Progress on Transpozition on of the EU Directives
in Serbia
Habitats and Bird Directives are almost fully transposed
Remaining provisions are fully transposed into the national legislation.
The full transposition is planned for the 2018.
The first draft of the revised Strategy on Biological Diversity has been
prepared
The first draft of the Decree on Appropriate Assessment has been
prepared
Within the UNDP Project draft version of the Implementation plan for
Habitats and Bird Directives is prepared and it will be further developed
by Annual Implementation Plans
Full Implementation
several projects are ongoing:
 The project "Establishment of an ecological network in the Republic
of Serbia” (2015-2020) assists MAEP co-financed from the budget of
the Republic of Serbia activities within the Project EU IPA 2012







Objectives and results of the project are:
establishing the Ecological Network of the Republic of Serbia
participation in implementation of IPA 2012 project for Natura 2000
digitalized literature data of habitats and species
priority habitat types and habitats of priority species mapped
preliminary list of Natura 2000 sites elaborated
methodology for monitoring of certain habitat types and species
established
Full Implementation
 The EU Project IPA 2012 “Capacity Building for the
Implementation of 'Acquis' standards in the field of nature
protection - Establishment of Natura 2000 sites including the
equipment and software for Serbia (2015-2017)” foresees support
for MAEP;
 The project "Development of the Red Book of Plants, Animals and
Fungi in the Republic of Serbia" (2015-2017);
 The project "Development of an annual plan for the implementation
of a Specific Implementation Plan for EU Birds and Habitats
Directives” including deadlines, monitoring plan and financial needs
(2016-2018);
 Project EU IPA 2016 – Natura 2000 (2018-2020)(taking into
account IPA 2012 project results) (2018-2020).
Full Implementation
Activities related to implementation Habitats and Bird Directives include:
 TAIEX (Technical Assistance and Information Exchange instrument of the
European Commission)
 ECRAN (Environment and Climate Regional Accession Network),
 ENVAP( Environment Accesion Project) financed bySwedish Environmental
Protection Establishing of necessary institutional infrastructure at all levels
(republic, regional, local),
 Professionally trained employees at all levels,
 Development and implementation of new projects should provide the recovery of
some habitats, management plans, compensation to land owners and users, purchase
of sites and maintenance of areas etc.
 Improving conservation measures of Annex II bird species and Annex V species of
the Habitats Directive in collaboration with hunting and fishing sectors
 Agency )
Towards Identification Natura 2000
Results of the projects:
 Twining Project SR 2007/IB/E 02 “Strengthening administrative
capacity for Natura 2000,
 ЕУ CARDS Project for South-Eastern Europe“ Setting - up Emerald
Network” – 2005-2008 (ASCIs) within the Bern Convention and EU
habitats and Bird Directives (Natura 2000 software used , 69 habitat
types and 143 species from Annexes I and II have been identified )

focus on conserving biodiversity
setting up a National Ecological Network and Natura 2000 Network
an emphasis on maintaining and strengthening ecological coherence,
primarily through providing for ecological functionality and
interconnectivity among all Ecological Important Areas
ensuring that critical areas are buffered from the effects of potentially
damaging external activities
restoring where appropriate degraded ecosystems and habitat types
and habitat of species
providing complementarities between land uses and biodiversity
objectives, and particularly by exploiting the potential biodiversity
value of associated semi-natural landscapes.
