Imperial Irrigation District Class Code: 0375 FLSA: Exempt - Salaried May 2016 ENGINEER II (Water Department) PRIMARY FUNCTION Under general direction, performs professional engineering work for the district; leads, oversees, coordinates and performs a variety of advanced level professional duties and responsibilities involved in the planning, reviewing, designing and preparation of drawings and specifications for civil engineering and water conservation projects; performs studies on hydraulic, structural, geotechnical, economic and feasibility aspects of the district’s irrigation, drainage, power system and general facilities using the appropriate software; serves as project manager on complex projects and contract management; responds to inquiries from the general public, developers, contractors, engineering firms and district personnel regarding engineering and development projects. Performs other related duties as assigned. DISTINGUISHING CHARACTERISTICS The Engineer II is the licensed Professional Engineer (PE) level responsible for performing the more complex and difficult engineering assignments including the more complex design and construction project management of large and/or complex projects. The classification at this level is distinguished from other classes within the series by the level of responsibility assumed, complexity of duties and fully knowledgeable of subject matter related to assigned area. Employees at this level are required to be fully trained in all district procedures related to assigned area of responsibility and may be expected to provide lead direction and training to professional engineers. ESSENTIAL DUTIES AND RESPONSIBILITIES The examples of essential functions listed below are representative but not necessarily exhaustive or descriptive and incumbent may be assigned other related functions not listed herein if such functions are a logical assignment for the position. 1. Serve as a project lead of staff assigned to complex engineering projects; administers projects from implementation of goals and objectives to completion including design estimates, specifications, bidding, schedules and construction; develops scopes of work; serves as liaison to consultants, engineers and external agencies on engineering projects; develops project timelines and sets priorities; assigns work tasks and oversees the services of consultants. 2. Leads, plans, trains and reviews the work of staff responsible for performing professional and technical level engineering work including plan reviews, development reviews, contract Engineer II Class Code: 0375 May 2016 administration, and designs in assigned area of responsibility; performs a variety of advanced level professional duties and responsibilities involved in the research, planning, design, and construction of various engineering projects, participates in performing the most complex work of the unit including serving as project manager on complex projects. 3. Leads and participates in the preparation of complex consultant service agreements, requests for proposals, determines scopes of engineering projects and related contract documents; evaluates and participates in the selection of outside consultants; and reviews plans of consulting engineers and contractors. 4. Leads and participates in the acquisition of equipment and materials; prepares and directs preparation of specifications for projects and requests for purchases (RFP) of equipment, materials and engineering services; evaluates proposals and prepares award recommendations. 5. Reviews designs and plans of consulting engineers; reviews construction and environmental documents, contractors claims regarding construction change orders, permits for conformance with district policies and procedures for operation and maintenance concerns; makes technical engineering decisions and establishes technical criteria and standards; reviews and approves plans. 6. Reviews and analyzes water system engineering operations; performs complex technical, environmental, feasibility, and engineering field studies; performs studies pertaining to proposed and existing system facilities for project planning purposes; prepares and presents project justification reports and studies related to current and future water system capital projects; recommends water system improvements. 7. Prepares and analyzes highly complex technical data and research reports related to department needs; prepares project budgets and monitors expenditures; works on planning, capital projects, encroachments, rights-of-way management and assessment districts. 8. Prepares and/or directs engineering designs related to irrigation, drainage and water facilities projects in accordance with required criteria; prepares complex engineering computations associated to plans, structures, equipment and materials; directs the design of new water systems and prepares or directs preparation of cost estimates for the installation of water systems and related facilities. 9. Prepares preliminary and final plans, cost estimates, schedules and specifications for water system projects; prepares hydraulic, structural, geotechnical, and economic analysis using appropriate software. 10. Determines project requirements and coordinates all projects aspects to ensure proper completion including preparation and review of project designs, construction work scopes and proposals; review of project expenditures to ensure proper cost accounting; review of contractor claims regarding construction change orders, and preparation of permits. May 2016 Inspects construction sites to insure projects are proceeding appropriately and to resolve problems; provides technical support during construction of projects; makes technical engineering decisions and establishes technical criteria and standards. MARGINAL DUTIES AND RESPONSIBILITIES 1. May review and verify the work of assigned employees for accuracy, proper work methods, techniques and compliance with applicable standards and specifications; ensures adherence to safe work practices and procedures. 2. May participate in the evaluation of employee job performance and recommends personnel actions such as promotions, merit increases, and disciplinary actions. 3. May participates in the selection of employees in conformance with district policy and procedure. 4. Performs other duties as assigned. SUPERVISORY RESPONSIBILITIES Supervises engineering support staff within assigned area. Is responsible for the direction and work coordination of these individuals, and provides input in evaluation process. Carries out supervising responsibilities in accordance with the district’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; resources planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints, and resolving problems. Education Bachelor’s degree in civil engineering or related to assigned area and; Experience Six years performing complex professional engineering experience related within assigned area. Licensing/Registration A valid driver license issued by the State of California, Department of Motor Vehicle is required. Engineer II Class Code: 0375 May 2016 Registration as a Professional Engineer with the State of California is required; or registration in another state and have the ability to become registered in California within six months of appointment through reciprocity, is required. KNOWLEDGE, SKILLS AND ABILITIES Knowledge Civil engineering principles and practices related to water conveyance infrastructure design and hydraulics; civil related power facilities and general facilities; design and drafting software; design aides such as terramodel, spread sheets, AutoCAD, hydraulic and related software; bid specification principles, contracting processes and applicable laws; research and analysis methodologies; report writing; specifications and cost estimates; survey procedures; topographic surveys, district rules and regulations; contract law; Project initiation, CEQA requirements, design and construction; federal and state water system construction codes and regulations; State of California Water Codes; and, principles and practices of supervision and personnel management. Skills/Abilities Conceptualize engineering problems and design effective solutions; conduct modeling related to open channel irrigation and drainage system; apply hydraulic engineering principles and practices to open channel canal, drain, structures and conservation operation; maintain effective relations with employees and public/private agency representatives; negotiate agreements with various entities; exercise leadership, authority, and management tactfully and effectively; organize, schedule and coordinate work; read, analyze, and interpret procedural manuals, financial reports, contracts, engineering plans, and legal documents; write clear and concise records and reports; set priorities; assume responsibility for engineering projects; supervise the work of others; solve problems and recommend changes in standards, procedures, and policies; understand safety rules and regulations and work safely; apply advanced mathematical concepts such as exponents, logarithms and quadratic equations, frequency distribution, determination of test reliability and validity, analysis of variances, correlation techniques, sampling theory, and factor analysis; be prompt and regular in attendance; respond to common inquiries or complaints from water users, regulations agencies, or members of the agricultural business community and work courteously and cooperatively with employees, public agency representatives, consultants, water users, landowners and the general public.
