___________________________________________________________________________ 2016/OFWG/011 Agenda Item: II China Economy Report Purpose: Information Submitted by: China 7th Ocean and Fisheries Working Group Meeting Piura, Peru 20–22 September 2016 China Economy Report Submitted by China Sep 2016 The year of 2016 is the first year for the implementation of the 13th Five-Year Plan of China, which provides both new opportunities and challenges for the development of marine cause. Since the 6th meeting of the Ocean and Fisheries Working Group (OFWG), China has launched a series of relevant work and made remarkable progress in areas as follows: coastal and marine ecosystem conservation and disaster resilience, the role of the ocean on food security and relevant trade, marine science, technology and innovation and blue economy. 1. Coastal and marine ecosystem conservation and disaster resilience State Oceanic Administration has attached great importance to marine ecosystem conservation. In 2016, State Oceanic Administration has taken marine ecological civilization construction as the main stream, adhered to the innovative, coordinated, green, open and shared development concept, focused on advance researches on three major projects including wetland-restoring project named as “mangroves in the south and salt marshes in the north”, Blue Bay Initiative and Comprehensive Observation and Monitoring Project, improved environmental disaster and emergency response mechanism, and built integrated, high-efficient, open and coordinated marine forecast and disaster prevention system. On 25th, June, State Oceanic Administration promulgated officially “National Ocean Consciousness Development Index Evaluation Index System”, which would provide reference and basis for evaluating national ocean consciousness level and further conducting propaganda and education on ocean consciousness. Eco Forum Global Annual Conference Guiyang 2016 promoted experience sharing of constructing marine ecosystem civilization, during which China and America signed Sino-US “Partner Cities” Ocean Debris Prevention MOU. China and America decided to jointly promote discussion and cooperation in MPAs, reducing ocean acidification and preventing marine pollution. China reviewed Amendments (Draft) to Marine Environment Protection Law, which increases penalties to those who pollute oceans, and adds rules on establishing and improving compensation system of marine ecosystem conservation and adheres strictly to the Red Line of ecosystem conservation when exploiting and utilizing marine resources. On Aug, 2016, State Oceanic Administration promulgated that nine new national ocean parks would be established to strengthen conservation for main protective targets and marine ecosystem. 2. The Role of the ocean on food security and relevant trade Ministry of Agriculture issued Key Tasks of Fishery in 2016, which calls for accelerating transition and upgrading of fishery, enhancing supply capacity of secure aquatic products, conservation capacity of living aquatic resources, technological innovation capacity of fishery, support capacity of fishery facilities and equipment, development capacity of fishery’s “going out”, fishery risk prevention capacity and capacity of governing fishery according to law, rapid development of leisure fishery, advancing the information construction of fishery, and forming a new development pattern of modern fishery. During Jan, 2016 to June, 2016, aquatic products has achieved steady development, with steady elevation of quality and safety, stable price, recover of fishery benefits and higher per capita net income of fishermen than that of the same period of last year. Sino-US fishery dialogue was officially established in areas including sustainable fishery and fight against IUU fishing. The first meeting of Sino-US fishery dialogue was held in Apr, 2016, and discussed relevant issues. 3. Marine science, technology and innovation State Council issued The 13th Five-Year Plan for Innovations of National Science and Technology, which requires that China will vigorously develop technologies in high-efficiently exploiting, utilizing and conserving marine resources, including deep-sea exploration, security of marine environment, sustainable exploitation and utilization of living marine resources, sea water desalination and multipurpose utilization and large marine engineer equipments; pay more attention to impacts of environment observation and changes in polar regions on climate of the whole world as well as China, prospecting and utilization of resources in polar regions; deploy and launch a new batch of major science and technology projects. State Oceanic Administration is working with relevant departments to compile and publish a series of plans for marine science and technology: General Plan for Innovations of National Marine Science and Technology (2016-2030), National Plan for Developing the Marine Programs Through Science and Technology (2016-2020). 4. Blue economy The 13th Five-Year Plan Outline puts forward that China needs to expand the space of blue economy, coordinate the development of land and sea, and develop marine economy. According to relevant requirements of the 13th Five-Plan Outline, National Development and Reform Commission and State Oceanic Administration are working together to compile National Plan for Developing the Marine Programs Through Science and Technology (2016-2020). Approved by the State Council and taking “Blue Economy Leads Transition and Upgrading” as development strategy, Shandong Science Park will develop as an innovation center of marine science and technology with global influence, which will explore a new way for higher quality and efficiency of economy. On 28th, Jun, 2016, the 4th APEC Blue Economy Forum was held in Haikou, China. On 13th, Jul, 2016, Second IORA Economy Core Group Workshop was held in Qingdao, and China would like to realize common development with IORA on the basis of mutual help to make up what the other lacks and mutual beneficial cooperation. During the 8th Sino-US Strategic and Economic Dialogue in 2016, both China and America expressed their willingness to strengthen cooperation on blue economy through bilateral and multilateral channels, and realize the common goals of Asia-Pacific Economic Cooperation as follows: Blue Economy is an approach to advance sustainable management and conservation of ocean and coastal resources and ecosystems and sustainable development, in order to foster economic growth.
