The Way Forward for Local Governments
A Time for Planning and Action
Gino Van Begin, Regional Director
ICLEI European Secretariat
3 Key messages
1. New EU sustainable energy policy requires joint efforts
2. Local governments are important players to move towards
sustainable energy
3. Conclusions: Action at local level is possible & necessary
1. New EU sustainable energy policy and need for joint efforts
1. EU Policy Targets 2007
(source: Energy Package 2007 and EU Environment Related Indicators 2005 )
Renewable energy as part of EU energy production
20% by 2020 >< increased energy consumption may knock
down this target
Electricity produced from renewable sources:
21% by 2010, ><15 % in 2005
?% by 2020
Energy consumption
20% reduction by 2020 against 2005><1990-2000 decrease;
2001-2003 increase in EU15 / decrease in EU12
1. EU Policy Targets 2007
(source: Energy Package 2007 and EU Environment Related Indicators 2005 )
Use of biofuels
5,75 % by 2010 >< 1 % in 2005
10% by 2020 14% was discussed
Kyoto CO2 reduction target EU15
8% by 2008-2012 against 1990><1,7% 2003
20 % by 2020 should be 30% to not exceed 2°C global warming

1. EU Policy Targets 2007
(source: Energy Package 2007 and EU Environment Related Indicators 2005 )
Local governments are important players to move towards
sustainable energy
- LGs are close to citizens and operate in participatory
processes for local sustainability
- LGs directly contribute/impact the EU objectives via their
local policies and targets and therefore assist in the
implementation when included in the process
- current EU ambition requires combined efforts
2. Local governments are important players to move towards
sustainable energy
Local energy use & supply
Local climate mitigation
and adaptation policies
Tangible benefit for
local sustainability
Sustainable procurement
Urban planning
and
mobility policies
Sustainable energy use and supply at local level
Wind-, solar-energy, biomass , biogas, geothermal
energy, small hydro-power, wave and tidal power
- Renewable energy sources are available
and ready for use
- Decentralised energy supply makes
communities more resilient
- Economic savings via
energy efficiency and saving
- Numerous ambitious targets and policies
set by LGs
Barcelona, Spain
Solar ordinance 60% solar energy
2010: 4,14% expected savings
Freiburg, Germany
Helsinki, Finland
In 2002, 10% electricity
from renewables by 2010
2025:
district cooling
combustible waste for electricity
Växjö, Sweden
CCP cities
Fossil Fuel Free by 2050
50% RES by 2005
24%CO2 reduction
ICLEI Response
ICLEI’s new Local Renewable Initiative
One goal, One network, many projects
Substantially increase the generation and use of local
renewable energy sources through:
- Model communities around the world
- Replication of good practices
- Strong international network of local governments
Put local renewables on the international agenda through:
- Networking with organisations and partners
- events and projects
2. Local governments are important players to move towards
sustainable energy

Local climate mitigation
and adaptation policies

ICLEI leading cities set ambitious targets
Berlin
25% C02 reduction
by 2010
Oslo reduces
50% C02 by
2030
Barcelona: 20% CO2 reduction
by 2010
Stockholm
Freiburg reached 25% C02 reduction in 2006,
25% by 2010 aims to be fossil fuel free by 2050
30% by 2030
Copenhagen
reduced C02 by 30% by 2005
Växjö
50 % reduction CO2
by 2010, 70 % by 2025
Zurich reduces 30 % CO2
by 2020
Woking Borough
60% CO2 reduction by 2050
80% by 2100
London: reduce
municipal CO2 by
60% in 2050
against 2000
Nottingham
60 % CO2 reduction
by 2050
ICLEI Response
ICLEI’s Cities for Climate Protection Campaign (CCP)
• A common Framework for Local Action on mitigation since 1993
•A Network for Exchange of Experience among 800 cities
worldwide, 160+ cities in Europe covering 16 European countries
• Estimated annual emissions from CCP participants: 2,7 billion
tons of eCO2
• Estimated annual reduced emissions from CCP participants:
65 million tons of eCO2
• Estimated annual € saved by CCP participants: 2 billion €

Local climate mitigation
and adaptation policies
Tangible benefit for
local sustainability
Sustainable procurement
Urban planning
and
mobility policies
Sustainable procurement for and by all levels of governments
source: EU Relief project 2003)
Procurement
One trillion Euro (1.000.000.000.000) spent every year by
European public authorities in the purchase of products and
services (14% -16 % of the GDP)
The potential of sustainable procurement is thus huge to:
• achieve environmental relief
• move the market towards green products and services
• green the production side
Sustainable procurement for and by all levels of governments
source: EU Relief project 2003)
• 21 % of electricity produced from renewable sources:
If all European public
authorities bought green
electricity 18% of the Kyoto
commitments could be met.
= Environmental relief
• 20 % reduction energy consumption & CO2 reduction
Public authorities buy 2.8
million computers annually 12% of market
= Move the
market +
green the
production
If the European market could be
moved to producing slightly more
efficient PCs then over 8 million
tonnes CO2 could be saved equivalent to the emissions of
almost 1 million people
ICLEI Response
ICLEI’s Sustainable Procurement Campaign
- 24 cities+ 10 national partners participating since 2004
- milestone process with target setting
- dialogue with national, European and international government
- enrolled in Marrakech process of UNEP
- workshops in 5 European countries
2. Local governments are important players to move towards
sustainable energy
Local energy use & supply
Local climate mitigation
and adaptation policies
Tangible benefit for
local sustainability
Sustainable procurement
Urban planning
and
mobility policies
Innovative urban planning
Promote energy efficient districts
Create business centres on the
“main street”
Promote a transportation system
that includes bicycling, walking,
public transport,cars and freight
Protect natural areas, parks,
streams and farmland both
inside and outside the urban
growth boundary
Work with neighbouring cities in
the region to keep the separation
between communities
Cleaner transportation & mobility planning
Stockholm
- public transport company targets to be
fossil fuel free by 2021
- subway runs on electricity from renewables
- buses run 25% on renewables in 2006
and 50% in 2011
- congestion charge
- use of clean vehicles strongly supported
(taxi companies, private users, city fleet)
3.Conclusions: Action at local level is possible & necessary
3.Conclusions: Action at local level is possible &
necessary
• New/adapt local regulations
• Municipal management of services and assets
• Sustainable urban planning and infrastructure
• Financial Instruments & Support mechanisms
• Awareness raising & stakeholders
• Cooperation among local governments
Local governments are changing towards sustainable energy this is the right time for planning and action !
Thank you for your attention!
