INTRODUCTION
For over 90 years the Queen Elizabeth Centre (QEC) has provided specialized care, support and guidance to
help parents manage the many challenges that arise during early parenthood, from before birth until 48 months.
Priority is given to families who face physical, psychological, intellectual or environmental challenges which
compromise their ability to provide an environment that nurtures and supports the health and well being of
their infants.
QEC advocates child focused and family-centered practices underpinned by a philosophy that family is the
principal source of care for children, offering services and programs that are culturally relevant and accessible
to all clients. Residential, day, group, home visiting and telephone advice services are delivered at QEC’s Noble
Park site and/or through regional outreach bases.

The Minister for Community Services has portfolio responsibility for QEC, while government policy and
funding are administered through the Department of Human Services Children, Youth & Families Division and
the Southern metropolitan region.
QEC endorses and participates in the achievement of national and state child health goals and targets to:

Increase breast feeding and immunization rates;

Prevent illness and injury (accidental and non-accidental);

Promote healthy nutrition, fitness and positive family functioning;

Identify health and development problems early; and

Facilitate early intervention.
The QEC is widely recognized for its innovative and caring services. QEC’s primary premise, located at Noble
Park, is equipped to provide up-to-date advice and support. QEC provides practical support, education and
advice to help parents develop skills to confidently manage the challenges of early parenthood.
Organizational Overview
The QEC is a 42 bed public hospital registered by the Department of Health. It employs approximately 110
staff including Maternal and child health nurses, midwives, psychologists, social workers and mothercraft
nurses/early childhood workers contribute to the make-up of our clinical staff. QEC employs a Medical Officer.
Funds are received from a range of state and commonwealth government departments, philanthropic funds,
donations and the QEC Foundation. All funding sources require separate financial accountabilities.
QEC aims to ensure that:

Programs are designed to develop parenting competence and confidence; enabling families to nurture and
protect their children and to enhance family health and development;

Collaboration and partnerships with other service providers facilitates access to QEC services;

Services that are provided are individually and culturally sensitive to aboriginality, ethnicity, gender,
religion and sexual orientation;

Families who are experiencing difficulties based on identified risk factors that impact on child outcomes
are given priority of access;

Families are enabled to function independently within their own communities by maintaining productive
linkages with community based services;

Community and professional awareness about care and nurturing needs of young children with respect to
family’s unique circumstances, beliefs and values is promoted;

Services are monitored to ensure appropriate response to the changing needs of families.
Location of Service

Southern Region program operates from Carrum Downs.
Parenting Plus
Parenting Plus is an early intervention/prevention intensive home based parenting skills development program
for vulnerable families. The aim of Parenting Plus is to strengthen families and prevent entry into the Child
Protection system. It is a highly intensive, specialised parenting skills building program, where families
experiencing significant parenting challenges contributing to poor child outcomes are present. With the
support of staff, parents identify their area of need and create individualised plans that build on a family’s
strengths. Many are referred from antenatal clinics of obstetric hospitals or from the universal maternal and
child health service or Child First platforms.
PURPOSE OF THE POSITION
To coordinate services for families in the Parenting Plus Program and other relevant QEC programs, to
provide leadership with an emphasis on quality practice, to Early Parenting Practitioner’s (EPP).
KEY ACCOUNTABILITIES
1. Effectively coordinates and implements the Parenting Plus service and other relevant QEC programs,
including but not limited to:

Acceptance and triage of referrals;

Pre-admission interviews;

Monitoring and ensuring high quality service delivery of parenting;

Competencies and risk assessment, environmental assessments, skills development planning and
implementation;

Discharge planning;

Referral to appropriate ongoing supports where required; and

Effective liaison with QEC staff, DHS Child Protection personnel, family support agency staff.

2. Effective leadership and guidance of staff, including:

Guiding, supervising, modeling and coaching staff in the delivery of a best practice program;

Leading the team in introducing innovative program changes;

Maintenance of a workplace culture that promotes a positive regard for all clients;

Initial debriefing of staff and supporting staff in accessing professional debriefing if necessary; and

Maintenance of effective workplace relationships with staff.
3. Prepares reports, correspondence and presentations in a timely manner as requested by QEC
management.
4. Provides clear, objective evidence in the Children’s Court as required.
5. Effective monitoring of quality assurance in accordance with QEC policies, programs and procedures.
6. Competent analysis of program outcomes and provision of recommendations for service enhancement.
Qualifications/Professional Registration/Other Requirements

A tertiary qualification in Maternal and Child Health Nursing, Social Work, Mental Health, Psychology or
equivalent.

Desired: Additional tertiary qualifications in child health and development, business or health management,
child mental health, psychology or other related area.

Up-to-date theoretical and practical knowledge of family and child health and development, group learning
strategies incorporating adult learning theory and additional learning needs for groups such as those with
an intellectual disability, adolescents etc.

Experience working with families with high needs including those whose children are “high risk” of abuse
or neglect

Experience working with a broad range of statutory and community organisations and agencies.

A current Working With Children Card

A pre-employment medical assessment may be required

Up-to-date immunisation status

Australian Citizenship or applicable work visa

Undertake a Police Check

Current Victorian drivers’ licence
