Education (Pastoral Care of International Students) Code of Practice (The Code)
Signatories’ self-review template
As signatories to the Code, you are required to undertake and document self-review of your performance in relation to the Code outcomes, even if you do not
have international students currently enrolled. The Code prescribes the outcomes sought from signatories for their international students. It also contains key
processes required to support the well-being, achievement, and rights of international students.
Undertaking your self-review: You must evaluate your performance in terms of each outcome and check that you are implementing the key
processes under each outcome. Using an evaluative approach will help you to answer the following key questions:


How well do we achieve the Code outcomes and how do we know?
How well have we met all the requirements of the key processes?
Your self-review should be well-informed by good quality, relevant information. It will enable you to identify strengths and weaknesses and to determine your
next steps to improving the pastoral care of your international students.
This self-review template should be read along with the:

This template is provided to help you document your self-review results. You may use other means of recording your Code self-review, but always ensure you
retain evidence of your process, along with the qualitative and quantitative data gathered.

Tertiary Education Organisations
The Education Review Office will, on behalf of the Code Administrator,
as part of its regular schedule of school evaluations:
 audit schools’ self-review of policies and processes that give
effect to the Code
 evaluate the quality of education provided for international
students.
The Evaluation business unit within NZQA will evaluate the
effectiveness of tertiary education providers’ self-review and how
well they meet their Code obligations, as part of their periodic
external evaluation and review.
You must attest to the Code Administrator that you have completed your self-review by 1 December 2016.

Outcome 1: Marketing and promotion
“Signatories must ensure that the marketing and promotion to prospective international students of services provided by signatories includes clear,
sufficient, and accurate information enabling those students to make informed choices about the services provided.”

Outcome 2: Managing and monitoring agents

(a) provide international students with reliable information and advice about studying, working, and living in New Zealand; and
(b) act with integrity and professionalism towards prospective international students.”

(b) ensure that international students (or the parents or legal guardians of international students under 18 years) have the information required to
understand their interests and obligations before entering into a legally binding contract with a signatory; and
(c) ensure that proper documentation is kept and, where appropriate, provided to international students (or the parents of legal guardians of
international students under 18 years).”

Act 2009 to undertake the educational instruction; and
(b) take reasonable precautions and exercise due diligence in ascertaining whether international students are entitled under the Immigration Act 2009 to
undertake the educational instruction for which they enrol.”
