The Branch operates approximately 200 retail stores across the province, oversees the operations of Rural Agency Stores and has the role of wholesaler to approximately 700 private liquor retail outlets and 8,000 licensed establishments. The LDB is a unique government entity that operates with similar independence to a Crown Corporation under the direction of a General Manager. PURPOSE OF POSITION The Director leads and directs all aspects of the BC Liquor Distribution Branch's wholesale supply chain operations. The position is accountable for the supply chain activities at LDB including: vendor relationships and management, replenishment forecasting of products to the Distribution Centres and the wholesale customers, and wholesale customer centre including customer relationship, data master and order management. This position interacts and consults with all wholesale customers and stakeholders on current service levels; this position is accountable for providing leadership and direction, for minimizing costs and maximizing revenue generated by Wholesale customers; ensures all wholesale customer’s needs and objectives of the LDB are met and service levels continue to better meet wholesale business needs. This position also ensures solid and positive working relationships with the wholesale industry, customers and stakeholders. NATURE OF WORK AND POSITION LINKS LDB's operational environment is increasingly competitive with numerous entities in the Province's retail alcohol beverage industry. Changes in the regulatory regime (e.g. as a result of the 2014 BC Liquor Policy Review) and new pricing policies (e.g. due to the implementation of the Retail and Pricing Program [RAPP]) are also underway. As a result, the LDB's senior management team is leading a renewed effort to improve business operations and increase profitability. The Director is a key member of the LDB’s management team, responsible for implementing formal supply chain management policies and procedures into business operations. The Director applies a background in supply chain management to lead and direct a disciplined approach to ensure the right product mix, in the right stores, at the right time. The Director is relied upon to exercise discretion and judgment, as the designated decision-maker, to ensure compliance to regulations and policies of all beverage alcohol sold in British Columbia. In addition, the Director is responsible for the development of policies and procedures, and issues-management related to product quality, Branch liability and supplier business interests. To accomplish its objectives, the position develops and maintains effective working relationships with: LDB senior management team: provides advice, guidance and recommendations regarding all aspects of supply chain management. 478185753 Page 1 of 6 Wholesale customers, agents/suppliers, special order customers: manages relationships, collaborates on initiatives, advances LDB objectives, and resolves issues and exchanges information. BCLS Merchandising including Director and Planning Team, Category Managers, and other LDB contacts: collaborates on efforts to ensure the effective management of product categories, inventory turns, profitability, etc. Distribution, Logistics, Replenishment team members: leads and directs efforts to ensure the effective management of the product supply chain; collaborates to plan efficient flow to wholesale customers and BCLS retail stores. LDB operational support (e.g. Finance, Human Resources, etc.): obtains expertise and guidance; approvals; and exchanges information. Employees: provides leadership, direction and guidance; monitors performance and provides feedback and coaching; provides formal supervision and discipline, as required. SPECIFIC ACCOUNTABILITIES / DELIVERABLES Leadership 1. Leads supply chain process from wholesale ordering to customer (approximately $1.6 billion in wholesale sales). 2. Partners with Distribution Services to plan and efficiently manage product to wholesale customers using the most effective methods. 3. Manages the financial aspects of supply chain operations and expenditures, ensuring compliance with LDB policies and procedures. 4. Leads and directs the LDB's supply chain-related operations: a. Leads the development of the LDB's wholesale supply chain operational framework, policies, programs, systems and operations. b. Conducts strategic planning to ensure near- and medium-term operational objectives are linked to the LDB's corporate priorities. c. Leads and manages performance indicators and initiates corrective action to improve operational efficiencies and effectiveness. 5. Conducts issues-management regarding all aspects of supply chain management. 6. Participates in the strategic planning process of the LDB as it relates to wholesale business; reviews, analyzes and assesses existing service to wholesale customers; develops policies and programs to respond to changes in wholesale and distribution business environments, legislation, public opinion and fiscal realities; monitors the management of performance indicators that accurately reflect allocation of physical and human resources as they apply to delivery of services to wholesale business accounts. 7. Leads the strategic planning processes of the wholesale business unit; leads development of various wholesale systems projects to improve levels of service to customers and stakeholders; reviews allocation of physical and human resources as they apply to improved wholesale customer service systems and processes. 8. Creates and implements decision support models to evaluate wholesale business options; review proposed changes to existing LDB process prior to implementation; ensure positive long-term impact for wholesale stakeholders. 9. Leads and directs relationship management activities with wholesale suppliers and customers. 10. Leads and directs research to identify, evaluate and create recommendations to address trends and/or changes in the operational environment (e.g. including technology, competitive factors, etc.). 11. Leads and directs and/or manages supply chain-related business transformation and modernization projects. 12. Provides advice, guidance and recommendations to the Executive Director, General Manager, the Director, Merchandising, and other members of the LDB management team regarding all aspects of LDB supply chain management. 13. Represents Branch interests internationally ensuring purchasing activities meet international Trade Agreements (GATT, FTA), address inter-provincial Trade relations, meet relevant Provincial and Federal legislation with respect to importation, and the Province's desire to have a viable domestic industry in wine, spirits and beer. Represents Branch interests internationally through liaison and attendance at events, conferences, etc. with a focus on the wholesale side of the business. Wholesale Supply Chain 14. Responsible for ensuring an accurate understanding of current practice of providing service to wholesale customers and its impact on the beverage alcohol industry to all internal and external stakeholders. 15. Consults with wholesale customers to identify key questions/concerns relating to business activities and/or processes and current service delivery methodology and processes; conducts on site visits with wholesale businesses to establish and maintain a thorough understanding of customers business needs; provides feedback on processes; 478185753 Page 2 of 6 provides suggested revisions to existing and/or proposed new/improved systems. 16. Establishes and maintains liaison with industry distributors (i.e. Brewers Distributor Ltd, Container World) to ensure effective levels of service for wholesale business and ongoing dialogue regarding client issues and/or concerns. 17. Consults and collaborates with agents and suppliers in regard to their wholesale business activities with the LDB. 18. Responsible for ensuring all wholesale business processes, procedures, and policies as they relate to the LDB are documented and communicated to wholesale customers. 19. Leads and enforces the development and management of policies, procedures, guidelines and protocols related to: a. Product quality. b. Product labeling and packaging, including being accountable for decision-making regarding product labeling and packaging of all beverage alcohol sold in British Columbia. c. Product listing, including providing interpretations relative to listings/de-listings/product selection/performance criteria. d. Wholesale customer and agent/supply relationship management. 20. Leads the creation and maintenance of accurate and complete item, vendor, customer and hierarchy data, and is accountable for its governance. 21. Leads the implementation and management of private beverage alcohol warehouse and distribution agreements. 22. Leads, manages and chairs the Listing Committee (ensuring the coordination and management of the listing process for BC retail stores listed products; and for the registration of retail and wholesale agency products). 23. Leads vendor/supplier KPIs and initiates vendor performance improvements. 24. Oversees and ensures employees’ work is performed in a socially responsible manner with an awareness of environmental implications of decisions. 25. Maintains awareness of illicit beverage alcohol activity/movement and follows established procedures to cease this activity. Wholesale Customer Centre 26. Leads all order processing activities and issue resolution. 27. Leads and enforces management of the customer master. 28. Ensures appropriate levels of customer service in every aspect of regular distribution and direct delivery; reviews and resolves customer issues; tracks and reconciles concerns expressed by customers with the LDB wholesale business unit. 29. Ensures coordination with LDB activities and wholesale business in holiday and seasonal business activities. 30. Develop, prepare and present monthly wholesale business plan and analysis of activities, ongoing and proposed, in the wholesale beverage alcohol, business, including issues and challenges affecting the LDB. Human Resources 31. Supervises all aspects of subordinate employees' performance, including but not limited to providing formal and informal performance assessments; issuing disciplinary sanctions up to and including suspensions and making recommendations to the General Manager for employee termination should the need arise. 32. Manages the communications and training aspects of supply chain policies, programs, procedures and initiatives. 33. Coaches, mentors and leads the development and growth of the planning and allocation teams. 34. Liaises with cross functional teams to support LDB business, processes and initiatives (e.g. including Merchandising, Marketing, Logistics and Finance). 35. Performs other related duties as required. FINANCIAL RESPONSIBILITY Manages the financial aspects of operations and expenditures, ensuring compliance with LDB wholesale supply chain policies and procedures (approximately $1.6 billion in wholesale sales). Drives profitability and efficiencies to support LDB wholesale operations. Leads, manages and directs professional services contracts. Oversees wholesale business activity; identify costs incurred in provision of services; review sales information with all aspects of wholesale sales as it relates to the LDB, within the Province of BC; enhance and build partnerships with existing wholesale clients in order to grow revenues.
