The Southern Democrats were angry because, in the Election of 1876, Samuel Tilden, a
Democrat, won the Popular Vote. Yet, Rutherford B. Hayes, the Republican, won the Electoral
Vote, and, thus, the Presidency. Many felt the South would rebel if Tilden did not get to be
President. However, the Democrats agreed to recognize Hayes as President if the 5 military
zones of the South were removed. Hayes agreed to this. Yet, this led to the military protection of
the African Americans disappearing and the enforcement of unjust segregation laws in the
South.
