Hamilton's Financial Plan **** Hamilton was a Federalist, so he believed the federal government should be stronger than the state governments. Hamilton's Financial Plan To raise money Hamilton wanted to pass tariffs and national taxes. Most unpopular was the national tax on whiskey made in the United States Whiskey Rebellion – The Whiskey Rebellion (1794) Pennsylvania farmers refused to pay the tax until the American army enforces it. Founded the DemocraticRepublican Party. • Farmers and trades people • Opposed the national bank. • Fear of one person rule • George Washington’s Farewell Address Washington warned against two things during his Farewell Address: 1 – the evils of political parties 2 – not to get entangled in foreign alliances Washington retires John Adams takes the reigns • Adams first president to govern from Washington D.C. – He was a Federalist. • Jefferson was the runnerup, he became vicepresident. He was a Democratic-Republican. • How is this different in today’s politics? • France seizing US ships because of the trading practice between US and England. 300 ships were victims. • X,Y,Z Affair – 3 French agents asked US to pay France $10 million & a bribe to the minister for $250,000. US said, “NO!” • Now US ships could seize French vessels. Congress approved money to build up navy and army.
