Purpose of the review
• To enable the Governing
Body/Members/Public to track progress
towards:
– key aims and objectives
– towards NHS Constitution standards
– National Outcomes Framework
– Achievement of ‘Value’ from deployment of
resources

Issues for consideration
• How can we better align the requirements of national
reporting with more local needs
• How do we ensure a focus on progress towards
strategic intentions as well as in-year deliverables?
• CCG wide vs Locality/practice level reporting
• Can we revise reporting arrangements in a way that
supports public engagement?
• How do we incorporate shared objectives/outcomes
with social care services (e.g. the Better Care Fund?)
• Can we/should we differentiate between the CCG as
commissioner and the wider health system?

• Generally seems to be geared more towards national
agenda
• Presentation – could be more graphical
• Should be more accessible to the public
• Greater emphasis on interpretation of performance
dashboards

2015-16 draft assurance framework
• Strengthen focus on CCGs performance in delivering
improvements for patients
• Assessing capacity and capability of CCGs to deliver core
responsibilities and to take on additional responsibilities
• A new Scorecard for CCGs
• Framework developed with wide range of stakeholders
including patient representatives, and HealthWatch
England
• Envisaged will be accessed through ‘My NHS-NHS
Choices’
• Will encourage comparisons of performance and drive
improvement
• Will provide transparency to the public
