A Resolution to withdraw from the North Atlantic Treaty
Organization (NATO)

WHEREAS, the original purpose of the North Atlantic Treaty Organization (NATO) was to

unify and strengthen the Western Allies military response to a possible
3
invasion of Western Europe by the Soviet Union and its Warsaw Pact
4
allies during the Cold War; and
5
WHEREAS, every former member of the Warsaw Pact, expect Russia, is now a member
of NATO; and

WHEREAS, the fall of the Soviet Union and Warsaw Pact in 1991 remove the original
purpose for NATO; and

WHEREAS, NATO obligates U.S. Armed Forces to defend the 28 NATO member-states
10
under Article 5 of the NATO Charter without constitutionally required
11
Congressional authorization; and

WHEREAS, the United States has 60,000 military personnel stationed in NATO memberstates; and

WHEREAS, the United States shoulders over 70% of NATO’s financial burden; and

WHEREAS, NATO is now interventionist outside the bounds of defending Western
Europe; and

WHEREAS, U.S. support of NATO provide no incentive for Europe to invest in its
defense; now, therefore, be it

RESOLVED,
By the Congress here assembled that the United States should invoke
20
Article 13 of the NATO Charter for withdrawal from NATO as soon as
21
possible.
