Coastal GIS Quarterly Activity Report David Hart July to September 2002 Coastal GIS Advisory Services – Madison Office (A/AS-1-DH) Worked with David Lee of Bayfield County, Mark Miller of Benchmark GIS in Chapel Hill, NC (lead developer), and Ted Quinby of UW-Madison and Earth-IT to help coordinate implementation of a web site utilizing the MapServer open source web mapping software developed by the University of Minnesota to provide public access to GIS data for the county. The Bayfield County Land Records MapViewer (http://www.bayfieldcounty.org) became operational on September 12 and illustrates that a progressive rural county (2000 population: 15,013) with limited staff (two in land records and two in information processing) can successfully negotiate the complicated technical and institutional issues associated with implementing a robust web mapping application. The MapViewer has received positive feedback from the Ashland Daily Press (http://www.ashlandwi.com/placed/index.php?sect_rank=1&story_id=120310) and the land records community in Wisconsin. Submitted a grant proposal to the NOAA Coastal Services Center concerning the development of a “dynamic and distributed GIS” to support integrated coastal management along the Lake Superior coast of Wisconsin. A dynamic and distributed GIS is one where custodians, whether they be local, regional, state, federal, academic, or nonprofit, maintain and provide access to the most current spatial data and multiple remote users can access and integrate data in real-time from multiple sources. The first task involves the development of web mapping interfaces and tools to support public access to local government GIS data. It extends the prototype developed for Bayfield County to other local and regional government organizations along the Lake Superior coast. The second task concerns the implementation of web mapping services that allow integration of disparate GIS data across political boundaries. Rather than developing stand-alone local government web mapping sites, the project will draw upon the principles and protocols of the Open GIS Consortium (http://www.opengis.org) to link local web mapping services and build an interoperable, “bottom-up” coastal GIS. The third task builds upon the Sea Grant/LICGF coastal GIS training program to teach local government professional staff, citizens, and other coastal constituents how to use these integrated web mapping services through workshops and web-based tutorials. Provided technical assistance to Mike Silich, GIS Specialist with Racine County, concerning the formatting and use of digital orthophotos and scanned topographic maps for the county. Continued development of a detailed statewide inventory of digital elevation data as part of participation on the Wisconsin Land Information Board, Elevation Data Task Force. Worked on a process to convert digital contour mapping for Ozaukee County into a triangulated irregular network (TIN). A TIN is much easier to use for terrain analysis and 3-D visualization. Hired Kiran Manchicanti as a project assistant to continue development of websites to serve GIS data for the Lake Michigan and Lake Superior coasts of Wisconsin. Began work on enhancement of the digital orthoserver website (http://ortho.lic.wisc.edu) to better distinguish between the dates of digital orthophotos. Implementation of Comprehensive, Dynamic GIS for Coastal Management: Linking Agencies for Better Decisions and Public Information about the Coastal Zone (A/AS-49) Hired Lea Shanley as a research assistant to work on GIS and coastal smart growth. Began a survey of Smart Growth activities in coastal states and at the NOAA Coastal Services Center. Worked on a web site to support citizen-based planning for the Town of Liberty Grove in Door County. Hired Brea Lemke as a project assistant to work on coastal GIS training models and the use of distributed web mapping services to support coastal management. Began developing a tutorial for using web mapping services to analyze environmental issues. Searched for local and state government ArcIMS sites that are coded with coordinate system parameters and that could be integrated “on-the-fly” projection transformations. Expanded and enhanced a list of Wisconsin internet mapping sites to in more technical information about the site. Arranged to conduct an "Urban Nonpoint Source Pollution Modeling Using ArcView" training session at the FWWA Stormwater Conference 2003 on February 26, 2003 in Green Bay. Use of GIS to Support Decision-Making About Coastal Management Along the Lake Michigan and Lake Superior Coasts of Wisconsin – Wisconsin Coastal Management Program (A/AS-1-GIS Outreach-1) Met with WCMP staff to discuss project administration and progress on July 9, July 10, August 20, September 6, and September 13. Participated in a conference call on August 28 with NOAA and WCMP staff to discuss a federal survey on coastal management performance indicators. Submitted an abstract on “Using GIS to Measure Performance Indicators for Coastal Management in Wisconsin” to the Coastal GeoTools ’03 Conference to be held in Charleston, SC from January 11-14, 2003. Hired Karen Tuerk as a project assistant to work on GIS and coastal management performance indicators. GIS Implementation at WCMP. Worked with John Laedlein at the Wisconsin Department of Natural Resources to facilitate installation of DNRView on computers at the WCMP. Developed a list of Wisconsin coastal GIS data sets and custodians. GIS and Performance Indicators for Coastal Hazards. Completed a GIS analysis of structures within 100 feet of the bluff edge in 1999 in Ozaukee, Sheboygan, and Manitowoc Counties. GIS and Performance Indicators for Wetlands. Began working with Wisconsin Wetlands Inventory data to produce summary statistics for wetlands in coastal counties. Developed buffers of the Great Lakes shore to determine wetland statistics adjacent to the Great Lakes coast. GIS and Performance Indicators for Public Access. Began working with DNR managed lands data to produce summary statistics of public lands in coastal counties. Obtained the Wisconsin Great Lakes Public Access Guide to review public access points. Developed a GIS data set for Wisconsin Great Lakes lighthouses. Great Lakes Chronicle/Waters of Wisconsin Forum. Co-authored a section on coastal hazards for the Wisconsin Great Lakes Chronicle – 2002 with Alberto Vargas at the WCMP. Worked with staff of the Wisconsin Academy of Arts, Sciences, and Letters and the WCMP to provide facts on the Great Lakes for the status and trends section on the Waters of Wisconsin report. Data Acquisition and Integration for Coastal Hazard Damage Assessment—Corps of Engineers, Detroit District Scanned aerial photography for 1956 (Milwaukee, Racine, and Kenosha) and 1961 (Kewaunee) has been obtained from the USDA Farm Service Agency, Aerial Photography Field Office in Salt Lake City. Historical digital orthophotos have been prepared for Kewaunee, Racine, and Kenosha Counties using the Orthomapper software developed by Prof. Scarpace. Quality control for the historical orthophotos for Milwaukee County uncovered errors and the digital orthophotos will need to be re-done. Delineation of the bluffs toes from historical orthophotos has been completed for Kewaunee, Racine, and Kenosha Counties. Delineation of the bluffs tops and toes from current digital orthophotos is underway in Kewaunee, Racine, and Kenosha Counties. GIS Training None. GIS Presentations None. Meetings/Conferences Attended meetings of the Wisconsin Land Information Board, Elevation Data Task Force on July 3, July 24, August 21, and September 18. Attended the Sea Grant Advisory Services “All-Hands” meeting on July 11-12. Met with staff of the Wisconsin Academy of Arts, Sciences and Letters and the WCMP in Madison on July 16 to discuss including information on the Great Lakes in the status and trends section of the Waters of Wisconsin report. Participated in a meeting on July 17 to discuss coordination of research and outreach activities at WCMP and UW Sea Grant. Attended the Great Lakes communications strategy meeting hosted by the WCMP at the Pyle Center on August 23. Attended a seminar on ESRI GIS products at the Pyle Center on September 20. Attended the UW-Madison, Spatial Information and Analysis Consortium lecture series on September 17 (kickoff) and September 24 (Warren Porter).
