Monroe Doctrine
• In 1823, the 5th President
James Monroe, turned to
John Quincy Adams, for
that strong statement.
1) The Western Hemisphere
was closed to colonization
2) U.S. would stay
completely out of foreign
affairs.

world power

• None of the 4 candidates win the majority of electoral
votes.
• The peoples vote (popular) was in favor of Jackson not
Adams.
– Tie sends the election to the House of Representatives
• Henry Clay is a Congressman from Kentucky (the
West)
– He supports Adams in congress
– Clay is very influential. Why?
– This support gives JQA the presidency
• Jackson called it the “Corrupt Bargain.”
– Clay became Secretary of State
– Forever would be known as the Judas of the West.

• JQA was a fairly poor president, spending
money on improvements but being weakened
by Jackson’s popularity in the Congress.
• He has no lasting legacy, as he was a better
known for his abolitionist efforts after he
was president.
• Jacksonian Democracy would come to power
in 1828, but not without an ugly
campaign…but that’s the next UNIT.
