1. Professional activities at the United Nations
May 2014 – present: Chief of the Least Developed Countries Section at the Research and Policy
Analysis Branch of the Division for Africa, Least Developed Countries and Special Programmes
(ALDC) of the United Nations Conference on Trade and Development (UNCTAD) in Geneva,
Switzerland:
 Managed and coordinated the conceptual design, planning, researching, writing,
publishing and disseminating of The Least Developed Countries Report series from 2014
to present;
 Designed, managed and coordinated training and capacity-building activities in the
fields of development policymaking, structural transformation, rural development,
migration, diaspora, based on the research work undertaken by the LDC Section.
Delivered personally, especially in least developed countries, several of these activities,
targeted at academics, researchers, policymakers, CSO officials, staff of international
organizations;
 Coordinated and implemented policy advice and technical cooperation activities to the
benefit of least developed country officials in Africa and Asia;
 Participated in UNCTAD’s contribution to intergovernmental processes, including the

formulation of the Sustainable Development Goals; the planning, writing and launching
of the Global Sustainable Development Report series; organizing and participating in
international high-level intergovernmental meetings;
supervised the work of economists, research assistants, statisticians and administrative
support staff;
managed the Least Developed Countries Section in all substantive and administrative
issues.
July 2006 – April 2014: Economic Affairs Officer at the Research and Policy Analysis Branch of
the Division for Africa, Least Developed Countries and Special Programmes (ALDC) of the
United Nations Conference on Trade and Development (UNCTAD) in Geneva, Switzerland:








wrote several chapters of The Least Developed Countries Report (LDCR) series from
2007 to 2013, dealing with South-South economic relations, trade policy, trade analysis,
globalization, official development assistance, technological capabilities, technology
diffusion, international migration, poverty, foreign direct investment, policies for
employment creation, technology and business flows created by diasporas;
formulated policy recommendations on the issues treated in LDCR from 2007 to 2013;
undertook technical cooperation and capacity-building activities in developing countries
in the fields of development strategies, development policy, trade policy, technology,
foreign direct investment, macroeconomic policy;
participated in intergovernmental processes and negotiations in the fields of
development strategies, trade policy, globalization;
coordinated the launching of LDCRs from 2007 to 2013 and undertook activities of
dissemination of the publication, including writing articles, making presentations to
media, academia, policymakers and civil society organizations, and releasing interviews
to different press media;
supervised the work of junior economists, research assistants, statisticians and
administrative support staff;
supervised the process of obtaining inputs from consultants, including identifying them,
discussing with them the work to be done, providing comments and suggestions on
different drafts, evaluating their work done by consultants;
wrote articles, speeches, speaking notes and short analytical papers and prepared
presentations for senior staff of UNCTAD on international trade, ODA, aid for trade;
economic and social vulnerability of countries, development of productive capacities,
brain drain, South-South economic relations, etc.

co-authored the first analytical document produced by the newly-established Division
Competitiveness and Innovation;
contributed to the preparation of the work programme of the newly established

wrote analyses of current macroeconomic developments in market economy countries
of Western Europe (with particular emphasis on output and demand, costs and prices
and labour markets issues) for the Economic Survey of Europe, several issues from 1999
to 2005, for the World Economic Situation and Prospects (UNDESA) and for ECOSOC
documents;
wrote analyses of current economic developments in international trade and payments,
in Japan and in emerging market countries and in international commodity markets for
the Economic Survey of Europe, several issues from 1999 to 2005, and for ECOSOC

wrote special studies on the balance of payments of the United States in the 1990s,

Society and ICT for Development processes, by preparing background papers and
strategy and policy documents; writing project proposals; planning, organizing and

information society.
March 2004-October 2004: Economic Affairs Officer at the Industrial Restructuring, Energy and
Enterprise Development Division (Industrial Restructuring and Enterprise Development Section)
of the United Nations Economic Commission for Europe (UNECE) in Geneva, Switzerland. Main
achievements:



wrote a study on the readiness of countries of eastern Europe and the CIS to the
knowledge-based economy for UNECE’s Towards a Knowledge-Based Economy series;
organized an international Seminar on the role of governments and international
outsourcing in Internet enterprise development, attended by officials from countries,
international organizations and ICT industry representatives;
re-launched the work of the Teams of Specialists on Internet Enterprise Development
(TSIED), by establishing the Bureau of the TSIED; formulating and implementing the
work plan of the Team; publicizing the work of the Team and building relevant
networks.
October 1996-December 1998: Economic Affairs Officer at the Division on International Trade
in Goods and Services (New and Emerging Issues Section) of the United Nations Conference on
Trade and Development (UNCTAD) in Geneva, Switzerland. Main achievements:

organized UNCTAD’s Expert Meeting on Tourism-Related Services (8-10 June 1998), by
coordinating the preparation of the UNCTAD secretariat document International trade
in tourism-related services: issues and options for developing countries (1998) and by
interacting with key players in other international organizations and private sector
institutions and contacting country experts and governments;
contributed to the preparation of the UNCTAD documents Scope for expanding exports
of developing countries in specific service sectors through all GATS modes of supply
(1998) and Ways and means for improving the opportunities for the expansion of
exports of goods and services from developing countries (1997);
organized the cooperation among international institutions involved in training on
international commercial diplomacy and trade policy by identifying complementarities
and areas of common work. This included convening a seminar in Turin, Italy (18-19
June 1998) and at the United Nations Partners for Development event (Lyon, France, 912 November 1998);
coordinated and supervised the translation of the modules of the Course on
International Commercial Diplomacy from English and/or French into Portuguese;
participated in the UNCTAD training of trainers seminar Politique et diplomatie du
commerce international (Geneva, 7 - 25 April 1997);
gave lectures on New and emerging issues on the international trade agenda in English
and Spanish, as part of WTO Trade Policy Courses (1997-1998);
followed the work and discussions of several World Trade Organization bodies, notably

wrote a study on the international iron and steel market in 1995 and early 1996: Review

March 1986-June 1991: Associate Researcher at the Brazilian Centre for Analysis and Planning
(CEBRAP) in São Paulo, Brazil. Main achievements:

undertook a research on the Brazilian foreign indebtedness in the 1970s and 1980s and
on Brazilian and international policies for foreign debt during that period, issued as A
dívida externa: evolução e políticas de 1970 a 1990 [Foreign debt: developments and
policies from 1970 to 1990];
wrote analyses on current main trends in the international economy for Boletim de
análise de conjuntura econômica [Bulletin of economic analysis], nos. 6 to 26 (19861990);
established a data-base on the main indicators for the analysis of the international
economy.
