These areas are (1) State Fire Protection Zones, (2) Flood Plain Zones, (3) Seismic / Fault Zones and (4) Avalanche Hazard Zones. To determine if your construction project is located in one of these areas please contact the Inyo County Planning Department at 168 South Edwards St., Independence, CA 93526 (760) 878-0263. If it is determined that your construction project is in one of the aforementioned areas please so indicate in the “special conditions” section of your Building Permit application. South St. Bishop, CA 93514 (760) 873-7857 COUNTY OF INYO OWNER BUILDER INFORMATION Dear Property Owner: An application for a building permit has been submitted in your name listing yourself as a builder of the property improvement specified. For your protection you should be aware that as owner-builder, you are the responsible party of record on such a permit. Building permits are not required to be signed by property owner unless they are personally performing their own work. If your work is being performed by someone other than yourself, you may protect yourself from possible liability if that person applies for the proper permit in his or her name. Contractors are required by law to be licensed and bonded by the State of California. They are also required by law to put their license numbers on all permits for which they apply. If you plan to do your own work, with the exception of various trades that you plan to subcontract, you should be aware of the following information for your benefit and protection. If you employ or otherwise engage any persons and the work (including materials and other costs) is $500 or more for the entire project, and such persons are not licensed as contractors or subcontractors, then you qualify as an employer. Employer Liability: “An employer-contractor is REQUIRED to provide weekly benefit payments (indemnity) and necessary medical and hospital treatment to all of his or her employees for work-incurred injuries and illness. This liability of the employer extends to employed relatives on the same basis as any other employee. If the employer has one or more employees, even part-time, he or she is required to insure for workers compensation claims.” There may be financial risks for you if you do not carry out these obligations, and these risks are especially serious with respect to workers’ compensation insurance. For more specific information about your obligation under federal law contact the Internal Revenue Service (and if you wish, the U.S. Small Business Administration). For more specific information about your obligations under state law, contact the Department of Benefit Payments and the Division of Industrial Accidents. If the structure is intended for sale, property owners who are not licensed contractors are allowed to perform their work personally or through their own employees, without a licensed contractor or subcontractor, only under limited conditions. A frequent practice of unlicensed persons professing to be contractors is to secure an owner-builder building permit, erroneously implying that the property owner is providing his or her own labor and material personally. Building permits are not required to be signed by property owners unless they are performing their own work personally. Owner-builders should be aware that the Inyo County Code, Section 14.04.070 requires that all electrical work must be performed by a licensed electrical contractor or the owner. Violation of this requirement may be cause for revocation of your building permit and cause for prosecution of a criminal action pursuant to Section 14.08.210 of the Inyo County Code. Since proper materials and installation of the electrical system in your building is so vital to the safety of yourself and all future occupants of the building it is recommended you consider having qualified professional help with the electrical installation. Information about licensed contractors may be obtained by contacting the Contractors State License Board at 1-800-321-2752. Please complete and return the enclosed owner-builder verification form located on the back of the permit application so that we can confirm that you are aware of these matters. The building permit will not be issued until the verification is returned. RESIDENTIAL CONSTRUCTION REQUIREMENTS FOR CONSTRUCTION PLAN A All applications for a Building Permit shall include submission of construction plans drawn to scale: Please submit three copies. B All construction plans shall include the following: A plot plan showing the property boundary lines and dimensions: dimensioned locations (from property lines) for all proposed and existing structures and improvements including septic tanks, sewer lines, wells and/or point of connection to public utilities including sewer, electricity and water. 1A On construction sites which are other than gently sloping, the plot plan shall indicate steep terrain within 15 feet of the building line, natural drainage courses and other unusual site topography which exists. 1B C 2 A foundation plan: The foundation plan shall indicate existing grades and (1) excavations greater than two feet in depth or, (2) fills supporting structures which are greater than one foot deep when required for the proposed construction. 3 Exterior elevations and a roof plan 4 A floor plan: The floor plan(s) shall show the location of all electrical outlets, plumbing fixtures, type and location of heating and air conditioning equipment, sizes of exterior doors and windows and other pertinent information as appropriate. 5 A structural plan: The structural plan shall indicate the sizes and materials of construction of the floors. Walls, ceilings and roof structures – sizes of all headers for openings over three feet wide. Plans for all trusses used in the structure shall be prepared by a California licensed engineer signed or stamped with his seal. All plans shall include the necessary information to establish compliance with the State of California regulations for energy conservation standards for residential buildings (ie type of insulation in floors, walls, and roof ceilings; type and size of heating and cooling systems: type of glazing). A HERS rater is required to conduct diagnostic testing and verify in the field the duct efficiency improvement, air conditioner refrigerant charge and airflow testing, thermostatic expansion valves, and building envelope sealing. If a building uses any of these measures to show compliance, the Building department cannot issue its final approval until it receives a CF-4R form signed by an approved HERS rater. As an alternative to duct sealing and testing, Builders can install higher efficiency (90% AFUE) HVAC system and higher performance glazing (.55 U-factor). D A soils investigation report prepared by a licensed engineer or geologist shall be required for all foundations designed for a soil bearing pressure of more than 200 pounds per square foot, or for construction on expansive soils, or soils which are likely to be affected by high water table or moisture variations.
