The quality of the work accomplished by this contractor has been consistently superior. Quality
control has been exceptional, requiring minimal quality assurance from the project inspectors. As
many of the projects are in remote, relatively inaccessible terrain the government is greatly
served by the contractor’s adherence to specifications and requirements, not the least of which is
the complete removal and proper disposal of old fencing materials and other damaged structures.
The contractor’s expertise in all aspects of rangeland and ranching work has proven to be an
exceptional value to the Forest Service.
Schedule – Exceptional
The contractor has completed every project well before the end of the performance period and
has been flexible in scheduling the work for individual task orders to meet the needs of the
government. The contractor has proven capable of providing multiple crews when appropriate to
accomplish the work professionally, safely and expediently, particularly in remote or hazardous
work environments where employee health and welfare is a concern.
Cost Control – Exceptional
The contractor has performed with exceptional quality and timeliness at the firm fixed priced
offered either competitively or by negotiation. The contractor has never initiated a request for
equitable adjustment for either time or money. The government and contractor have been able to
mutually determine when the level of effort is other than what was represented in the statement
of work. All equitable adjustments in price resulting from differing site conditions have been
amicably and fairly resolved to both parties mutual satisfaction.
Management – Very Good
The management of operations has been outstanding given the demands of working
in project areas that require lengthy periods of time away from the project
manager/owner’s and employee’s home base. The business management has been
communicative, responsive, and timely.
Regulatory Compliance – Exceptional
The contractor has complied with all contract clauses and reporting requirements. The health and
safety training for employees is exemplary. As a HUBZone small business, the employees are
predominantly Native Americans residing within the boundaries of federally recognized Indian
reservations. As such the contractor has more than met the intent of the HUBZone set-aside and
has proven remarkably consistent and resolute in supporting and maintaining quality
employment for residents of historically underutilized business zones.
