R903.2.2 Membrane flashings.
All membrane flashing shall be installed according to the roof assembly
manufacturer’s published literature.

No impact. The proposal will improve code enforcement by providing
proscriptive requirements.

code:
There is no additional cost because this is an alternative to providing
engineering design.

Impact to industry relative to cost of compliance with code:
There is no additional cost because this is an alternative to engineering
design. The proposal should make it easier for industry to demonstrate code
compliance.
Rationale [Provide an explanation of why you would like this Proposed
Modification to the Florida Building Code.]:
The installation for membrane flashing was taken from the intent of FBCB Section
1507.2.9.1 Base and counter flashing. The FBCR does not provide direction on
the installation of membrane flashing. This criterion is to require to insure the
use and installation of membrane flashing is in compliance with the
recommendations of the manufacturer.
This code change has been reviewed by the Florida Building Commission –
Roofing Subcommittee. The Roofing Subcommittee reviewed the proposed code
change to upgrade the prescriptive provisions of Chapter 9 of the Florida
Building Code, Residential.

The proposal will provides users with an alternative to engineering design
for wind resistance.

Yes, this proposal will strengthen and improve the code by adding
provisions that are applicable to regions where the wind speed is 100 mph or
more which the code does now not provide.

construction of demonstrated capabilities:
The proposal does not discriminate against material, products, methods or
system of construction.
4.
Does not degrade the effectiveness of the code:
The proposal will make the code more effective and useable in regions where
the wind speed is 100 mph or more.
