Code: 490917 FLSA: Non-Exempt Grade: 26 CITY OF ALEXANDRIA, LOUISIANA CLASSIFICATION SPECIFICATION CLASSIFICATION TITLE: ELECTRIC DISTRIBUTION SYSTEM TECHNICIAN PURPOSE OF CLASSIFICATION The purpose of this classification is to perform skilled, technical work at an advanced level in maintaining the quality of voltage throughout the electrical distribution system. This position is subject to 24-hour call. ESSENTIAL FUNCTIONS The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class nor does any one incumbent necessarily perform all of these tasks. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Receives and responds to inquiries concerning voltage, power surges, power outages, power lines, transformers and damage to residential and commercial electrical components. Prepares liability claim forms for any property damage caused by the City’s electrical equipment or crews. Consults with supervisory staff on switching of circuits and restoration of electrical service during storms and major power outages. Performs electrical service load calculations for commercial/residential customers. Ensures correct voltage and transformer size. Determines where new customers will tie into existing power lines. In the absence of the Electric Distribution Supervisor, supervises and assists with the installation, maintenance and repair of underground and overhead structures such as high mast lighting systems, poles, cables, and related equipment to carry power transmission/distribution lines used to conduct electrical energy between generating stations, substations, and consumers. Provides recommendations regarding alterations to the electric distribution system and related components. Inspects, supervises and participates in the work performed by contractors. Ensures right-of-ways are maintained for City’s power lines; oversees tree/limb trimming, power line maintenance, and right-of-way clearance; and prepares tree trimming plans and work orders for contract tree service crews. Reads, interprets and updates schematics, blueprints and wiring diagrams for the electric distribution system. Performs related administrative tasks; prepares and reviews technical reports and purchase order requests; participates in receiving, inspection, reordering, storing and issuance of parts and supplies; prepares and processes necessary paperwork required by department policy or procedure. Page 1 Last Revised: April 17, 2013 City of Alexandria, Louisiana • Electric Distribution System Technician Operates or uses various vehicles, equipment, power tools, hand tools, and supplies in order to complete work assignments: operates and maintains bucket truck, backhoe, trencher, voltage test meters, Amp meters, Volt amp recorder, telescope stick, and other hand or power equipment/tools as needed to perform essential functions. Communicates with Electric Distribution Supervisor, line crews, tree trimming crews, other employees, third party service contractors, customers, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. ADDITIONAL FUNCTIONS Performs general/clerical tasks, which may include answering telephone calls, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail. Provides assistance to other employees or departments as needed. Performs other related duties as required. MINIMUM QUALIFICATIONS High school diploma or GED; supplemented by five (5) years of progressively responsible experience in electrical distribution and transmission maintenance and repair work; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess a valid Class B commercial driver’s license. Will be required to obtain a valid State of Louisiana Class B commercial driver’s license at time of appointment and maintain throughout employment for this classification. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs. Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties, which are often characterized by frequent change. ADA COMPLIANCE Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds). Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, and visual cues or signals. Some tasks require the ability to communicate orally. Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, wetness, humidity, rain, temperature and electric currents.
