Horizon 2020
The European Union programme for research
and innovation for 2014-2020
• Key instrument to stimulate and leverage R&I
investment for securing Europe's future
• Integration of research and innovation aimed at
delivering more breakthroughs and discoveries
• Focus on societal challenges facing
EU society,
• Simplified access
• New instruments that address broader
range of stakeholders
What is a work programme
• Funding priorities
• Structure of calls and topics
• 2 years duration
Smooth implementation
• 2-year work programme accepted:
o R&I investments supporting policy priorities
o More planning security for applicants
• Challenge-based approach confirmed giving
applicants much freedom to come up with innovative
solutions
• User-friendly IT systems and Participant Portal
• Simplified business processes
o 8 months time-to-grant met in ca. 90% of
cases, excluding ERC grants, which are not bound by
this target
High demand
By end of 2015:
• Over 94,500 (full) eligible proposals requesting
total of around €294 billion of EU contribution
» of which over 10,000 projects
retained for funding
Success
rate:
12-14 %
» with 43,000 project partners.
• Around one third of successful applicants are
newcomers (i.e. not participated in FP7)
• Around 8,900 grant agreements signed.
Increased industry participation
(figures
end 2015)
• 42 % industrial participation in pillar 2 (Industrial
Leadership) and pillar 3 (Societal Challenges)
• 20% budgetary target for SMEs achieved
• New SME instrument:
o € 500 M for highly innovative SMEs
o 1,444 SME projects funded
(1,166 in Phase 1 & 278 in Phase 2)
o Fast impact and first success stories
(e.g. follow-on private financing due
to SME instrument support)
The Immunovia AB
company was accepted
for trading on the
Nasdaq First North in
Stockholm. The CEO said:
"The SME instrument has
been a decisive financial
and confidence support
to convince investors to
subscribe to our share
issue this year (2015)
required to entry in the
market in US and EU."
New instruments
• Horizon Prizes:
5 inducement prizes
(2014-15) in key
areas with a total
combined budget of €
6 million
• Innovation Procurement: € 100 million for topping-up of
call budgets and support to networks of public procurers, but
rather slow uptake
• Fast Track to Innovation Pilot: € 100 million for closeto-market innovation actions implemented by modestlysized consortia (3 to max. 5 partners) with a strong industry
component (duration: 2015-16; assessment in 2017)
Embedding cross-cutting priorities
• Social Science and Humanities: 37 % of call topics
flagged for SSH; in 2014 involvement of 921 SSH
partners in 219 projects receiving €236 million for
SSH.
• Gender: Gender dimension integrated in more than
100 call topics; 40% gender target for evaluation
panels
• Ongoing work to enhance SSH and gender integration
in projects (information & communication).
Issues to address
Further efforts needed for
• International cooperation: drop in non-associated
third country participations, largely due to drop for
Southern Neighbourhood countries and new
conditions for BRIC-M
• Climate change and sustainable development:
expenditure targets for climate action (35%) and
sustainable development (60%) not yet achieved
Flexible response to new challenges
• Ebola: After declaration of global
emergency in August 2014, quick
mobilisation of €24.4 million
from Horizon 2020 for urgent
research projects complemented by
€215 million from the Commission
and the European pharmaceutical industry through the
Innovative Medicines Initiative (IMI).
• Zika virus: Horizon 2020 is mobilising €10 million for
urgent research in early 2016.
