CITY OF PENDLETON HOUSING GOALS:
SHORT TERM- FUND A NEW SABINO HOUSING ANALYSIS FOR 2016 (THIS ANALYSIS WAS
COMPLETED JULY 5, 2016; FUNDING WAS PROVIDED BY THE COUNTY, CITY, PDC,
BMCC, RCDC AND PACIFIC POWER). SEE APPENDIX B OF THIS REPORT.
MID TERM (FOR CITY ACTION IN THE NEXT 6-12 MONTHS)- HOUSING NEEDS TO REMAIN A
PRIORITY GOAL FOR THE CITY OF PENDLETON. THE HOUSING COMMITTEE
PROVIDES THE FOLLOWING FEASIBLE AND PRACTICAL RECOMMENDATIONS TO
THE CITY TO INCREASE AVAILABLE HOUSING:
1. THE CITY WORKS WITH CAPECO TO PROVIDE A ONE-PAGE SUMMARY OF
ASSISTANCE PROVIDED BY CAPECO (OR OTHER AGENCIES) FOR PROPERTY
OWNERS TO WEATHERIZE AND RENOVATE RESIDENTIAL PROPERTIES (POST
THE LIST ON THE CITY WEB SITE)
2. THE CITY ASKS THE ENERGY TRUST OF OREGON AND OTHER INTERESTED
PARTIES TO CONTINUE FUNDING FOR A RARE INTERN (OR A SECOND RARE
INTERN) WHOSE RESPONSIBILITIES WOULD INCLUDE WORKING ON HOUSING
ISSUES.
a. ASK UMATILLA COUNTY TO CONTRIBUTE TECHNICAL ADVISORY
SERVICES AND STAFF TIME TO SUPPORT CITY HOUSING INITIATIVES.
3. CONSIDER WAYS TO PROVIDE FUNDING OR INCENTIVES TO ASSIST HOME
BUYERS AND BUILDERS
a. BEGIN DISCUSSIONS WITH LARGER EMPLOYERS ABOUT PROVIDING
ASSISTANCE TO THEIR EMPLOYEES FOR WORKFORCE HOUSING
b. ASK OREGON “REGIONAL SOLUTIONS” (SCOTT FAIRLEY) TO CONVENE
A CONFERENCE TO DISCUSS HOW THE CITY, COUNTY AND
BUSINESSES MIGHT PROVIDE INCENTIVES TO HOME BUYERS
c. CONSIDER ESTABLISHING AN ENTERPRISE ZONE TO ASSIST THIS
EFFORT.
d. CONSIDER PROVIDING FINANCIAL ASSISTANCE OR TAX ABATEMENT
TO HELP COVER THE INFRASTRUCTURE COSTS OF NEW
DEVELOPMENT (SIMILAR TO THE EXISTING HELP WITH PENDLETON
HEIGHTS).
e. INCLUDE INFORMATION ON THE BENEFITS, SAVINGS, AND
INCENTIVES OF ENERGY EFFICIENCY WHEN WORKING WITH
DEVELOPERS, BUILDERS, AND HOMEOWNERS.
4. CONTINUE THE WORK OF THE “RESTORE PENDLETON” COMMITTEE FOR
ANTI-BLIGHT CAMPAIGNS

c. MEYER MEMORIAL TRUST MAY BE A SOURCE OF FUNDING
INCREASE MARKETING EFFORTS TO RECRUIT BUILDERS OF ENTRY-LEVEL
HOMES SUCH AS TOWN HOUSES AND DUPLEXES.
a. RATIONALE: MOST LENDERS HAVE A LIST OF PEOPLE WHO COULD
QUALIFY TO PURCHASE A HOME IN THE $150,000-$160,000 RANGE
b. PROVIDE MARKETING INFORMATION TO THE OREGON BUSINESS
COUNCIL
THE CITY WORKS WITH RCDC TO ESTABLISH A REVOLVING LOAN FUND
DESIGNED TO HELP BUILDERS/ OWNERS CONSTRUCT NEW HOUSING OR
RENOVATE EXISTING HOUSES AND APARTMENTS
a. GEODC MIGHT BE THE FISCAL AGENT FOR THIS FUND
INFILL OF EXISTING LOTS
a. THE CITY PROVIDES AN EASILY ACCESSIBLE LIST OF EXISTING LOTS
THAT ARE FOR SALE.
