Job Description Job Title: Development Manager Responsible to: Director of Development Overall Purpose of the job To be responsible for the delivery of Rhondda Housing Association’s Development Programme of new and regeneration projects. Main functions: Supervise and manage the Association’s new build programme from a contract perspective. Manage the delivery of development and regeneration projects to meet the Association’s business plan objectives. Contribute towards strategy and policy development within the Association. Management of staff within the team. Contribute to development and delivery of corporate objectives. Participate as a member of the Development department. Key duties 1. 2. 3. 4. Seek out new business opportunities. Ensure the team carries out the development policies and procedures. Consult with stakeholders and complete annual development programme. Manage the procurement process on all schemes and supervise the appointment of contractors. 5. Supervise the appointment of consultants and manage their performance. 6. Undertake the review of consultants and contractors. 7. Prepare performance reports. 8. Supervise the review of completed schemes. 9. Prepare the information and returns to the regulator and local government bodies. 10. Contribute to strategy and policy development within the Association. 11. Manage the Development team and ensure they understand the Association’s objectives, their roles and personal targets. Key duties cont’d 12. Manage the team using the Association’s human resource procedures. 13. Manage the team by actively displaying personal commitment to corporate working and corporate objectives. 14. Contribute to development and delivery of corporate objectives. 15. Develop and sustain positive working relationships with colleagues within the team and across the organisation. 16. Development Manager personal specification 1 ) Education Degree or professional qualification in architecture / surveying / housing or other relevant discipline 2 ) Experience i ) Recent and extensive experience of housing development / regeneration ii ) Experience of working in social housing or local authority development department iii ) Experience of managing construction contracts. iv ) A track record of development activities v ) Experience of managing staff 3 ) Knowledge i ) Knowledge of contract documentation, contract management and contract administration of housing development ii ) Knowledge of design and construction of housing iii ) Knowledge of development funding and the allocation process, development procedures and requirements. iv ) Knowledge of IT systems 4 ) Skills and Aptitude i ) Ability to lead by example, manage and motivate a team ii ) Excellent persuasion, negotiating and interpersonal skills iii ) Excellent communication skills ( written & verbal ) and an ability to communicate effectively with other teams, statutory & voluntary agencies and other relevant stakeholders iv) The ability and experience of working within a budget and including the ability to monitor, analyse & predict expenditure and appraise project viability 5 ) Personal Qualities i) ii ) Commitment to Rhondda Housing Association’s values A flexible & creative approach to problems and opportunities and a positive approach to promote change Personal Qualities ( contd. ) iii ) Ability to work under pressure & prioritise and programme own work / work of the team to meet target deadlines. iv ) Commitment to achieving high standards & targets v ) Willingness to attend evening meetings vi ) A clean driving licence and access to a vehicle viii ) The physical ability to inspect all parts of buildings and building sites
