The Garrett Morgan Cleveland School of Science is a three story, 101,900 square foot brick middle school building located in an urban area. The existing facility does not use
modular buildings. The structure of the overall facility is a concrete frame with masonry bearing wall type of construction and masonry wall construction in the interior. The floor
system is concrete deck. The roof is a built-up membrane system installed in 1970. The classrooms are not sized to meet with the current standards established by the State of
Ohio. The overall building is not compliant with ADA accessibility requirements. A motion detector type security system does exist in the school. The building does not have an
automatic fire alarm system and sprinkler system. The ventilation system of the building is inadequate to meet the needs of the users. The school is located on a 4.83 acre site
adjacent to residential. The property (and playgrounds/play areas) are not fenced for security. Access on to site is unrestricted. Site circulation is fair. There is no dedicated space
for school buses to load and unload on the site. Parking for staff, visitors and community events is inadequate.

The existing system for the overall structure is two natural gas boilers installed in 1994 and steam radiators installed in 1940 and is in poor
condition. The HVAC system does not provide the required CFM as per OBBC Mechanical code standards. The system temperature controls
