Explain how Reconstruction redefined what it means to be an American: Directions: Read the following SUMMARY of Reconstruction and answer the questions below: Reconstruction refers both to the period in which the South was rebuilt after the Civil War and to the various plans for rebuilding. Abraham Lincoln wanted to given generous terms to the South to encourage an orderly restoration of the Union. Radical Republicans in Congress, however, wanted to punish the South. Lincoln was assassinated in 1865. President Andrew Johnson’s plan required less change in the South than Lincoln’s plan. The new Southern state governments passed black codes, depriving African Americans of their civil rights. Congress, over Johnson’s veto, nullified the codes and passed constitutional amendments guaranteeing equal rights. Radical Republicans took charge of Reconstruction. They placed Southern states under military authority and required that they ratify the Fourteenth—“equal rights”—Amendment. They impeached Johnson, but fell one vote short of removing him from office. In 1869 war hero UIysses S. Grant became president. During Reconstruction African Americans held major political offices. Southern Education improved and industry grew. A few Reconstruction officials were corrupt, but most were not. Still, the Ku Klux Klan burned homes and murdered African Americans and whites in the South. In the North, citizens tired of Reconstruction. Corruption in Grant’s administration split Republicans, and Democrats regained control in the South. New Southern leaders, the “Redeemers,” encouraged industry, but cut social services. Poll taxes and literacy tests kept poor African Americans from voting, but “grandfather clauses” exempted whites. Jim Crow laws established segregation. In Plessy. V.
