Service Type Definition
Refers to the assessment of an organisation’s current project management practices, the level of
organisational effectiveness and the development of a roadmap to improve an organisation’s overall
performance.
Applicants should note the use of industry standards, methodologies and best practice in
organisational project management maturity assessment tools. Some commonly referred examples
are:
Capability Maturity Model – Integration (CMMI)of the Carnegie Mellon University and Software
Engineering Institute, USA;
Portfolio, Programme and Project Management Maturity Model (P3M3) of the Office of
Government Commerce, UK Government;
Organisational Project Management Maturity Model (OPM3) of the Project Management Institute,
USA.

451’s Project Management Maturity Assessment Methodology provides peace-of-mind when
organisations are developing their project manager competency. We undertake high-level analysis
to create an independent Project Baseline, and for existing projects, we analyse Steering Committee
Minutes and Status Reports. 451 can provide a Mentoring Program tailored to the Project Manager,
to assist with their competency objectives and delivery of projects. Our approach supports a deep
transfer of skills over a short period of time with lower organisational risk. Recent examples
include: a) 451 were engaged by the Department of Main Roads to undertake a strategic assessment
of their Project Management processes, methodology and alignment with organisational direction.
This processes included review of the top 40 strategic projects across the department to assess the
maturity of their existing projects and opportunities for future improvement. 451 delivered a formal
review and recommendations paper which highlighted continuous performance improvement
initiatives across their project portfolio. 451 were subsequently engaged to deliver a key Program of
Work to ensure critical business outcomes for the Program were obtained. b) The Department of
Communities engaged 451 to undertake a major review of project structure and governance. This
assignment included a major strategic review of project management maturity levels as part of the
Queensland Whole-of-Government Prince2 project methodology implementation. The successfully
delivered outcome of this assessment included rollout of a specialised capability development
program to over 50 project managers and executive staff which increased project maturity,
improved methodology use and enhanced governance approaches.

Accenture has skills and experience in the delivery of organisational project management maturity
assessment and related roadmap development, re-structuring and change management services,
within large and complex Australian Government agencies.
A key element of our services is Accenture’s own methodology ICT project management which
includes an inventory of skills, roles, processes and related capabilities which we believe are needed
to provide a mature ICT project management capability. This method, (part of the Accenture
Delivery Methods™) focuses on the delivery of complex projects through the balancing of the
completing challenges of Scope, Quality, Effort, Risk and Timing, (SQERT).
Some examples include:
a. NSW Information Management Transformation – Accenture is partnering with NSW Health to
improve the organisation’s ICT management capabilities. The first phase of this program involved
a 90-day diagnostic and planning phase to:
(i) assess current ICT operations
(ii) Define the operating model and capabilities ICT requires to achieve its objectives, and
(iii) Develop an implementation roadmap for the Transformation Program
b. Child Support Agency – Accenture was asked to review CSA’s project to separate its ICT
services from the ATO (who had traditionally provided this capability). We worked with the CSA
CIO, project manager and key stakeholders to assess CSA’s readiness to progress with the project
and ultimately become self-provisioning of ICT services. This work included a number of
assessments including the scope (ie, did it cover everything it should) of the project, the strategy to
create a CSA ICT capability, and the proposed schedule and project team capabilities.

Organisational Project Management Maturity Assessment
As Registered Consultants, Adaptive Frameworks have staff who can advise on the self-assessment
tools for maturity assessments and/or the most appropriate independent assessment method. We
normally recommend the initial assessment be conducted independently to establish a baseline
against which improvements may be measured. Incremental assessments can be done internally
with fresh external ones being recommended to confirm an increase in the organisations level of
project management maturity.
For organisations using PRINCE2 there is a specialist subset of the P3M3 Maturity assessment
P2MM which Adaptive Frameworks is licensed to administer. This allows organisations that
deliver internal projects to identity their strengths, areas for improvement and build an action plan

to improve their effectiveness in the use of PRINCE2. This will lead to PRINCE2 being embedded
within the organisation, helping to deliver the full benefits of using a structured project management
method.
Recently we have conducted organisation-wide maturity assessments for Landgate in WA and
assisted them develop an improvement plan. We have performed project management maturity
assessment for CGL Information Services and Corporate Information Services of the Department of
Infrastructure. In addition, Adaptive Frameworks has provided advice to organisations such as
LaTrobe University and International Power on how to use existing tools such as P3M3, gap
analysis and interviews to establish an accurate assessment of their current maturity level and
generate a plans to effect gradual improvements.

Adaptra’s method is to undertake a review of the project portfolio against organisational strategy to
show how problems with the framework can manifest in problems with delivery of strategy. An
assessment of the templates and processes is also undertaken. At the conclusion of the assessment a

AOT Consulting has reinforced its commitment to delivering a quality professional consulting
service through working in accordance with its ISO 9001 Quality System, accredited by Bureau
Veritas Quality International (BVQi) to the ISO 9001:2000 standard.
The firm first established its QMS in 1995 based upon ISO9001:1994 and has since undertaken
over 3,000 consulting projects for clients using this system. Professional consulting service delivery
and management, business and administration processes have been designed to meet the
requirements of ISO9001:2000, which provides consistency in our service delivery and quality

Where applicable we also use internationally recognised standards such as AS/NZS 4360 Risk

While AOT Consulting has not sought accreditation for MSP, Prince2 or PMBOK, the principles of
these frameworks are applied to designing and managing programs/projects e.g. Prince 2 products
are described in our ISO9001:2000 as deliverable outputs.
At any one time, the company may be running 40-50 consulting projects (not all projects run
continuously – some are pending specific milestones such as tender close dates). All projects have
budgets, milestones and deadlines in accordance with the principles of Prince2 or PMBOK.

Office of Shared Services Information and Communication (ICT) Services Delivery Review - AOT
Consulting conducted a review, which examined a series of service delivery based issues being
experienced within ICT Services that were identified by the Office of Shared Services (OSS). The
review took into consideration the OSS’ positioning in relation to CMMI.
Disability Services Commission - Information Management and Information Technology Strategic
Plan - AOT Consulting completed a project with the Disabilities Services Commission to develop
an Information Management and Information Technology Strategic Plan for the Commission. This
included an assessment of where the DSC was positioned in relation to CMMI.

Program/project management services, including assessment of an organisations current capability,
are core business services provided by Apis. Our personnel are well-qualified and experienced in
current methodologies, including P3M3 and OPM3, to assess a client organisation’s level of project
management capability and maturity. Apis assesses a client organisation’s current state, maps it
against the defined future state and applies gap analysis and project risk methodology to determine
a range of capability requirements plotted against their respective risk rating that drives the
development of tailored solutions.
Apis was engaged by the Department of Natural Resources and Mines (Qld) to assess project
management capability across the department’s various business groups, project portfolio
management, governance and reporting, and provide recommendations to improve methodology,
delivery support and the scope to extend project management methodologies as a vehicle to enhance
efficiency and effectiveness of service delivery.
The Department of Immigration and Citizenship (DIAC) engaged Apis to improve its project
management capability to realise improved project outcomes from its investment budget. Apis
implemented a strategy that included establishing a Corporate Program Office, and conducting
workshops with senior personnel to determine the current and future state of project management
capability, scope the gap between and mapped it against risk and priority of effort to consolidate a
go-forward strategy. In addition, Apis defined a staged approach, governance arrangements to drive

Brands and Australia Post. We leverage the OGC Gateway Processes, P3M3, CMMI for Maturity
Assessment as well as COBIT v4.0 & v5.0. Our national team is made up of practitioners with
certifications in PRINCE2 and PMBoK, all with vast practical experience in managing multimillion portfolios and delivering highly complex projects. This experience is essential to conducting
maturity assessment and developing sensible improvement plans. CS1: Australia Post We were
engaged to review all PMO activities for every business unit and the IT division of Australia Post.
We developed a maturity assessment based on the P3M3 Maturity Model to assess the relative
maturity of each business area and based on the gap analysis of each were able to arrive at a future
state PMO construct to suit every part of the organisation. This engagement extended into scoping,
requirements, business case and implementation of a Portfolio Management solution for managing
the entire IT project portfolio. CS2: BlueScope Steel BlueScope Steel operated three PMO's and we
were asked to assess the Program, Portfolio and Project Management processes. We utilised a
tailored P3M3 model to conduct an assessment, developed a gap analysis and then formulated the
future state model for the organisation. This project then went on to implement the processes, select
a tool to support it and implement that tool.

Whether establishing, reviewing or supplementing an existing capability, Information Professionals
can ensure that your overall delivery capability is understood and enables you to progress in

all major methodologies for assessing organisational project delivery maturity including CMMI,
P3M3, and OPM3. As part of our engagement with Brisbane City Council, organisational maturity
assessments were made across a number of areas. While this was not a formal assessment, the
maturity assessments were used to both define existing practices and methods, and also to define
maturity pathways in obtaining a Centre of Excellence in project delivery. CMMi, P3M3 and PPfM
from the UK, were used in these assessments, and considerations made at a project, programme and
portfolio level as part of the assessment, and in defining maturity and improvements pathways for
the ongoing development of the organisation. In 2006, Information Professionals was asked to
provide a review of the execution of a multi-stage project rollout within Corptech. This was the first
such review and was to be followed by the ongoing improvement in organisational performance to
support multiple ongoing projects and releases. The method used was PRINCE2 with some MSP
elements. As such, both these methods were used in the review, along with P3M3, as a guide to the

Synergy’s Applied Project Management™ framework incorporates the most appropriate use of
structured project lifecycle processes and artifacts, effective project governance, experience of
project managers (including change management skills) and relationship building capabilities when
developing a project management framework for clients.
Synergy can also assess an organisation’s maturity based on CMMI and use of PMBOK derived
standards for artifacts and processes. We can provide a framework for assessing and grading the
capabilities of project managers/team leaders/administrators based on skills and experience matrices
which we have developed and use internally for Synergy consultants and clients. These matrices
include strong emphasis on change skills, people management skills and emotional attributes of
each person. Synergy uses the outcome of these individual assessments to establish a development
plan for each person. This can include identification of key personal attributes for mentoring (eg

Victorian Government Department of Infrastructure - Project Review and Capability Assessment.
This review included an assessment for compliance to PRINCE2, as well as an assessment of
understanding and practical application of the knowledge areas identified by PMBOK. The
outcome of this review enabled the program to mature their project management capability, gain
greater control over planning, scheduling and costs control, and provide a program view of
performance to allow more effective communication and management reporting.
Terra Firma was engaged by ANL to design and implement a Project Management Office
Framework. The need was to ensure consistent delivery of projects across ANL's IT Program to
time, cost and quality. Terra Firma conducted an assessment of existing project management
maturity within ANL and then agreed detailed requirements for 'the ANL Way', followed by
development of Program and Project Management framework and documentation. Terra Firma
designed the process to integrate with an online time recording and reporting tool and delivered
training and mentoring to key ANL staff in the new framework and provided post-implementation
support.
