SUPERVISOR TITLE: LEAD, CONTENT DELIVERY, HEALTH INFORMATION DESIGN AND DELIVERY, NAVIGATION SERVICES
CONTEXT
HealthLink BC’s telehealth platform delivers high quality telehealth services across the continuum of care to
health care providers and the public that positively impact the health care experience, health outcomes and
the availability and use of health human resources in a way that will improve the affordability and
sustainability of health care in British Columbia. HLBC’s comprehensive self care and health system navigation
services focus on quality client services to consumers and health care professionals. Core services include
Nursing Services, the BC HealthGuide Handbook, www.HealthLinkBC.ca, HealthLinkBC Files, Dietitian Services
and Navigation Services.
HealthLink BC is a transforming organization that will realize technological innovation and enhancement of
current core services and an expansion and integration into other health-related initiatives that will promote
improved wellness and health for the 4.2 million residents of British Columbia and other jurisdictions.
HealthLink BC plays an integral role in health system redesign and Ministry of Health initiatives now and into
the future.
JOB OVERVIEW
Develops, designs, maintains and supports HealthLink BC websites and other channels of online and mobile
communication mediums to deliver expert and timely information to residents of British Columbia on general
health, nutrition, medication, directory services, and interactive tools.
KEY DELIVERABLES

Coordinate and analyze the maintenance, functionality and structure of the HealthLink BC website.

Meet with core service areas to evaluate and identify their business requirements and determine the
most effective web products and services.

Provide draft solutions in UX templates based on standard structure of the current website design.

Design and develop web pages and templates, including formatting of HTML and PDF documents.
Writes underlying code to create web design prototypes including graphic design, site
navigation/usability, meta data and layout for content.

Ensure all processes and appropriate approvals for all changes have been adhered to leading up to
publishing new information including readability, rationale and communications sign off.

Develop and maintain core services and websites for all business lines of HealthLinkBC:
a. Web-based applications and updates for Dietitian Services include Customized Practice-Based
Evidence in Nutrition (CPEN) and the Dietitian Services section of the HealthLink BC website.
b. Web-based applications and updates for the HealthLink BC website including the knowledge
base of general health information, medications and medical tests.
c. SharePoint solutions relating to assets storage, recording and evaluating day to day
maintenance of the websites, and design / maintain information sharing solutions between
HealthLinkBC lines of business in support of web design and/or contact centre services.
d. Web-based internal employee intranet portal design, development and management of all
content updates, processes and principle adherence for all lines of business of HealthLinkBC
responsible for dynamic and collaborative information updates and additions.

Provide front line support for the website and web based applications; escalate issues to appropriate
parties as necessary with solution recommendations and rationale for business / party decision.

Monitor the website and other services for downtime, report issues, communicate to staff, facilitate
third party service provider communication, participate in trouble shoot and after incident reviews as
subject matter expert, and sign off on service restoration.

Responsible for responding to queries from members of the public, stakeholders, and health agency
partners regards to the functionality and navigational design of the HealthLinkBC website.

Provide internal consulting services on web and mobile solutions, advise staff on web-based solutions
through the HealthLinkBC.ca website for business requirements, participate in information and
intelligence gathering for reinvigoration or redesign of HealthLinkBC web based solutions.

Monitors and analyzes web data and traffic, to refine site content, design and navigation. Prepare web
analytics reports as required. Assess how analytics are meeting Key Performance Indicators and make
informed and well supported recommendations to Lead, Content Delivery on how improvements can
be made.

Convert documents into HTML and Adobe PDF from various formats such as MS Word, Excel, and RTF.
Use Adobe Acrobat, HTML and other tools to deliver web-based dynamic forms

Expertise level use of web development languages, such as HTML, CSS, xml, JavaScript, ASP.NET,
jQuery, php and MySQL to deliver dynamic web based solutions. Use of content managements systems
including Drupal, WordPress and Interwoven. Use project management and agile software
development methodologies to support departmental processes.

Create graphics and optimize web presentations for illustrations, banners, footers, and navigational
elements, using Adobe Photoshop, InDesign and Illustrator. Apply necessary standards and best
practice to create such media and disseminate them in a web-based environment.

Participate in social media initiatives of HealthLinkBC and of the Ministry of Health.

Use web-based tools and software to move files to the development, test and production servers
utilizing svn-subversion. Participate in decision making for the movement of files with Lead and third
party service provider.

Design web-based interactive tools to meet needs of HealthLinkBC web consumers, contact centre
staff and facilitate outreach and branding efforts of HealthLinkBC through content syndication to
health agency partner websites through widgets, web buttons, QR codes, RSS feeds, etc.

Responsible for small to full scale user acceptance testing, technical reviews, quality assurance for all
web content and web design revisions prior to and post production, facilitate cross business line and
service provider user acceptance testing, and post implementation reviews.
Regularly interrogate link functionality on the website, repair and update as necessary and escalate any
content or navigational impacts as a result of broken or fixed links to Lead.

Responsible for integral functions of the search engine optimization strategy and planning.

Responsible for integral functions of the HealthLinkBC subscriber and e-newsletter program that
provides repurposed general information and interactive tools to public health unit and medical office
subscribers.

Keep up to date on emerging web technologies and standards, maintain a high level of market
intelligence on other health, government, and external related websites for comparison evaluation,
and provide recommendations on enhancements for websites and related projects.
JOB REQUIREMENTS
Education
 Post secondary education in computer science field or a related discipline.
 A combination of education and experience may be considered.
Experience
 One year of experience in a web development, graphic design, coding, and maintenance of website
environment
 Experience interpreting business expertise into technical specifications
Preference may be given to:
 Three years of experience in a web development, graphic design, coding, and maintenance of website
environment.
 Experience in a public health field.
Knowledge of:
 Government health services and structure for the Province.
 User experience design and modern web strategies.
 Adobe Photoshop.
Abilities/Skills
 Develop frameworks and plans to proactively address issues.
 Work collaboratively with a variety of external and internal systems stakeholders to meet common
goals.
 Ability to identify, review and recommend new and emerging web based technology.
 Excellent written and verbal communication skills.
