)
MINUTES OF THE MEETING
The annual meeting of Police Chiefs of Estonia, Latvia and Lithuania was hosted by the
National Police Commissioner of Estonia in Tallinn (Estonia) on 17 June, 2008.
Participants:
Mr. Aldis Lieljuksis, Chief of the State Police, Latvia
Mr. Kęstutis Tubis, Acting Police Commissioner General, Lithuania
Mr. Raivo Küüt, National Police Commissioner, Estonia
Mr. Erki Nelis, Deputy National Police Commissioner, Estonia
Mr. Raigo Haabu, Deputy National Police Commissioner, Estonia
Ms. Ulvi Põllu, Chief Superintendent, International Cooperation Department, Estonia
Ms. Jaanika Kuuseste, Lawyer, International Cooperation Department, Estonia
The Police Chiefs of Estonia, Latvia and Lithuania (hereinafter referred to as the Parties)
as the official representatives of the police of their States have discussed the below mentioned topics
appointed in advance:
 DNA profile exchange;
 Possible common use of the Liaison Officers of the Baltic States;
 Cooperation in criminal matters;
 Common centers (topic proposed by the Lithuanian side).
1. DNA profile exchange:
The agreement between the Estonian Police Board, the Forensic Science Institute of the
Republic of Estonia and the Police Department under the Ministry of the Interior of the Republic of
Lithuania on Cooperation Exchanging and Comparing the DNA Profiles at the DNA Register has been
signed by the National Police Commissioner of Estonia Mr. Raivo Küüt, the Director of the Forensic
Science Institute of the Republic of Estonia Mr. Üllar Lanno and the Acting Police Commissioner
General of Lithuania Mr. Kęstutis Tubis. Also, the existing cooperation practice within the framework
of the analogous agreement signed between Estonia and Latvia has been discussed. It was mentioned
that the same agreement between the Lithuanian and Latvian Police Forces has been prepared and is
going to be signed.
2. Possible common use of the Liaison Officers of the Baltic States:
On the initiative of Estonia the Parties discussed the need and the possibilities concerning
common use of the Liaison Officers of the Baltic States. The Parties emphasized the need but agreed
that there is no legal framework for that. Therefore, it was proposed to organize consultations on expert
level between the Liaison Officers and the representatives of the international cooperation units in order
to consider the legal basis for the cooperation and common use of the Liaison Officers.
3. Cooperation in criminal matters:
The Parties discussed the problems related to the organized crime in the Baltic States. The
information on new criminal groups in the Baltic States and on crimes they have committed and selfdetermination (labels and names, etc) was exchanged.
4. Common Centers:
Lithuania raised the issue concerning the possible establishment of a Common Cooperation
Centre between Latvia and Lithuania. The Acting Police Commissioner General of Lithuania Mr. K.
Tubis informed that Lithuania within the framework of the running Pilot Project in Border Region,
signed in Vilnius, Lithuania, November 15-16, 2007, between the Lithuanian and Latvian Police Forces
has prepared the national analysis and proposals for the concept on future cooperation model in the
border regions of Lithuania and Latvia. The analysis and proposals were sent to the Latvian side.
5. Other issues:
Furthermore the Parties discussed the police working hour’s calculation as well as police
pensions system in three Baltic States. The Parties also discussed the topic of police service dogs. The
practice and problems of joint patrolling was discussed. One of the important issues – the legal status of
police joint patrols has been discussed. It was emphasized that the joint training on joint patrolling is
very important in ensuring awareness of the police officers executing the duties in the territory of
another State.
The Chief of the State Police of Latvia Mr. A. Lieljuksis announced that in 2009 the Baltic
Joint Gay Parade „Pride“ will take place in Riga, Latvia, during which the case mutual cooperation
methods and actions should be prepared. The annual Estonian gay-parade is going to take place in
Tallinn on 11 August, 2008, with many Finnish residents commonly participating. The Acting Police
Commissioner General of Lithuania Mr. K. Tubis informed that the Lithuanian competent police
officers contacted the Police University in Muenster, Germany, with a request to organize the courses
on leadership development and management. The target group of the course would be the senior police
officers who are responsible for the leadership in the organizational units, and who are also charged
with the task of designing and implementing the change processes on matters of the staff and
organizational development. The Lithuanian Police welcomed the Latvian and Estonian senior police
officers to join the above mentioned course.
After having discussed the above mentioned topics the Parties agreed as follows:
1.
Estonia will provide the Latvian and Lithuanian colleagues with the amendments of the
Law on Police Work, which came into force while joining the Schengen area.
2.
In the nearest future it is expected to share with the information on the movement and
gatherings of the skinhead. (we propose to determine somehow the period “nearest future”)
3.
Estonia will forward to the Latvian colleagues the legislation concerning the employment
options of foreign police officials in Estonia, including providing assistance.
4.
The Parties agreed on close cooperation and more frequent information exchange and
mutual assistance area regarding the major events and football matches taking place in the Baltic States.
For example, cooperate in deciding what actions should be taken, for instance, when football hooligans
move on to the neighbouring country or during the annual legionnaires meeting (especially in Latvia
where it always causes disturbances).
5.
The Parties agreed to organize consultations between the Liaison Officers and the
representatives of the international cooperation units in order to consider the legal basis for the
cooperation and common use of the Liaison Officers. The initiating country – Estonia.
6.
Concerning the tripartite cooperation in using the possibilities to organize the courses at
the Police University of Germany the Parties agreed to cooperate in preparing a training programme
and, after conditions are agreed, to participate in organizing the courses on leadership and management
at the Police University of Germany. The initiating country – Lithuania.
7.
The next meeting of Police Chiefs of Estonia, Latvia and Lithuania is going to be held
