Increased industry participation (figures end 2015) • 42 % industrial participation in pillar 2 (Industrial Leadership) and pillar 3 (Societal Challenges) • 20% budgetary target for SMEs achieved • New SME instrument: o € 500 M for highly innovative SMEs o 1,444 SME projects funded (1,166 in Phase 1 & 278 in Phase 2) o Fast impact and first success stories (e.g. follow-on private financing due to SME instrument support) The Immunovia AB company was accepted for trading on the Nasdaq First North in Stockholm. The CEO said: "The SME instrument has been a decisive financial and confidence support to convince investors to subscribe to our share issue this year (2015) required to entry in the market in US and EU." New instruments • Horizon Prizes: 5 inducement prizes (2014-15) in key areas with a total combined budget of € 6 million • Innovation Procurement: € 100 million for topping-up of call budgets and support to networks of public procurers, but rather slow uptake • Fast Track to Innovation Pilot: € 100 million for closeto-market innovation actions implemented by modestlysized consortia (3 to max. 5 partners) with a strong industry component (duration: 2015-16; assessment in 2017) Embedding cross-cutting priorities • Social Science and Humanities: 37 % of call topics flagged for SSH; in 2014 involvement of 921 SSH partners in 219 projects receiving €236 million for SSH. • Gender: Gender dimension integrated in more than 100 call topics; 40% gender target for evaluation panels • Ongoing work to enhance SSH and gender integration in projects (information & communication). Issues to address Further efforts needed for • International cooperation: drop in non-associated third country participations, largely due to drop for Southern Neighbourhood countries and new conditions for BRIC-M • Climate change and sustainable development: expenditure targets for climate action (35%) and sustainable development (60%) not yet achieved Flexible response to new challenges • Ebola: After declaration of global emergency in August 2014, quick mobilisation of €24.4 million from Horizon 2020 for urgent research projects complemented by €215 million from the Commission and the European pharmaceutical industry through the Innovative Medicines Initiative (IMI). • Zika virus: Horizon 2020 is mobilising €10 million for urgent research in early 2016. 2016-17 - 2nd work programme • EUR 16 billion investment: 63 calls – 600 topics • Contribution to the Jobs, Growth and Investment agenda and support to other Commission priorities, notably Energy Union; Digital Single Market; Strengthening the industrial base. • Continuing of challenge-based approach and new part with cross-cutting activities (focus areas) • Incorporating lessons learned from WP 2014-15 Policy Research and Innovation 2016-17 Cross-cutting priorities • More topics for international cooperation (+ 25%) • Stepped up efforts to embed social sciences and humanities, gender dimension and responsible research and innovation • More explicit references to climate action and dimensions of sustainable development • Synergies with European Cohesion Policy ("seal of excellence") • SME instrument budget increased to € 740 M 14 2016-17 – Other improvements and modifications • 'Expected Impact' tightened and better tailored to the type of action and programme part • Evaluation criteria clarified • In two-stage calls introduction of a dynamic threshold to ensure 3:1 success rate in stage two • Higher funding rates for pre-commercial public procurement (PCP) and procurement of innovative solutions (PPI) 15 Strategic programming for 2018-20 WP 01-06/2016 04-09/2016 10/2016 11/2016…..
