JOB TITLE: CRIME PREVENTION PROGRAM MANAGER DEPARTMENT: CRIME PREVENTION REPORTS TO: PROTECTIVE SERVICES DIRECTOR JOB DESCRIPTION PURPOSE OF THE JOB This position is responsible and accountable for the management and leadership of the Crime Prevention Department, Committees, and programs or projects. JOB RESPONSIBILITIES STAFF LEADERSHIP Recruit, hire, terminate, train, mentor, monitor, supervise, motivate, empower, discipline, coach, and encourage Crime Prevention staff Lead yearly performance reviews with all staff using Appreciative Inquiry Promote positive and effective employee and employer relations Set and review personal and departmental goals Develop and review organizational structure and staffing requirements Lead Crime Prevention staff through team building, strategic planning and regular meetings Responsible for Crime Prevention’s business planning, visioning, short and long term planning Encourage team work and cooperation within the entire work group Provide feedback and set priorities on an on-going basis Encourage training, personal development and succession planning Encourage and enforce Health and Safety policies Lead the Crime Prevention Team to deliver a broad range of proactive and reactive community focused services PROGRAM OR PROJECT MANAGEMENT AND LEADERSHIP Research, collate, prepare, and submit correspondence and other relating reports Develop timelines and ensure sufficient resources for the project Work with Consultants throughout various processes facilitating staff and community input and assistance Review and evaluate completed programs and projects Lead and manage the development of Crime Prevention work and action plans Develop and deliver high quality crime prevention and mitigation presentations to community Prepare and deliver identified training sessions Day to day administration pertaining to the program, projects, and Crime Prevention Committees Lead and manage the design and implementation of strategic directions Manage the recruitment, orientation, ongoing support, and supervision of work activities of Crime Prevention volunteers and placement students Lead and manage the Crime Prevention committees’ projects from inception, to design, requests for funding, implementation, ongoing delivery, evaluation, and development of recommendations Assist Committee’s and organizations in developing Terms of References, Action Plans, etc. Lead and supervise project consultants and contractors Manage and ensure effective outreach strategies to facilitate community and service involvement in crime prevention programs Ensure the provision of appropriate opportunities for collaboration and coalition building by relevant community organizations, neighborhood groups, business sectors, and government sectors Maintain awareness of current community safety, crime prevention research, and best practice approaches Manage the ongoing development, implementation, and monitoring of Crime Prevention policies and work plans COMMUNITY DEVELOPMENT Manage and respond to requests by the public, community organizations, business sector, and neighborhood groups on issues related to a wide variety of crime prevention and community safety issues Manage and respond to inquiries which span divisional, departmental and community based interests Page | 1 Develop and maintain solid, mutually supportive relationships and partnerships with key internal and external stakeholders Liaise closely with key community members to assist in establishing needs and providing crime prevention advice and support Liaise and assist community organizations by encouraging community capacity building and self-reliance Communicate and network with Protective Services Team, related departments and client groups Research and develop opportunities to form alliances and partnerships with the Provincial Government, community groups, all school districts, businesses and other municipalities Represent the City effectively and professionally in meetings with government agencies, community groups, and the public Report and make recommendations as required to City Council Committees and complete follow through as directed by Council Provide information to groups and clients in the areas of strategic planning, governance, board-staff relations, bylaws, operating procedures, effective meetings, fundraising, volunteer management, project management, skill and leadership opportunities Strengthen positive working relationships with regional departments, area municipalities, community organizations, and the business sector Lead and assist community organizations by encouraging community capacity building and self reliance through facilitation, consultation, leadership development, resource identification, issue resolution, partnering and information sharing Represent Crime Prevention and the City on various committees and promote crime prevention through social development in public presentations, by delivering workshops, and conferences STRATEGIC PLANNING, BUDGETING, AND FINANCE Prepare business plan for Crime Prevention’s component of the Protective Services Business Plan Responsible for the Crime Prevention’s budget including monitoring and reporting to Director any significant variances Regularly take a turn representing all of Protective Services at monthly budget review Ensure temporary and final reports for funding sources are completed and submitted on time to all respective local, provincial, and federal agencies Manage the research, investigation and report resource and funding options to Crime Prevention, its committees, and if applicable regional departments and community groups Manage all aspects of funding proposals/grant applications for Crime Prevention and all its committees Manage the Crime Prevention budget and budgets for specific projects. Manage federal, provincial, and other program and project funding Develop budgets for funding proposals Contract management and administration for consultants and contractors PROMOMOTIONS, MARKETING, AND MEDIA Ensure the reporting of local neighborhood and region wide social development trends concerning crime prevention Manage the development of appropriate promotional material for Crime Prevention and its committees Ensure that widespread publicity is given to Crime Prevention programs and projects Provide timely and informed advice to the community on matters relating to security awareness and crime prevention Manage the development of the Crime Prevention website Liaise closely with the local media to enlist their support in promoting crime prevention and awareness issues Represent Crime Prevention and the City with the media by cooperating with them in the provision of appropriate crime prevention trends, projects, successes, etc. Manage all media releases and public service announcements related to crime prevention activities POLICYS AND PROCEDURES Develop, update and administer policies, operating procedures and strategies to ensure effective and safe operations Assist and act as Protective Services Director with service area Attend Council and Committee meetings regularly Provide reports regarding operations to Council and Council committee Assist with Disaster Social Services EDUCATION High school plus four or more years of post secondary education, including an undergraduate university degree in Criminology, Sociology, Human Services, or Social Work EXPERIENCE Experience and specialist expertise relevant to community crime prevention and security Experience at a senior level in crime prevention planning and management Page | 2 Experience in advanced relationship management skills, experience in encouraging and leading cooperative efforts and identifying and managing potential areas of conflict Demonstrated working knowledge or experience with community development processes, social policy development, crime prevention, community safety issues, prevention programming, criminology, social program planning and development, adult education, communication, evaluation research, statistical applications, grant applications, research and planning Possess the tools and commitment to help support and build a cooperative approach to delivering safer communities Experience and knowledge of Crime Prevention Through Social Development, Crime Prevention Through Environmental Design, Primary, Secondary, Tertiary Crime Prevention, Protective Factors and Risk Factors Experience in Safe Growth and Developmental Assets Experience in administration and budget processes Proven experience in projects and program research, planning, management, development, implementation and evaluation methodologies Experience in community development, project management, working with volunteer groups and volunteers, working with not-for-profits
