DMH also takes part in implementing MONRE’s 2016 – 2020 strategic goals; To be harmonized with WMO Strategic Plan 2012 – 2015, especially the focus of RA II (ASIA-PACIFIC) : 3 Societal Needs, 5 Strategic Thrusts, 8 Expected Results. One of Priorities is “Establishment of a multi-hazard early warning system for DRR”. DMH also contributing to the implementation of WMO 2016-2019 strategic goals. International Cooperation NHMS CMA & CEA JMA and all National Meteorological and Hydrological ECMWF Typhoon Committee Services (NMHSs), members of WMO ASEAN’s SCMG RIMES DMH 2016-2020 Priorities • Training and capacity building in support of the moderni-zation actions and human resource renewal of DMH. • Continued modernization of the observing network for remaining river basins. • Improved models for forecasting of serve weather and floods. • Strengthened capacity for longer term prediction of droughts and extreme weather related to climate change. • Continued operation of the observing and forecast services in support of the aviation, hydropower, and resource sectors. Strengthened capacity in climate change assessment and longer term weather. 2016-2020 2016-2020 2016-2020 2016-2020 2016-2020 Proposed Next Steps • Regular coordination and technical exchange between DMH Lao PDR and DMH Viet Nam on observing network improvements and technologies. • Joint coordination and development of affordable regionally applicable meteorological and hydrological forecast models and systems. • Collaboration on climate change and the assessment of extreme events – floods, droughts, severe weather. • Development of a regional telemetry approach for low cost satellite transmission of field data to early warning data centres in real-time. • Joint development of training and capacity building programs. Gaps and Needs DMH is a government Department of MONRE which has been “massive underfunding & low visibility” therefore has led to following gaps: Deterioration of observation networks and outdated technology; Lack of modern equipment and forecasting methods (Modelling); Insufficient R&D support; Erosion of a workforce, lack of trained specialists (short number of meteorologist and hydrologist and no seismologist, no scientist, no researcher; Poor quality of services; Urgent needs To fulfil its mandates and to respond the increasing national demands for services delivery as well as to cope with WMO strategic thrust and recommended framework, DMH Lao PDR has to rely on external resources , such as ODA from funding organizations, bilateral assistance from development partners and neighboring countries, to upgrade technical facilities and enhancement of following areas: Quality Management System (QMS) and Personnel Performance on Aeronautical Meteorology for the service to Aviation Safety; Data Communication Link via satellite for sharing data and early warnings with Vietnam and other neighboring countries; Urgent needs……continues, Strengthening the capacity in utilization of Severe Weather Forecast Demonstration Programme (SWFDP) which the designated Sub-Regional Center is located in Vietnam and hosted by NHMS of Vietnam; Assistance and Lesson learnt from Vietnam on techniques and setting-up National Early Warning Systems, including floods, drought, extreme weather and seasonal climate prediction and longer-term projection; Cooperation and assistance from Vietnam on earthquake monitoring stations and analysis, including seismicity study and mapping over Laos; Assistance and lesson learnt from Vietnam on operational techniques of Standard Weather and Climate messages encoding, decoding and instruments’ calibration; Thank you very much!
